    Connecticut Repeals Sales Tax Exemption for Newspapers A recently enacted Senate Bill in Connecticut has repealed the existing sales tax exemption for newspapers and magazines. This bill imposes sales and use tax on sales of newspapers and magazines, including sales by subscription. In response to the enacted legislation, the Department of Revenue has issued a notice clarifying the law. A synopsis of the notice is as follows:
    • Sales of Newspapers,Magazines and subscriptions are taxable effective April 1, 2003.
      • Over the counter sale of magazines continue to be taxed whether sold over the counter or from honor boxes. Publications delivered to out of state subscribers are not subject to tax.
      Publications electronically downloaded are taxable as computer and data processing services and taxed at the reduced rate of 1%. This tax is expected to be repealed on or after July 1, 2004.

    The Connecticut Supreme Court will hear oral arguments from the attorneys representing the parties in the case of In Re Michael S . on Tuesday, September 25, 2001 at 10:00 a.m. in the Supreme Court courtroom which is located at 231 Capitol Avenue in Hartford. The Supreme Court does not hear witnesses and does not receive evidence. It decides each case on the record of lower court proceedings; briefs that are used by counsel to convey to the court the essential points of each party's case; and, oral argument.
