No interest in top salaries 8 September: The parliamentary select committee currently reviewing the Civil List Act 1982 has received no submission at all from members of the public.
The contents of the act are always an issue of discussion in many forums and by many non-governmental organisations. But so far the committee is receiving signals that no one has an issue with the act.
The civil list legislation determines salaries for salaries, allowances and terms of appointment for the Queen's Representative; pays and allowances for members of parliament, deputy prime minister, members of cabinet and leader of the house.
The committee's term of reference is to review the act in areas of concern and make recommendations to parliament on how to deal with any of the problems evidenced.

Background
Ngaputoru (meaning the three stems) is the traditional name for the raised coral reef islands of Atiu, Ma'uke and Mitiaro. These islands form a cluster, along with the uninhabited island of Takutea, on the eastern edge of the southern Cook group. The people of Ngaputoru recognise close cultural and historic ties and the genealogies of the three islands are tightly interwoven. The political systems of the individual islands that make up Ngaputoru are also closely connected and at various times in the past Ngaputoru has been subject to different levels of formal unification. Most recently, the political centre for Ngaputoru was situated on Atiu, but today, the chiefly lineages recognise complete autonomy. The islands of Ngaputoru are intervisible, or nearly so. Once a canoe sets out from one island to the next, the destination island appears over the horizon just before the island of origin sinks from view. The other islands of the southern Cook group are widely scattered and Ngaputoru is the only cluster of islands where regular voyaging has been practiced continuously, since first settlement of the group more than 1000 years ago. The islands of Ngaputoru sustain good agriculture (although gardening is a little tougher on Mitiaro) but they have poor access to a number of natural resources which were important in prehistory. Stone, for tool manufacture is present in very small quantities on Atiu, but is entirely absent from Mitiaro. On Ma'uke there was probably some stone available in the past, but no adze grade material is present there today. The shallow reefs of Ngaputoru also prevent the growth of the pearl oyster (

The Cook Islands are a group of 15 islands located on the western fringe of eastern Polynesia. The archipelago is made up of examples of each of the major island forms found in Remote Oceania and this geological diversity within a single culture area is one of the features that makes the Cook Islands so fascinating to Pacific archaeologists and prehistorians. The islands of the Cook group are widely scattered, but fall into two geographical clusters. The northern Cooks consist of six low atolls of which four contain permanent communities. The southern group is made up of one high volcanic island , Rarotonga, which is the capital of the Cook group, five raised coral reef or makatea islands , one atoll, one near-atoll and one sand-cay island. The Cook Island people are culturally part of eastern Polynesia although the island of Pukapuka stands out as different in this regard. The people of Pukapuka have a close ancestral tie to the Samoan area and while most communities in the Cooks speak a dialect of the East Polynesian, Cook Island Maori language, Pukapukans speak their own language which is part of the Samoaic sub-branch of the Polynesian language family.

October 1, 2004 The Cook Islands fit the image of a South Seas paradise: white-sand beaches, turquoise lagoons, and coconut palms. This Polynesian chain scattered across a thousand miles (1,600 kilometers) of ocean receives more tourists per capita than any other South Pacific destination. That's four visitors per year for every one of the Cooks' 20,000 residents. It sounds like a success story. Yet Cook Islands authorities are revamping their entire tourism strategy. So what's not to love? But according to tourism consultant Peter Phillips, the Cooks have become a destination "hard for the outsider to tell from any other white-sand and palm-tree place." Commissioned to update the Cook Islands' tourism strategy, Phillips's initial report stated, "There is no clear vision for the future of tourism in this country." He told the Cook Islands Tourism Corporation that the destination offers the same tourism products as South Seas competitors like Fiji and French Polynesia. "So there is one boat for high-speed boating offshore; there is a microlight [aircraft] operator; there is the usual safari tour in a Land Rover."

Backpacker Tours Cook Islands: Thirteen Years Later Cook Islands By Rich McIntyre Ignoring the sage counsel of Thomas Wolfe, who said "you can never go home again," we returned to the Cook Islands after a thirteen year absence. As it turned out, he had a point. Rarotonga remains lovely and the lagoon is actually a bit healthier than it was back then. However, coral bleaching has hammered all area of the Cooks, from Mangaia to Rakahanga. The people are still pleasant - among the nicest in the Pacific - although the smiles are less frequent and a certain jaded perspective has taken hold. Prices have increased dramatically ($250 NZ for Little Poly), as have the availability of accommodations. I admit it, for the first week of our trip, we checked out higher-end places - encroaching middle age and new liquidity probably had something to do with it. We stayed at four different places.

Accommodation prices range from approximately:
NZD$50 - $100 a week for a room in a shared house
NZD$100 - $150 a week for a one bedroom furnished house/flat
NZD$150 - $250 for a two bedroom furnished house/flat. This can change, however, according to supply and demand, and standards of accommodation can vary greatly. You will be responsible for making your own accommodation arrangements. Housing is normally a unit style with tile flooring. There are several ways to locate housing. The local newspaper, The Cook Islands News, has a classifieds section listing available rental accommodation. There are also a number of rental agencies including Shekinah Services and Rarotonga Realty . Quite often new employees will find accommodation through word of mouth by asking fellow staff members. Telephones can be connected through CI Telecom. There is a bond charged of NZD$50 for a phone with local call access or NZD$500 for international call access. CI Telecom also offers internet connections.

Fijian culture has managed to remain largely intact despite European contact and the influence of Western culture. However, many of the customs and traditions have been scaled down somewhat. In pre-missionary contact years, rituals, elaborate ceremonies, strict observance of customs were part of the Fijian way of life.
Some of these violent customs were stopped after the missionaries arrived in Fiji. These included rites, associated with cannibalism, such as the piling up of bodies (which were later cooked) for a chief’s installation. Human sacrifice was also a part of daily living then. For example, when the posts for a temple or chief’s house were being set up, live men were put in the holes where the posts were to go - "to hold them up". Thankfully such practices are a thing of the past.
But Fijian tradition and culture still lives on. The Fiji society is a communal one - with values placed high on the family unit, the village and the vanua (land). People in villages and those in urban areas share the communal obligations and rewards of community life and are led by a hereditary chief.
