HOW SAFE IS THE AIR YOUR CHILD IS BREATHING?
You may have seen it in the November 12, 2000 New York Times article entitled, "Sick Schools, Sick Students." Or maybe you heard about it on the local news stations. Possibly you saw The Hartford Courant's coverage of the Connecticut Academy of Science and Engineering's (CASE) report to the Environmental Committee of the Connecticut General Assembly. Perhaps your child is one of the many in Branford, Fairfield and Hamden and elsewhere who are directly impacted. As Connecticut's schools age, the question isjust how safe is the air your child is breathing? "EPA estimates that human exposure to (indoor) air pollutants can be 2-5 times, and occasionally more than 100 times, higher than outdoor levels. This is a particular concern because most people spend approximately 90% of their time indoors," says the Connecticut School Indoor Environment Resource Team brochure, Promoting EPA's Tools for Schools. Connecticut currently has no standards or regulations concerning indoor air quality (IAQ) and there is no formal organization with overall responsibility for IAQ issues. Maintenance and evaluation are left up to individual school systems. The CASE report notes that the majority of schools may have indoor air quality problems. The report suggests that the General Assembly establish a formal organization to improve and coordinate efforts to evaluate IAQ and possible health effects on building occupants; establish guidelines and standards for new construction; develop guidelines and practices and/or regulations for maintaining acceptable IAQ; provide training and funding to go with this proposal; and require schools to establish IAQ management plans, etc. Watch for legislative action in the upcoming year.

The recently approved Agreement between the State of Connecticut and the Local 61, American Federation of School Administrators, bargaining unit provides for the following:
A. General Wage Increases (Article 35.1)
General wage increases will be paid in accordance with the salary schedules of Appendix B of the contract on the following effective dates: December 31, 1999; November 3, 2000; June 29, 2001; and November 1, 2002.
B. Annual Increments (Article 29)
Eligible employees will receive annual increments on the applicable salary schedule during the term of the agreement.
C. Longevity (Article 29.4)

Welcome to Stamford ! Welcome to Stamford, a coastal community along Connecticut's shoreline. Stamford is a city of approximately 117,000 citizens, consisting of 37.3 square miles. Donald W. Downes, Chairman Donald W. Downes, a Republican, was first appointed a Commissioner of the Connecticut Department of Public Utility July 1, 1997. He was reappointed by Governor M. Jodi Rell to a third term, which runs from July 1, 2005 to June 30, 2009. Downes is presently serving his eighth annual term as Chairman of the DPUC, elected by his fellow Commissioners. An attorney, Chairman Downes has an extensive background in public service administration. Prior to his appointment to the DPUC, Downes held a variety of positions in both state and federal government. He served as Deputy Secretary for the Office of Policy and Management (OPM), the Governor’s Budget Office, from 1995-1997. He was also Under Secretary of Intergovernmental Policy and Under Secretary for Management and Performance Evaluation at OPM. From 1987-1995, Downes was Chief of Staff of the House Republican Caucus. In 1982, he became the District Director for Connecticut’s Sixth District Congresswoman, Nancy Johnson. Downes began his career in public service in 1979, as House Minority Counsel in the Connecticut General Assembly, where he was responsible for all legal and legislative affairs of the House Republican Caucus. Chairman Downes assisted the legislature in its efforts to pass legislation that brought electric competition to Connecticut. In 2001, he was appointed by Governor Rowland to a Task Force studying Connecticut's future energy infrastructure needs. He is presently a member of the New England Governor’s Conference Power Planning Committee and served as Chairman in 2001. He was President of the New England Conference of Public Utility Commissioners (NECPUC), from 2000-2001, and is currently an active member.
