Welcome to Stamford ! Welcome to Stamford, a coastal community along Connecticut's shoreline. Stamford is a city of approximately 117,000 citizens, consisting of 37.3 square miles. The first Connecticut judicial proceedings were probably held on April 26, 1636 at "A Corte holden in Newton" (Hartford) under the commission granted to eight leaders by the General Court of Massachusetts Bay.
In 1638, the General Court established the Particular Court (often called the "Quartet Court" because it was required to meet every three months). While the General Court, later called the General Assembly, controlled the administration of justice, the Particular Court was the principal judicial body until the union of the New Haven and Connecticut colonies and the granting of the Charter from Charles II in 1662.
In 1665, with the new Charter, the Particular Court was abolished and two new levels of courts were established: the Court of Assistants in 1665, and the county courts one year later. Separate probate courts were established in 1698 to handle such matters as wills and estates.
The Court of Assistants was abolished in 1711. Its powers of original and appellate jurisdiction were assumed by the newly created Superior Court, the forerunner of the sole trial court of general jurisdiction which exists in Connecticut today.

Section 10a-22x-1. Authority
The following regulations are promulgated under the authority established by Section 10a-22x of the general statutes.
Section 10a-22x-2. Definitions
(a) "Commissioner" means the commissioner of higher education. (b) "Deduction," for the purpose of determining a school’s net income for calculating payment to the account, means the exclusion of amounts paid to a school by or on behalf of a student from the total amount received by a school for such student or on behalf of such student. Such "deduction" includes, but is not limited to: (1) Amounts paid for expendable materials or equipment which becomes the property of the student. (2) Amounts paid for services other than instructional services, such as nonrefundable application and registration fees which are not applied to tuition. (3) Money refunded by a school to students who do not complete their instruction or training as provided by Section 10a-22x of the General Statutes. Specific amounts, in addition to the above, to be excluded must be identified by the school and must receive advanced approval from the commissioner or his designee. (c) "Direct Expenses" means all necessary expenditures incurred by the state treasurer and state comptroller for keeping records for the account, all necessary expenditures for brokerage commissions and other investment expenses for maintenance of said account, and direct expenses of the commissioner for the determination of insolvency and processing of applications for payments from said account and state department of higher education direct expenses which are in excess of its normal expenditure for accounting, auditing and clerical services required to administer and monitor the account.

Hartford, CT 06106 Dear Commissioner Dunbar: You have asked for an opinion interpreting Conn. Gen. Stat. § 17a-101i(a) regarding the Department's obligation to notify and provide records to an employing superintendent of schools when it has substantiated abuse of a child by certain school employees. Specifically, you are requesting a determination as to whether the applicable notification requirements apply to abuse of any child or only to abuse of a child who is a student in the employing school or school system. Conn. Gen. Stat. § 17a-101i(a) states in relevant part: "Notwithstanding any provision of the general statutes to the contrary, after an investigation has been completed and the Commissioner of Children and Families, based upon the results of the investigation, has reasonable cause to believe that a child has been abused by a school employee who holds a certificate, permit or authorization issued by the State Board of Education, the Commissioner shall notify the employing superintendent of such finding and shall provide records, whether or not created by the department, concerning such investigation to the superintendent who shall suspend such school employee. Such suspension shall be with pay and shall not result in the diminution or termination of benefits to such employee….The suspension of a school employee employed in a position requiring a certificate shall remain in effect until the board of education acts pursuant to the provisions of section 10-151…."
