RELATED CHILDREN'S INITIATIVES
There are a number of related initiatives that impact children's services provided by DMR. Though these initiatives represent positive steps, most are limited in scope serving small numbers of children. DMR/DCF MOU
In June 2000, DMR Commissioner O'Meara and Department of Children and Families (DCF) Commissioner Ragaglia signed an interagency Memorandum of Understanding (MOU) to improve supports to children and youth served by both agencies. The MOU acknowledges the necessity for the two agencies to work together to plan and develop services for children under 18 who have mental retardation and mental health needs. Approximately 65 children with mental retardation were identified in the DCF Voluntary Services Program. Twelve of these children are currently living in out-of-state placements due to the limited capacity within the state to serve these challenging individuals. The DMR/DCF MOU requires regional planning teams to review the status of jointly served children and to plan and develop appropriate services and further describes the conditions for transfer of primary responsibility for these children to DMR. DSS MOU - Home Care Pilot Program
The Home Care Pilot Program is a promising interagency effort that allows families to direct the use of Medicaid funds to hire their own home care staff. Families assume the role of employer and have the assistance of fiscal intermediaries to process staff payroll. Under the pilot program, DMR is seeking federal Medicaid reimbursement under the Home and Community Based Services Waiver (HCBS). To date, participating families report having an increased number of support hours provided and increased satisfaction from being able to hire personnel they feel can meet the unique needs of their children. Due to the pilot program status, this promising option will be limited to 25 families this year.

The Hospice Institute for Education, Training and Research, Inc. , a not-for-profit 501(c)(3) corporation, gave its first conference in to serve as an American center for hospice education, training and research. The nationally accredited Hospice Institute is the vehicle for sharing the hospice philosophy, experience and skills with physicians, nurses, social workers, pastors, pharmacists, arts and volunteer directors, administrators, the lay community and all those who desire to improve the quality of care given in their own settings to patients and families experiencing a progressive and irreversible illness. Through The Hospice Institute for Education, Training and Research, Inc., all programs including the ACCME program serve to extend the principles of palliative care into the mainstream of medical practice and education, regionally, nationally and internationally. In doing so, patients experiencing an advanced irreversible disease and their families can be assured of receiving compassionate and competent medical care.
While too numerous to mention here, the courses with audio-visual and handbooks have been known to receive very high marks on their evaluations.

For Grandparents and Special Others Raising Children Connecticut Grandparents and Other Relatives Raising Children A State Fact Sheet August 2002 Across the country, more than six million children approximately 1 in 12 children are living in households headed by grandparents or other relatives. Connecticut has more than 113,000 children living in households headed by grandparents or other relatives. In many of these households, grandparents and other relatives are the primary caregivers (“kinship caregivers”) for children whose parents cannot or will not care for them due to substance abuse, illness and death, abuse and neglect, economic hardship, incarceration, divorce, domestic violence, and other family and community crises. In response to the growing numbers of these kinship care families, state legislatures, public and private agencies, and grassroots coalitions in Connecticut and across the country have begun to expand services and supports for children living with kin inside and outside of the foster care system.
A Look at the Numbers: Kinship Care in Connecticut The data below show the numbers of grandparents who are living in households with at least one grandchild under the age of 18, as well as the numbers of grandparents who are the primary caregivers for these grandchildren. These numbers were reported by the 2000 U.S. Census and are available for every place (as defined by the U.S. Census Bureau) in the country, including cities, towns, villages, and boroughs, on the U.S. Census website.*

Infertility Prevention
The Region VI Infertility Prevention project is a collaborative effort of the STD and Family Planning Programs and Public Health Laboratories in Arkansas, Louisiana, New Mexico, Oklahoma and Texas. The overall purpose of this project is to reduce the prevalence of Chlamydia trachomatis (Ct) infections and their sequelae through screening, treatment and follow-up services. The Infertility Prevention Project began in Region X as a pilot project. After demonstrated success in reducing the prevalence of CYT in Region X, the Centers for Disease Control and Prevention (CDC) obtained funds from Congress to launch a National Infertility Prevention Program. In 1992, the CDC, through the Office of Population Affairs (OPA), funded demonstration projects in Regions III, VII and VIII. By 1994, Regions IV, V, and IX had received funds to develop project infrastructure and to begin expanding patient services. Regions I, II and VI received initial service delivery funds in January, 1995, but funds were restricted pending submission and approval of regional infertility project plans. The Region VI Chlamydia Control Project is governed by the Regional Infertility Prevention Advisory Committee (RIPAC), which is comprised of one Family Planning administrator from each state, one state public health lab director or designee, and one STD director or designee. The RIPAC meets together three times a year and conducts telephone conference calls as needed to explore issues, keep abreast of new information related to chlamydia, develop guidelines and standards, and provide recommendations. The Center for Health Training (TCHT) administers regional aspects of the project in Region VI and provides coordination and support. The CDC provides on-going technical assistance with current information on testing technology, surveillance and advances in treatment.

The Population Reference Bureau invites applications for its Fred H. Bixby Fellowship Program for the year 2005–06. The aim of the Bixby Fellowship program this year is to support a mid-career individual with innovative ideas and the capacity to help shape policy and public debate on the population and health dimensions of environmental issues. The way in which human populations interact with the environment has a direct and critical impact on both human and environmental well-being. PRB helps decisionmakers understand and address population, health and environment interactions through policy analysis, field research, program implementation, training, and communication initiatives. We focus on East Africa, South and Southeast Asia, North and Central America, and developing island states such as Madagascar and the Caribbean. The fellowship will help the successful applicant gain a deeper understanding of how population and health research and data can be used to address environmental problems, while helping PRB bolster the scientific basis for its policy and program interventions. While at PRB, the Fellow will pursue an individual research project as well as work with PRB staff to develop a new project based on PRB's interests and the fellow's areas of expertise.
