Hurricane Katrina May Affect NCLB Law
Education Secretary Margaret Spellings convened a task force of 11 national education organizations on Wednesday to discuss how best to help students displaced by Hurricane Katrina. An estimated 200,000 students have been relocated to parts of Louisiana, Mississippi, and Alabama not impacted by the hurricane and 16 other states throughout the country. National PTA was represented at the meeting by CEO Warlene Gary and Deputy Executive Director Kimberly Barnes-O’Connor. Spellings indicated that the Department of Education will work with states and districts to transfer funds from affected districts that may not be able to use previously allocated federal education money to districts within those states or in other states that are serving displaced students. The department will also work to identify whether undesignated federal funds can be made available to the affected areas.

I. Introduction The financial autonomy of charter schools depends on each state's charter school legislation. In states that regard charter schools as schools within a district (also known as local educational agencies [LEAs]), the charter schools' fiscal responsibilities are similar to those of the other schools in the district. In states that treat charter schools as independent school districts/LEAs, charter schools have the same fiscal responsibility and autonomy as other independent districts/LEAs. Although all charter schools, regardless of status, must develop sound financial management practices, it is especially important that charter schools established as independent LEAs be able to address a full range of fiscal management issues. Since proper accounting for the use of local, state, and federal funds is a critical element in operating and maintaining continued support for a charter school, the budget plans that charter schools develop must ensure that public funds are used properly, reflect the charter school's purpose and philosophy, and stand up to a financial audit.

The Connecticut State and Federal Property Distribution Program Introduction
The Department of Administrative Services provides state agencies, municipalities and non-profit organizations with surplus governmental property. This offers an excellent opportunity to acquire a wide range of merchandise at minimum cost to taxpayers. There are two independently administered programs: State Property Distribution and Federal Property Distribution . Each operates under a separate set of requirements. The State Property Distribution Program (860) 571-7445
The State Property Distribution Program is the legally authorized agent for the disposition of all state surplus material, including but not limited to office furniture, vehicles, supplies, business machines and equipment. It provides state agencies and municipalities with the option of acquiring used items of good quality. It also holds auctions for the sale of property and vehicles to the general public. Donations of state property to approved non-profit organizations are also administered. Vehicles
Vehicles are turned in to the Property Distribution Center's storage facility for sale to other CT state agencies, CT municipalities, or for sale to the public at public auction. Prices for vehicles for state agencies and municipalities are based on book value and current auction results.

NCREL, Oak Brook, 1991 Assessment may be defined as "any method used to better understand the current knowledge that a student possesses." This implies that assessment can be as simple as a teacher's subjective judgment based on a single observation of student performance, or as complex as a five-hour standardized test. The idea of current knowledge implies that what a student knows is always changing and that we can make judgments about student achievement through comparisons over a period of time. Assessment may affect decisions about grades, advancement, placement, instructional needs, and curriculum.

NCREL, Oak Brook, 1992 Poverty, unemployment, inadequate housing, poor health care and nutrition, substance abuse, inadequate education and training, teen pregnancy, and violence are challenges hundreds of thousands of our youngsters and their families face every day. It is no wonder that children bring more than educational needs into the classroom, that women bring more than employment needs into the welfare office, that teens bring more than health concerns into the health clinic, and that families with infants and toddlers bring more than a need for parenting skills into a family support center. It is an examination of these realities-by administrators, policymakers, teachers, and other frontline practitioners-that has resulted in a new wave of state and local initiatives to provide more comprehensive and integrated services to children and families. These initiatives are based upon the recognition that, from the perspective of children and families, the current system of services is too often fragmented and difficult to access. Families find our systems are contradictory, restricting, and disempowering. In short, they simply fail to meet the real needs of children and families. This section illustrates the nature and magnitude of the problem and presents a vision of its solution through interagency collaboration. This story is told through the following areas:

Connecticut Education Laws
The State of Connecticut views homeschoolers as being covered by the Connecticut General Statutes, Section 10-184 and Section 10-220 . In addition, P.A. 94-245 , An Act Concerning Revisions to the Education Statutes, was passed in 1994. The revisions, which concern special education and affect homeschoolers, took effect on July 1, 1994. Several years ago, the State Board of Education issued guidelines for homeschoolers and local school districts to follow. While these guidelines do not carry the force of law, they are viewed by the state as reasonable and the state expects homeschoolers to follow them. If a homeschooler could not in good conscience follow the guidelines because of their religious convictions, or if the state changed the guidelines, P.A. 93-252 could be used by the homeschooler as a defense. The courts would then have to decide whether the guidelines are the "least restrictive means" of ensuring compliance with Section 10-184

If you are a manufacturer of a mercury-added product that is sold or distributed in the states of Connecticut and Rhode Island new requirements mandate that you establish a collection and recycling system when the product is ready to be discarded. This guidance document is designed to assist you with compliance with these state laws. The participating states are coordinating these mercury reduction initiatives through the Interstate Mercury Education and Reduction Clearinghouse (IMERC) to:
  • promote consistency among the states in implementing phase-out and collection system requirements; and provide a single point of contact for manufacturers
IMERC was established by state environmental officials from Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont to help them implement laws and programs aimed at reducing mercury in consumer products, the waste stream, and the environment.
