Dear Friend: In the wake of Senator Sarbanes' decision not to seek re-election, many people have encouraged me to run for the United States Senate and I have been actively exploring that possibility. I have spent much time traveling to different parts of our great state and talking with people about the many challenges facing our nation. It has been a whirlwind journey and I am very grateful for the warm and enthusiastic response I have received. I am also very thankful to my many longtime supporters who shared their thoughts on whether I should run for the U.S. Senate. Many said "go for it"; others said it was "too risky." But I was especially touched by the fact that, for all the different advice I received, everyone expressed a willingness to support whatever decision I made. I also want to offer special thanks to all those who contributed to my campaign during this critical period in support of whatever decision I made. As a result of your help, I was able to stay at least even with the declared candidates in this race and make a decision from a position of strength. Your support was absolutely essential at this important juncture. I also want to express my appreciation to the many elected officials and community leaders throughout the state who pledged to support my candidacy if I entered the race. I appreciate their willingness to wait for my decision despite being approached by other candidates.

    DALLAS, Texas (CNN) President Bush's spokesman signaled some optimism Monday, boldly predicting Republicans will not lose seats in Congress on Election Day, a departure from what traditionally happens to the president's party in the off-year elections. "I think the president is heartened by the fact that he appears likely to have broken the historical trend against incumbents in their first terms," Ari Fleischer, White House press secretary, told reporters aboard Air Force One en route to Missouri, the president's second stop in his final daylong campaign effort. "This is a very serious, significant development," Fleischer said. "All signs give a lot of reason to be optimistic that the trend can be broken."

    Members of Congress gathered on the steps of the Capitol to show the nation their unity and sang "God Bless America" WASHINGTON (CNN) Members of Congress promised to "stand together" and vowed revenge in the aftermath of terror attacks Tuesday that killed hundreds, perhaps thousands, in Washington and New York. Tuesday evening, lawmakers gathered on the steps of the Capitol for a symbolic display of unity and an apparently spontaneous chorus of "God Bless America." "Senators and House members, Democrats and Republicans will stand shoulder-to-shoulder to fight this evil that has perpetrated on this nation," said House Speaker Dennis Hastert, R-Illinois. "We will stand together to make sure that those who have brought forth this evil deed will pay the price." Senate Majority Leader Tom Daschle, D-South Dakota, assailed the "despicable acts" and declared that Congress would convene Wednesday. CNN.COM SPECIAL REPORT

    (CNN) Should Homeland Security Director Tom Ridge be forced to testify before Congress to explain the Bush administration's $38 billion homeland security funding request for next year?
