BC Hydro scholarships are awarded to select B.C. students who are leaders and role models in their schools and communities. We look to support B.C. students who demonstrate a balanced lifestyle and commitment to a post-secondary education. BC Hydro Scholarship applications will be accepted between January 31 and April 1, 2005 unless otherwise noted below. You may apply for up to two scholarships. Please submit separate applications for each scholarship, in duplicate. Please note that scholarships cannot be deferred from one year to the next and previous recipients of any BC Hydro scholarship will not be eligible.

    Alcoa Foundation Grant to the International Commission for the Protection of the Danube River
    Through the grant, ICPDR will purchase water analysis and monitoring equipment for microbiological and chemical elements, train staff in the use of the equipment, and mount an ecological awareness campaign through publications in the Danube Watch and presentations to community groups. In 2002, Alcoa Foundation also awarded a $35,000 grant to ICPDR for a total organic carbon and nitrogen analyzer that is used by the Grigore Antipa- National Institute for Marine Research and Development in Romania. In 2003, Alcoa-Romania and Alcoa Foundation awarded another $10,500 grant to the Institute for additional equipment.

    What is a biosphere reserve?
    A “Biosphere Reserve” is an international designation of recognition from UNESCO (the United Nations Educational, Scientific, and Cultural Organization) for an area in the world which is deemed to demonstrate a “balanced relationship between humans and the biosphere.” By this is meant that collaborative efforts among people in the designated area serve to promote the sustainability of local economies and communities, as well as the conservation of the terrestrial/or coastal ecosystems they are in.     Introduction
    The past decade has been marked by increasing global awareness of the richness and diversity of our botanical heritage, its value to humanity and the need for active conservation in the face of the rapidly accelerating impacts of human development. The United Nations Convention on Biological Diversity (UNCBD, 1992), recognised that botanic gardens have both an opportunity and responsibility for significant involvement in conservation. Botanic gardens are in a strong position to educate public opinion on the importance of conservation through interpreted horticultural displays, indoor exhibitions, and education programs. Larger gardens with significant herbaria and botanical research staff and facilities make a substantial contribution to biodiversity inventory, sustainable use and management of flora, conservation biology and horticultural techniques for cultivation, reintroduction and vegetation restoration works. Botanic gardens also play a vital role in collecting and maintaining genetically significant stocks of plant species threatened with extinction. In cooperation with land managers and wildlife authorities, they make an important contribution to both vegetation restoration works and to species recovery programs, returning endangered and threatened species to secure status in the wild. The Australian National Botanic Gardens (ANBG) established the original national collection which is perhaps the most comprehensive display in existence of living Australian native plants. It is thus in a unique position to play a leading role in the conservation of AustraliaÕs native flora and vegetation.

Thus if some living species do get annihilated due to our activities still we are part of nature. So why are we concerned about this question ? The answer lies in the fact that if we destroy nature we will loose valuable genetic information and with that a possible mechanism to evolve efficiently. Besides providing ecosystem utilities, nature also provides us knowledge for our future science and technology. Nature had billions of years of head start and hence it has evolved through infinite permutations and combinations of designs. Since our brains are a product of natural evolution and earth time, we cannot think more than what already exists in nature. Thus the fastest way for us to progress is to copy nature. If we destroy nature we will be robbed of the design template for our further development. Since we have evolved with other life forms our brains are wired to enjoy the beauty of nature. No manmade systems can compete with the joy and well being we feel in observing the infinite variations of nature's display. There are large number of studies all over the world which have shown that subjects recover rapidly from physical stress when they are exposed to pleasing natural environmental conditions. Thus nature is very important for our well being and intellectual and emotional evolution.

    Conservation and sustainable exploitation of fisheries resources
    The purpose of this Regulation is to ensure the viability of the fisheries sector by conserving, managing and exploiting fishery resources, limiting the impact of fisheries on the environment and adjusting fishing capacity. This involves progressively implementing an ecosystem-based approach to fisheries management and contributing to efficient fishing activities within an economically viable and competitive industry. At the same time, it is important to ensure a fair standard of living for those who depend on the fishing industry and to take into account the interests of consumers.

    REFORMING THE COMMON FISHERIES POLICY
    General Why has the Commission proposed to reform the CFP ?
    A growing number of fish stocks are on the verge of collapse due to too much fishing by a fleet that is far too large for the available fish. The result has been diminishing catches, reduced economic returns, dependence of the sector on public aid, loss of jobs and the gradual weakening of coastal communities. In order to redress this situation, the Commission decided to take the opportunity of a planned review of the CFP in 2002 to propose a wide-ranging reform touching upon all aspects of the CFP. What are the aims of the reform? The new CFP is intended to adopt measures aiming at ensuring the sustainable development of fishing activities from an environmental, economic and social point of view. Moreover, governance must be improved under the new CFP in order to improve the basis of the decision-making process through sound and transparent scientific advice and increased participation of stakeholders into this process. Coherence with other EU policies such as environmental and development policies, accountability through clear definition of responsibilities at the appropriate levels and effectiveness through evaluation and control of results are also major elements to be included into the new CFP.
