Where then is our republicanism to be found? Not in our Constitution certainly, but merely in the spirit of our people. That would oblige even a despot to govern us republicanly. Owing to this spirit, and to nothing in the form of our Constitution, all things have gone well. But this fact, so triumphantly misquoted by the enemies of reformation, is not the fruit of our Constitution, but has prevailed in spite of it. Our functionaries have done well, because generally honest men. If any were not so, they feared to show it. This corporeal globe, and everything upon it, belong to its present corporeal inhabitants, during their generation. They alone have a right to direct what is the concern of themselves alone, and to declare the law of that direction; and this declaration can only be made by their majority. That majority, then, has a right to depute representatives to a convention, and to make the Constitution what they think will be the best for themselves.

    THE U.S. CONSTITUTION Here is the complete text of the U.S. Constitution. The original spelling and capitalization has been retained. We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America. Article I Section 1. All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives. Section 2. The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature. No Person shall be a Representative who shall not have attained to the age of twenty five Years, and been seven Years a Citizen of the United States, and who shall not, when elected, be an Inhabitant of that State in which he shall be chosen. When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.

    US general says Iraq constitution would be 'one more nail in the coffin' for insurgency

    [JURIST] Speaking in Washington Wednesday, senior US Marine Lieutenant General John Sattler followed up urgings from US Secretary of Defense Donald Rumsfeld [JURIST report] for timely completion of the draft of the new Iraqi constitution [JURIST news archive] by saying it would be "one more nail in the coffin" of insurgents. The looming August 15 deadline has had anxious officials in both the US and Iraq pushing the Iraqi drafting committee to finish its work. Sattler said failing to keep to the schedule could open a window of opportunity for insurgents. "You need to keep it on schedule. Any time you give anyone more time to accommodate the mission at hand, you kind of open it up to slide it again and again," he said. AFP has more

    General Tommy Franks Doubts Constitution Will Survive WMD Attack
    Gen. Franks Doubts Constitution Will Survive WMD Attack Gen. Tommy Franks says that if the United States is hit with a weapon of mass destruction that inflicts large casualties, the Constitution will likely be discarded in favor of a military form of government. Already, critics of the U.S. Patriot Act, rushed through Congress in the wake of the Sept. 11 attacks, have argued that the law aims to curtail civil liberties and sets a dangerous precedent. The usually camera-shy Franks retired from U.S. Central Command, known in Pentagon lingo as CentCom, in August 2003, after serving nearly four decades in the Army. Franks said that within hours of the attacks, he was given orders to prepare to root out the Taliban in Afghanistan and to capture bin Laden. Franks offered his assessment on a number of topics to Cigar Aficionado, including: Capturing Saddam: Franks said he was not surprised that Saddam has not been captured or killed. But he says he will eventually be found, perhaps sooner than Osama bin laden.

    Bill Analyses and Status Report of Legislation are both publications of the Legislative Service Commission ( LSC ) and are available as part of this web site. A Bill Analysis is detailed narrative description of each bill that is scheduled for a hearing in committee, and is updated as the bill moves through the legislative process. LSC also tracks the status of each bill introduced during the General Assembly. The Status Report of Legislation is published weekly during periods in which the General Assembly is in session. The report lists all bills and resolutions introduced in the General Assembly as of the date of issue and their progress through the legislative process as of the end of the preceding week. It lists the dates on which any legislative action was taken on each bill or resolution. LSC performs a fiscal analysis of each bill and prepares a Fiscal Note based on this analysis. Fiscal notes estimate the effects of proposed legislation on state and local government revenues and expenditures.     General Says US Forces in Iraq Could Begin Withdrawal Next Year By Al Pessin

    The commanding general of U.S. and coalition forces in Iraq says there could be a significant reduction in the number of U.S. troops in the country by this time next year, if the political process remains on track. The comments came Wednesday during a visit to Baghdad by U.S. Defense Secretary Donald Rumsfeld, who urged the committee writing Iraq's constitution not to miss the August 15 deadline to finish their work. Meanwhile, Iraq's transitional prime minister called on the United States to speed up the training of Iraq's new military forces and begin to coordinate the handover of security control. The issues of Iraq's political future, the training of its security forces and the eventual withdrawal of U.S. forces are all coming together as the constitutional deadline approaches. Officials of the committee writing the constitution say they will announce on Monday whether to invoke the six-month extension Iraq's interim constitution provides. In Iraq on Wednesday, Secretary Rumsfeld urged them not to do that, saying, "We don't want any delays. Now's the time to get on with it."

    Iraq's Constitutional Summit Delayed By Alisha Ryu

    Iraq's president says there will be a two-day delay in the start of an emergency summit of Iraqi leaders to discuss the draft constitution. The summit, which was scheduled to begin Friday, was aimed at resolving major disputes among the country's ethnic and religious groups about the vision of Iraq's future. A statement from President Jalal Talabani's office did not say why the talks have been postponed until Sunday. But Kurdish members of the constitution writing committee say the summit had to be delayed so that the autonomous parliament in the Kurdish north could hold an emergency meeting on Saturday to discuss the charter. Earlier this week, the drafting committee, made up of Shi'ites, Sunnis, Kurds and other groups, vowed to have a constitution ready by an August 15 deadline.

Bush has long insisted that he will not set a timetable for the withdrawal of coalition forces from Iraq. To do so, he says, would only allow insurgents to conserve their resources and then mount a full-scale attack on Iraqi security forces once U.S. troops are gone. Bush says the United States and its allies will stay in the country until the Iraqis are able to defend themselves. But recently the senior U.S. military commander in Iraq seemed to suggest that a withdrawal timetable could be in the works. Is this a shift of Bush administration policy?

    COMPACT WITH THE UNITED STATES

    All provisions of the enabling act of Congress (approved February 22, 1889, 25 Stat. 676), as amended and of Ordinance No. 1, appended to the Constitution of the state of Montana and approved February 22, 1889, including the agreement and declaration that all lands owned or held by any Indian or Indian tribes shall remain under the absolute jurisdiction and control of the congress of the United States, continue in full force and effect until revoked by the consent of the United States and the people of Montana.
