Priority Investment Act
Public 03-145 - An Act Concerning the State Prevention Council and Investment Priorities The bill strengthens the work of the State Prevention Council by requiring the Council to determine the goals, strategies and outcomes measures to promote the health and well being of children and families. The bill requires the Council to design a plan for inter-agency and intra-agency implementation and submit such plan to the Appropriations Committee and the Office of Policy and Management by January 1, 2004. For the first time state agencies are asked to work together to achieve specific goals to implement research-based, early intervention strategies that result in measurable outcomes. Outcomes include: increase in pregnant women and newborns who are healthy; decrease in the rate of child neglect and abuse; increase in children who are ready for school; and increase in children who succeed in school; decrease in children who are unsupervised after school; and increase in youth who choose healthy behaviors and become successful working adults; decrease in juvenile suicide; decrease in juvenile crime; and increase in access to health care and stable housing. “To advance a coordinated, statewide prevention system that embraces diversity and effectively promotes the health and well being of all individuals, families, and communities in Connecticut.”

    You asked what teacher competency tests Connecticut requires and whether any waivers or exemptions are allowed. You also asked for information concerning teacher testing requirements in other states and for summaries of any teacher testing legislation proposed in the last three General Assembly sessions. SUMMARY Before being certified to teach in the public schools, Connecticut requires teachers to demonstrate (1) basic reading, writing, and math skills and (2) knowledge of the subject they intend to teach. In each case, they must demonstrate this knowledge by achieving minimum scores on specified standardized tests. Some certification candidates are exempt from the first requirement based on their subject areas or on achieving minimum scores on alternative tests. Teachers who are certified in other states may teach for up to one year in Connecticut before passing the required tests. According to the National Association of State Directors of Teacher Education and Certification (NASDTEC) and the Educational Testing Service (ETS), 42 states, including Connecticut, require teachers to pass a basic skills or general knowledge exam, either before admission to teacher preparation programs in the state, before certification, or within a specified period after being employed in public schools. Of these, ETS reports that 27 states, including Connecticut, use the Praxis I Academic Skills Test for all certification candidates and two use it for some candidates.

In October 2003, the Department of Education awarded a grant of $2.5 million to the National Center for Education Information (NCEI) for the establishment of the National Center for Alternative Certification. The new center was to serve as a clearinghouse of information about alternative routes to teacher certification as well as a source for technical assistance and outreach. Given the dramatic growth of alternative route initiatives among the states in the past two decades, the timing of the establishment of NCAC was, to say the least, auspicious. In 1983, only eight states reported having any alternative to the traditional university-based teacher education route to certifying teachers. By 2003, 43 states, as well as the District of Columbia, reported having some type of alternative route to teacher education and certification. These alternative route initiatives have resulted in the certification of more than 200,000 new teachers, with thousands more who have participated in university-based alternative teacher preparation programs also being licensed to teach. The numbers, though considerable, are relatively modest given the projected need for new teachers in the next decade: more than two million, with 700,000 needed in urban communities, areas suffering the greatest chronic shortages of qualified teachers.

Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

Teach for America
is an attractive way for Amherst graduates to launch a career in public schools. It is an immersion prgram which comprises a summer of training followed by 2 years of teaching in public schools. The Career Center has applications available. 180 Days in Springfield is a collaboration between the UMass Amherst and Springfield, Mass., public schools. The intensive, year-long, urban school-based teacher education program leads to a Master of Education degree and Massachusetts secondary teacher certification. The program features two semesters of integrated teaching and graduate study in a Springfield public middle or high school. Candidates may take additional summer coursework to complete the M.Ed. Participants earn Provisional Certification with Advanced Standing in their subject field at the middle or high school level, become eligible for Inter-State Compact Certification reciprocity, and meet requirements for the M.Ed.

Where Teacher Quality Pays Off Through legislation won by NEA's Connecticut affiliate in 1986, teachers get decent pay in return for toughvery toughstandards. W hen Connecticut math teacher Elise Santoro enters Ridge-field High at 6:45 a.m., she isn't the first educator in the building. And when she has to leave at 3 p.m.instead of her usual later hourthe faculty parking lot is still mostly full. "We work long hours," Santoro says, "and we work over the summer, doing things like writing new courses or attending workshops. I remember when summers were free." But don't get Santoro wrong. This 23-year veteran absolutely loves teaching. And she's proud of her colleagues' dedication, the quality instruction they deliver, and their willingness to help new teachers. And Santoro, the president of NEA-Ridgefield, has no problem comfortably using a word often abused by teacher-bashing politicians: accountability.
