The 55-member committee originally included two Sunni Arabs, but under the deal 15 more Sunnis will be brought into the committee tasked with drafting a constitution by Aug. 15. The agreement ended weeks of wrangling over the size of representation by the Sunni minority. Another 10 Sunni Arabs will serve as consultant members of the committee, according to the deal. The agreement raised hopes for the political process in the violence-ravaged country, which has threatened to unravel as time is running out for the parliament committee to meet the Aug. 15 deadline to write a permanent constitution, which will be put to a referendum by Oct. 15.

Iraq's political leaders were set to meet on Sunday to negotiate on issues holding up the completion of the country's constitution, as at least 12 Iraqis were killed in attacks. Seven Iraqi soldiers were killed and 17 wounded when a suicide bomber blew up a truck in front of an Iraqi army headquarters in central Tikrit, 180 kilometres north of Baghdad, an Iraqi army officer said. Three other Iraqi soldiers were killed when gunmen attacked their patrol in south Baghdad, while two other people working in the oil ministry were also shot dead by gunmen in southeast Baghdad. Two US soldiers were also reported killed in a bomb explosion near Samarra, north of Baghdad, on Saturday, bringing the total US military personnel casualties since the March 2003 invasion to 1820, according to an AFP tally based on Pentagon figures. The US death toll includes 14 US marines killed in a single roadside bombing on Wednesday in the western town of Haditha, in the Euphrates valley. It was one of the deadliest single attacks since the invasion.

Four US troops killed, Iraqis spar on constitution

BAGHDAD: Iraqi insurgents savaged a US patrol overnight, pursuing a violent revolt heedless of Iraqi politicians racing to draft a constitution that Washington hopes will stabilise the country and reduce its military burden.
US Defence Secretary Donald Rumsfeld said a new constitution would help undermine support for Sunni Arab rebels. "It's important they stick with their timetable," he told a Pentagon briefing, echoing his earlier call to Iraqi leaders "to get on with it". A US military statement said the patrol was investigating explosives when a roadside bomb went off, killing four soldiers, and wounding five near Baiji, an oil refining town 180km north of Baghdad. The soldiers then came under small arms fire. A contractor was also wounded. A large crater on the highway and an account from Iraqi police suggested US vehicles had been struck by one of what appears to be a new breed of roadside bomb or landmine.

Section. 1.
All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.
Section. 2. The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature.
No Person shall be a Representative who shall not have attained to the Age of twenty five Years, and been seven Years a Citizen of the United States, and who shall not, when elected, be an Inhabitant of that State in which he shall be chosen.
[Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.]

Introduction
The Constitution assigned to Congress responsibility for organizing the executive and judicial branches, raising revenue, declaring war, and making all laws necessary for executing these powers. The president is permitted to veto specific legislative acts, but Congress has the authority to override presidential vetoes by two-thirds majorities of both houses. The Constitution also provides that the Senate advise and consent on key executive and judicial appointments and on the ratification of treaties. For over two centuries the Constitution has remained in force because its framers successfully separated and balanced governmental powers to safeguard the interests of majority rule and minority rights, of liberty and equality, and of the central and state governments. More a concise statement of national principles than a detailed plan of governmental operation, the Constitution has evolved to meet the changing needs of a modern society profoundly different from the eighteenth-century world in which its creators lived. This annotated version of the Constitution provides the original text (left-hand column) with commentary about the meaning of the original text and how it has changed since 1789 (right-hand column).

James Madison, later known as the "Father of our Constitution," was among the most influential delegates at the Federal Convention. His notes form the largest single source of materials for Farrand's Records , one of several collections in A Century of Lawmaking for a New Nation, 1774-1875 On September 17 , 1787, members of the Constitutional Convention signed the final draft of the Constitution. Two days earlier, when a final vote was called, Edmund Randolph called for another convention to carefully review the Constitution as it stood. This motion, supported by George Mason and Elbridge Gerry, was voted down and the Constitution adopted.
