RESIDENCIES
The University of Connecticut School of Medicine and its affiliated hospitals provide the educational and clinical resources for an extensive residency training system. The residency and fellowship programs are part of a multi-hospital network. This network includes the clinical education of medical and dental students, clinical research, and comprehensive primary and specialty care. A patient population base of over one million is drawn from central and northern Connecticut. The full spectrum of medical education experiences, from basic sciences to residency and fellowship education is provided and monitored through the University. Fourth year electives are available in all areas to qualified students. We sponsor 47 fully accredited residency and fellowship programs. All programs provide clinical experiences in community hospitals, ambulatory care centers and an academic health sciences center actively involved in clinical and basic science research. APPROPRIATIONS COMMITTEE
RE: GOVERNOR'S BUDGET PROPOSAL Ellen Andrews, Executive Director, CT Health Policy Project Thank you for this opportunity for input on the current state budget status and the Governor's proposals to address the deficit. Specifically, I would like to express grave concerns about both critical state employee layoffs and cuts to vital health services and coverage programs. HUSKY enrollment, far from growing out of control, has seen modest increases over the last two years, as outlined in the attached policy brief. It has acted as designed, a safety net for children and families when the economy declined. As the recession threatens to deepen, freezing enrollments and eliminating eligible populations will fall hardest on those hardest hit by the economic downturn. Recognizing that children's health cannot be separated from their parents', over recent years Connecticut has slowly expanded eligibility for HUSKY parents. This has become a critical support for thousands of Connecticut families, allowing many to leave the welfare roles for work. Since children and their parents do not have separate bank accounts, eliminating this support would harm both parents and their children.

(sound quality may be poor) What will marriage law change as the 21st century unfolds? Panelists explored the possibilities with stories of activism and commitment. The Rev. Keith Kron, director of the UUA Office of Bisexual, Gay, Lesbian, and Transgender Concerns , introduced each of the six speakers. The Rev. Amy Tucker spoke of the work in Vermont by UU ministers and lay people in laying the groundwork for the Vermont Civil Union Law Egale in Canada The Rev. Fred Small, of First Church Unitarian in Littleton, Massachusetts, told of his own stance: he will no longer sign marriage licenses until same-sex marriages are legal in the state. While he was not the first UU minister to take such a stance, he was the first to put out a press release to that effect. He made clear that he continues to perform religious weddings and unions, but will not sign the state-issued license, thus becoming an agent of the state and a participant in injustice. When he announced his decision in church one Sunday, he received a standing ovation. Heterosexual allies of same-sex couples can make an enormous difference with stances such as this one, he concluded.

In EFNEP, Homeless shelters, Head Start, WIC, Foodshare (food distribution agency), Hispanic Health Council, Connecticut Children's Medical Center,schools, and neighborhood centers are collaborated with in order to educate limited resource families with young children on food shopping, nutrition, planning, preparation, storage, etc. The success of the program is measured by the dietary changes of clients, the length of clients' involvement in the program, the amount of referral of clients to other agencies and CES programs, and by individual case study monitoring. Approximately 500 clients have been served in Connecticut through the EFNEP.

Nancy Wyman, State Comptroller This annual report is designed to give you a common sense view of our state's fiscal condition and outlook for the future. It can also help citizens hold government accountable by showing them where their hard earned tax dollars are being spent. By Constitutional authority, the Comptroller is the state's accountant and payroll officer. I also procure and administer the health care plan for all state employees, retirees and their dependents. Therefore, I am constantly looking for ways to make government spending more efficient, and to improve the quality and cost of health care for all residents. Like many of you, I am a member of the so-called "sandwich generation." I know well the pressures many of us experience caring for our children, grandchildren and aging parents - all at the same time. That is why it is so important to me that Connecticut continues to invest in our future. In particular, home care, day care and long-term health care services must be enhanced. I believe these programs not only improve peoples' lives, but can save tax dollars. Government also must continue to explore ways to rein in the soaring costs of prescription drugs. We should find ways to use the state's enormous buying power to drive down the price and increase the accessibility of medications to the consumer.

ABOUT THE DEPARTMENT The Department of Mental Retardation (DMR) is a state agency funded by the State of Connecticut to purchase or provide a wide range of supports and services for citizens of Connecticut with mental retardation. The supports and services DMR administers or purchases include residential services, day programs, employment supports, family supports, case management and clinical services. DMR supports over 16,500 people within a legislatively appropriated budget. Unlike other agencies, its supports and services (with the exception of Birth to Three), are not an entitlement for people with mental retardation and the majority of its services are provided by private non-profit organizations in local communities. The Connecticut Department of Mental Retardation (DMR) is organized into three geographic Regions, one Training School, and administered out of a Central Office located in Hartford. The DMR also administers the Birth to Three System, for children under the age of three.
