What Are School-Based Health Centers?
Definition

School-based health centers (SBHCs) are comprehensive primary health care facilities located within or on school grounds. They are staffed by multi-disciplinary teams of pediatric and adolescent health specialists, including nurse practitioners, physician assistants, social workers, doctors, and in some cases, dentists and dental hygienists.
SBHC services are aimed at, but not limited to, students who do not have access to a family doctor, or whose families have little or no health insurance. SBHCs are licensed as outpatient clinics or as hospital satellites, as outlined in the Public Health Code (Sections 19-12-D45 through 19-13-D53 or a hospital satellite license as outlined in CT General Statutes, Section 19a493.
A SBHC is not the same as the school nurse's office. School nurses and SBHCs work together and school nurses often refer students to SBHCs because they are able to treat and resolve student health problems. All SBHC services are confidential Parents must sign a Parental Permission Form for students to receive services

State Senator Thomas P. Gaffey was elected to a sixth term in the Connecticut State Senate in November of 2004. He represents the 13th Senatorial District and the residents of Meriden and Middlefield, as well as portions of Middletown and Cheshire. For the fifth consecutive term, Senator Gaffey serves as the Senate Chairman of the Education Committee. That committee has cognizance of all matters relating to elementary and secondary education, the state Department of Education, local and regional boards of education, and collective bargaining for teachers and administrators. In addition, Senator Gaffey is vice-chair of the Higher Education and Employment Enhancement Committee and serves as a member of the Legislative Management and Finance, Revenue and Bonding Committees. Senator Gaffey was appointed Chief Deputy Majority Leader by Senate President Pro Tempore Donald E. Williams, Jr. and Senate Majority Leader Martin Looney last fall. He is also a member of the New England Board of Higher Education, the Bushnell Education Committee, and the Education Committee of the National Conference of State Legislatures.

Persistent pension problem requires action
The proposed biennial budget for fiscal years 2005-07 continues a chronic pattern of underfunding the teachers’ retirement system and years of broken promises to teachers. That’s the bad news. The good news: a long-term solution to the pension underfunding is gaining momentum in the Connecticut General Assembly. Support for House Joint Resolution # 31, a resolution that proposes a constitutional amendment for fully funding teachers’ pensions, is growing among lawmakers in both chambers. In addition to the two state senators and two state representatives who co-sponsored the resolution, seven state senators and 37 state representatives have signed on to it. The resolution resumes a strong push for the legislation that nearly passed the 2004 General Assembly. During the last few legislative sessions, CEA has been laying the foundation and building consensus among legislators for a constitutional amendment to require the state to contribute the full actuarial amount to the State Teachers’ Retirement System (STRS). Last year, the resolution passed the State Senate, 35-0. While it’s likely the measure would have passed the House as well, the Speaker of the House prevented the resolution from coming up for a vote.

A Community Collaboration Directions The Burgdorf/Bank of America Health Center provides a bright, convenient home for medical services operated by Saint Francis Hospital and Medical Center and the University of Connecticut Schools of Medicine and Dentistry, as well as the City of Hartford Department of Public Health. The center, at 131 Coventry St. on the Mount Sinai Campus of Saint Francis Hospital and Medical Center, represents the success of a unique community collaboration. The Burgdorf/Bank of America Health Center was funded by Saint Francis, Bank of America Bank Connecticut, the City of Hartford, the U.S. Department of Housing and Urban Development and various grants. Medical services operated by Saint Francis and UConn are located on the second floor. City programs are located on the first floor. Medical-Surgical Services for Adults Saint Francis Hospital and Medical Center and the University of Connecticut Schools of Medicine and Dentistry provide a full range of general medical care for adults. Patients are seen by appointment for evaluation, treatment and follow-up of all non-emergency medical problems. A primary provider and nurse are assigned to each patient, assuring continuity of care.
