High school graduates profiled

In 1996, there were 24,743 graduates from local public high schools and 1,576 from regional vocational-technical schools in Connecticut. This total, 26,319, is over 7,000 lower than 10 years earlier, but is expected to be the bottom of a long-term decline in the number of graduates (Table 1). Beginning in 1997, the number of graduates is expected to rise, and increase to 30,170 by the year 2001. While not profiled in this article, an additional 5,382 adults received General Educational Development (GED) or high school credit diplomas, and there were an estimated 5,000 graduates from nonpublic high schools in the state.

Connecticut Concrete Promotion Council CRMCA's Connecticut Concrete Promotion Council (CCPC) is overseen by Executive Director Jim Langlois. CCPC meets monthly and sponsors an assortment of concrete promotional events during the year. What follows is a summary of CCPC events during 1999 and 2000, and a look forward to events and programs scheduled for 2001. In 1999, the first year the CCPC had a part time director, the membership had a presence at 3 area home shows: Hartford, New Haven and Fairfield Counties. ICF construction, concrete driveways and stamped and colored concrete sidewalks and patios were the focus of these shows. In conjunction with L.M. Scofield and Central Connecticut State University, the CCPC held a 2-day hands-on seminar consisting of classroom instruction and the stamping and coloring process. Participants were bused from the university classroom to a construction site on the second day of the seminar where they took part in the actual pour, stamping and coloring of slabs. CCPC helped sponsor the New England Regional Concrete Canoe contest. Several members were judges at the 2-day event that culminated in a race at Batterson Park in Farmington. The contest included written, visual and oral demonstrations with actual concrete canoes built by approximately 15 New England colleges. A photo essay regarding the contest was printed in Construction Magazine's summer issue.

    FUNDING FINDINGS A unique feature of the Connecticut vocational-technical (v-t) school system is its status as a state entity APPLICANTS AND ENROLLMENT FINDINGS The proportion of secondary students statewide who attend v-t schools has remained between 7 and 8 percent since 1980. The number of applicants to each v-t school differs considerably. Since there is no systemwide minimum score an applicant must attain to be admitted to a v-t school, the scores of those who enroll vary among the individual schools. The Department of Education never finished the admissions study it began in 1989. RECOMMENDATION The program review committee recommends the state Department of Education (SDE) conduct a study of the relationship between admissions scores and performance within the vocational-technical school system, using the groups of ninth-grade students entering the system as the Classes of 2003, 2004, and 2005. The department shall provide periodic, written updates to the legislative committee of cognizance for education and the program review and investigations committee regarding elements of the study. Specifically:
  • on September 15, 2001, the department shall describe: (1) the number and distribution of students by school by class; (2) the format and contents of the initial data base created to carry out the study (3) the measures (e.g., Connecticut Academic Performance Test (CAPT) scores, grade point average, class rank, dropout and "leaver" rates, trade-specific assessment tests, etc.) selected to assess the ability of the individual components of the admissions score to predict success on future measures; and (4) any other factors relevant to conducting the study or understanding the final results;

The Connecticut Vocational Technical School System: Assessing Its Effectiveness Project
Location(s): Connecticut In what ways, and to what extent, is the current vocational technical system promoting high levels of student performance? What are the current practices, what data currently exist, and in what directions will the system need to move in order to offer a flexible, competitive and high-performing system for the 21st century? In partnership with the Connecticut State Department of Education, the LAB will design and implement an evaluation process which examines and reports on the effectiveness of the vocational technical schools and programs with respect to curricular, instructional, and assessment practices that support academic excellence. Recommendations for strengthening the system, and identifying promising practices within the system, are key elements of the study's outcomes. More than an external evaluation, this project will build the capacity of the vocational technical system to self-evaluate in order to define and monitor its own continuous improvement. The methodology includes the identification of performance indicators and evidence of effectiveness. Data sources include student performance information, observations, onsite interviews and focus groups, and written questionnaires. A featured outcome will be the creation of an efficient and streamlined self-evaluation process that can be implemented by the schools and system.

State Senator Thomas P. Gaffey was elected to a sixth term in the Connecticut State Senate in November of 2004. He represents the 13th Senatorial District and the residents of Meriden and Middlefield, as well as portions of Middletown and Cheshire. For the fifth consecutive term, Senator Gaffey serves as the Senate Chairman of the Education Committee. That committee has cognizance of all matters relating to elementary and secondary education, the state Department of Education, local and regional boards of education, and collective bargaining for teachers and administrators. In addition, Senator Gaffey is vice-chair of the Higher Education and Employment Enhancement Committee and serves as a member of the Legislative Management and Finance, Revenue and Bonding Committees. Senator Gaffey was appointed Chief Deputy Majority Leader by Senate President Pro Tempore Donald E. Williams, Jr. and Senate Majority Leader Martin Looney last fall. He is also a member of the New England Board of Higher Education, the Bushnell Education Committee, and the Education Committee of the National Conference of State Legislatures.
