Other Links The Energy Management and Policy Development Unit is part of the Strategic Management Division of the Office of Policy and Management . The Unit administers two grant programs (i.e., the New Energy Technology Program and Rebuild America Program ), provides oversight and energy management services to State agencies, and provides analytical support regarding energy market activities and issues. Energy Management Services The Energy Unit has a number of responsibilities regarding energy management in State owned and leased buildings. The goal of energy management is to increase energy efficiency and reduce costs. In addition, State facilities are also sometimes used as "testing grounds" for new technologies in using energy. The Energy Unit monitors on a monthly basis the energy used and the costs paid by State agencies. The Energy Unit also oversees development and implementation of energy performance standards and determines appropriate thresholds for energy use. The Energy Unit also has responsibilities with regard to the purchasing of energy resources for State facilities. Working with the Department of Administrative Services, the Energy Unit oversees a statewide purchasing pool for natural gas supply. In addition, the Energy Unit is responsible for operating a similar purchasing pool for the electricity needs of State agencies.

Fleet Services Exam Applications Human Resources Driving Directions GENERAL APPLICATION and EXAMINATION INFORMATION EXAMINATIONS: Most jobs in Connecticut State Service require an examination to measure your qualifications. Depending on the type of job, the examination may be written multiple choice or essay, experience and training, oral, practical, or some combination of these or other types of tests. Written Examinations: These consist of multiple choice and/or essay questions which cover the knowledge, skills and abilities required for the job. These examinations are usually administered in Hartford on Saturdays. The exact date of the examination is indicated on the examination announcement. You will be notified by mail of your scheduled test time and location approximately two weeks prior to the test date. All candidates are expected to attend the examination on the day they are scheduled. Experience and Training Examinations: These examinations require applicants to provide information about their work experience and educational training as it relates to the job they are seeking. In most cases, the examination announcement contains the instructions for applicants to follow when completing the examination. In these cases, the examination information must be submitted along with the completed application form. In other cases, applicants are sent a questionnaire to complete about their background and qualifications. The questionnaire is mailed to those applicants who are determined to meet the minimum experience and training requirements for admittance into the examination. Applicants are generally given two weeks to complete the questionnaire and return it by mail. In a small number of cases, the examination involves a review of only the information provided on the application form.

Shears Secretary Teachers' Retirement Board 165 Capitol Avenue Hartford, CT 06106 Dear Secretary Shears: This is in response to your request for advice dated September 13, 1990, in which you request the opinion of this office as to the meaning of the phrase "last employing board of education" as it is used in Conn. Gen. Stat. e 10-183t as amended by 1989 Conn. Pub. Acts No. 89-342 (hereinafter P.A. 89-342). In addition, you request our opinion on whether the Teachers' Retirement Board may make subsidy payments for health insurance pursuant to Sec. 4(c) of P.A. 89-342 to a board of education other than the "last employing board of education." P.A. 89-342 provides in Section 4 that the Teachers' Retirement Board provide a subsidy to local boards of education for health insurance provided to retired teachers by those boards. Your specific questions involve a teacher who retired from the Barkhamstead Board of Education in 1982 and subsequently was employed on a temporary basis by the Groton Board of Education. The teacher is presently enrolled in the health insurance plan provided by the Groton board and wishes to have the subsidy provided under P.A. 89-342 paid to the Groton board. For the reasons set forth below, the answer to your first question is that the phrase "last employing board of education" means the last board of education in time (

CEA joins No Child Left Behind opposition
By Regina Forker Published: Tuesday, April 26, 2005 The Connecticut Education Association (CEA) joined the National Education Association (NEA) and various school districts across the country to bring a lawsuit against President Bush's No Child Left Behind Act (NCLB) on April 20.
According to CNN.com, the other plaintiffs in the case are nine school districts in Michigan, Texas and Vermont, plus 10 NEA chapters in those three states as well as Connecticut, Illinois, Indiana, New Hampshire, Ohio, Pennsylvania and Utah.
According to the Associated Press, a recent analysis by Connecticut education officials found the state will have to spend $41.6 million in state money for staff, program and development costs to meet the law's mandates through 2008. Hundreds of millions more in costs are expected to be picked up by local districts.
The tenets of the law state the costs related to new programs required by the act will be provided to the states by the federal government.
