Undergraduate Programs L-Z Secondary Education Teacher Certification
The Prime Time Program The Saint Joseph College Department of Education, in conjunction with The Prime Time Program, offers an exciting academic program for those interested in the teaching profession. The Secondary Education Teacher Certification Program is ideal for students who want to earn a State of Connecticut certification to teach at the secondary level, Grades 9-12. The program requires participants to pursue a bachelor's degree in either history, math (with a computer science concentration), or family and consumer science. All three degree programs are offered through The Prime Time Program and correlate with the teacher certification program. In addition to an intensive curriculum, outstanding faculty and personalized academic attention, the program offers: Maximum Flexibility
All certification classes are offered on Friday evenings and during the day on Saturday; degree program classes are offered on Monday through Thursday evenings and weekends. This schedule allows students to maintain employment while pursuing both the certification and the degree programs. The College suggests that students make arrangements with their employer to accommodate special scheduling needs. Each course, for example, requires that students commit three hours per week to field study. Similarly, students must spend one semester student teaching. This is a full-time commitment, scheduled for the end of the program when students will be looking for a teaching position.

‘Fast Track’ Teacher-Certification Efforts Are Examined
By Debra Viadero Montreal A new study looking at “fast track” teacher-certification programs in four states highlights some of the trade-offs states face as they seek quicker ways to stem teacher shortages and get qualified teachers into classrooms. The study, produced by researchers at Harvard University’s graduate school of education, examines alternative-route programs for certifying teachers in California, Connecticut, Louisiana, and Massachusetts. Researchers presented some of their findings from the project here last week at the annual meeting of the American Educational Research Association. The Washington-based AERA’s April 11-15 gathering drew more than 12,000 researchers from the United States and 52 other countries. Such certification programs now operate in at least 46 states as an alternative to traditional, university-based programs for preparing teachers. But the idea of alternative routes covers a wide range of approaches, not all of which are considered fast-track. The gamut includes, for instance, homegrown programs run by districts, condensed university programs for career-switchers, stand-alone state-run programs, and private efforts such as Teach for America, which recruits high-achieving college graduates for teaching stints in hard-to-staff schools. Susan Moore Johnson, the lead researcher on the Harvard project, said the fast-track programs her research group studied attracted prospective teachers because they offered quick, convenient training—usually no more than five to eight weeks over the summer—and because they charged low or no tuition.

Applicants are required to meet all current admissions criteria for teacher education programs as mandated by the State of Connecticut and the University. These requirements currently include:

    In October 2003, the Department of Education awarded a grant of $2.5 million to the National Center for Education Information (NCEI) for the establishment of the National Center for Alternative Certification. The new center was to serve as a clearinghouse of information about alternative routes to teacher certification as well as a source for technical assistance and outreach. Given the dramatic growth of alternative route initiatives among the states in the past two decades, the timing of the establishment of NCAC was, to say the least, auspicious. In 1983, only eight states reported having any alternative to the traditional university-based teacher education route to certifying teachers. By 2003, 43 states, as well as the District of Columbia, reported having some type of alternative route to teacher education and certification. These alternative route initiatives have resulted in the certification of more than 200,000 new teachers, with thousands more who have participated in university-based alternative teacher preparation programs also being licensed to teach. The numbers, though considerable, are relatively modest given the projected need for new teachers in the next decade: more than two million, with 700,000 needed in urban communities, areas suffering the greatest chronic shortages of qualified teachers.

    Alternate Route to Teacher Certification
    In addition to the teacher education programs offered by Connecticut's colleges, the Department of Higher Education offers the Alternate Route to Teacher Certification (ARC). This program is designed to attract mid-career professionals to teaching. Applicants must have at least a Bachelor's degree to apply. Many Charter Oak State College graduates have chosen to enter the teaching profession through this adult-friendly program. With an understanding that adults have busy schedules and many demands on their time, ARC offers two formats from which you may choose. You can attend an eight-week program of full-time instruction during the summer or you can opt for the twenty-four week program that meets during the school year on Friday evenings and all day Saturdays.     In recent years, as many as 50,000 people have entered teaching on emergency or substandard licenses because they lacked full qualification. Thirty percent of the math teachers in high schools do not even have a college minor in math. The figures for science are not much better. If teacher preparation programs, policies for state licensure (initial approval) and certification (endorsement for full teaching or teaching in certain areas), as well as school district hiring and evaluation practices have set low expectations for teachers, it is primarily because no standards existed to guide them. That is no longer true. Three parallel developments are pushing the teaching profession toward high standards, enveloping the teaching career from beginning to end in rigorous attention to quality. One development concerns pre-service education. As the teacher preparation section described, the National Council for Accreditation of Teacher Education (NCATE) requires institutions of higher learning seeking its seal of approval to ensure that their students know how to teach to the higher content standards being adopted by most states and that future teachers demonstrate their skills through performance assessments rather than through the traditional "seat time" accumulation of course credits. A second important way that standards are being raised is through initial licensure. Licensure is being transformed in at least 30 states into a true measure of a teacher's knowledge and skills. These states are members of the Interstate New Teacher Assessment and Support Consortium (INTASC), sponsored by the Council of Chief State School Officers. It is creating performance standards for the licensing of beginning teachers and is developing assessments that match the standards.

    Teacher certification required - No State required subjects or courses - Instruction equivalent to public schools Required number of hours per day per year - At least 180 days a year Connecticut Regulations In 1990 the state revised the "Guidelines" that govern the oversight of homeschools. In simple terms you fill in a Notice of Intent Form (submitted to the local school department) which just commits you to teach the required subjects, however you please, using whatever curriculum you desire. You are required to do a portfolio review in the spring to demonstrate that you have been teaching. That's all. The practice of this system has been pretty fair as well. While some towns have made extra requests in connection with the portfolio review, these are not necessary and need not be honored.
