Temporary Assistance for Needy Families (TANF)
The Temporary Assistance for Needy Families (TANF) program was signed into law on August 22, 1996. This federal legislation provides block grants to states to fund programs that provide services and benefits to needy families. TANF was designed to give states flexibility to operate programs that serve one of the following purposes.
  • Provides assistance to needy families so that children may be cared for in their own homes or in the homes of relatives Ends the dependence of needy parents on government benefits by promoting job preparation, work and marriage Prevents and reduces the incidence of out-of-wedlock pregnancies and establishes annual numerical goals for preventing and reducing the incidence of these pregnancies Encourages the formation and maintenance of two parent families

Casteen, III President, University of Connecticut 352 Mansfield Road Storrs, CT 06268 Dear President Casteen: You have requested our advice on a question concerning the use of real property in Granby which was received by the University of Connecticut (hereinafter: "the University") in l976 as a gift from Laura and Tudor Holcomb. Specifically, you ask whether use of the property as recommended by a consultant would be consistent with the terms of the deed to the University from the grantors. For the reason set forth below, our advice is that the recommended use is not consistent with the restriction placed by the deed on the use of that portion of the property known as the "family farm." The property in question is about 335 acres. It consists of seven parcels which the deed groups into two categories: l) the Newton farm and 2) the family farm. The Newton farm comprises approximately l47 acres. The deed places no restriction whatsoever on the use to which the University may put this portion of the property. Accordingly, your question is inapplicable to the parcels which constitute what the grantors refer to as the Newton farm. The family farm comprises approximately l88 acres. The deed provides that the family farm "is to be used to further programs of the University of Connecticut College of Agriculture and Natural Resources including protection of wildlife, the improvement of farming operations, arboretum purposes, development of crops, research involving animals and birds, and the like." The gift is for educational purposes and, therefore, is a charitable gift.

Rating of Review Team Regarding Substantial Conformity Rating Not in Substantial Conformity Substantial Conformity 3 X D STATUS OF SERVICE ARRAY Connecticut is in substantial conformity with the factor of Service Array. Findings relevant to the specific items assessed for this factor are presented below. Item 35. The State has in place an array of services that assess the strengths and needs of children and families and determine other service needs, address the needs of families in addition to individual children in order to create a safe home environment, enable children to remain safely with their parents when reasonable, and help children in foster and adoptive placements achieve permanency. Item 35 is rated as a Strength because the State has in place an array of services to meet the needs of children and families. According to the Statewide Assessment, Connecticut has a broad and rich array of services that have evolved from an annual needs assessment, program evaluation, and service development process known as the PARA Plan (Program Assessment and Resource Allocation Plan). A major feature of the Juan F. Consent Decree, the PARA Plan involves the participation of DCF staff, consumers, providers, and the Court Monitor and Juan F Consent Decree Next Friends. The Plan is designed to ensure equal, relevant and accessible services to all consumers statewide. The development of new programs and the continuation or expansion of existing services is based on caseload calculations and utilization review. Services fall into four major categories: Support Services for Families, Outpatient Services, Out of Home Placement (Family Model), and Out of Home Placements (Congregate Models). Unique service needs that do not fall into these categories can be met through flexible funding.

Rolling admissions MASTER OF FAMILY THERAPY DEGREE The Marriage and Family Therapy Training Program at Southern Connecticut State University is accredited by the Commission on Accreditation for Marriage and Family Therapy Education of the American Association for Marriage and Family Therapy. This training program meets the educational requirements necessary to proceed toward appropriate licensing by the State of Connecticut. The program offers a comprehensive training experience directed toward meeting theoretical and clinical standards expected of prospective licensed marriage and family therapists. Students are admitted to the program from various undergraduate academic backgrounds. Applicants are expected to enter the program with a background in general psychological studies of at least nine credits. While deficits in these areas may be met on the graduate level they will add to the minimum 69 credit requirements of the basic program. In addition, preference will be given to those prospective students who offer a rich background in life and work experiences.
