Interstate Consortium on School Leadership Improving District and School Leadership District and school leadership are critical for school improvement. The No Child Left Behind (NCLB) Act of 2001 has significantly increased pressure on states and local administrators to improve schools and increase student achievement, especially in low-performing schools. State policies governing administrator standards, licensing, and professional development are key components of coherent state policy systems designed to improve teaching and learning. Many states are developing systemic, standards-based policies to improve leadership, but most face major challenges in recruiting, training and retaining administrators who can meet higher standards and new expectations.
