Recognition by the Powers The international position held by the Independent State results directly from the friendly recognition of the powers accorded by treaty to the International Association, from which sprang the Independent State. Following, in chronological order, are the names of the contracting Powers and the dates of the treaties: United States of America (22 April, 1884); German Empire (8 Nov., 1884); Austria-Hungary (24 Dec., 1884); The Netherlands (27 Dec., 1884); Spain (7 Jan., 1885); France and Russia (5 Feb., 1885); Sweden and Norway (10 Feb., 1885); Portugal (14 Feb., 1885); Belgium and Denmark (28 Feb., 1885); Turkey (25 Jun., 1885); Switzerland, (19 Nov., 1885); Republic of Liberia (15 Dec., 1885); Japan (9 July., 1900). Neutrality of the Congo By the General Act of Berlin (ch. iii) the Powers has agreed to respect a political neutrality in the Congo Basin. They allowed all Powers having possessions there to put their territories under the power of this neutrality. Availing itself of this privilege, the Independent State, 1 Aug., 1885, declared its perpetual neutrality. This declaration was afterwards repeated, 19 Dec., 1894, on the occasion of certain changes of frontier. Obligations Imposed by the Act of Berlin In declaring its adhesion to the Act of Berlin (24 Feb., 1885), the Independent State contracted certain commercial, political, and other obligations which we shall briefly describe.

RELATED STORIES, SITES KINSHASA, Congo (CNN) Zimbabwe's President Robert Mugabe said Monday his nation was ready to help Angola put down renewed attacks by UNITA rebels that left a 1994 peace accord in tatters. "We are going to give material support to Angola to put an end to this war," Mugabe told reporters at the close of a five-hour meeting with Angolan President Jose Eduardo dos Santos, Congolese President Laurent Kabila and Namibian President Sam Nujoma. Zimbabwe, Angola and Namibia are already supplying troops and materiel to Congo to help Kabila put down a seven-month rebellion that has occupied at least one-third of the country. The meeting was held to discuss future cooperation in Congo. Mugabe did not elaborate on what kind of support Zimbabwe would give to Angola.

Web posted at: 5:36 a.m. EST (1036 GMT) KIGALI, Rwanda Rebel leaders in the Democratic Republic of the Congo renounced their peace agreement with the government of President Laurent Kabila on Sunday after attacks on their positions by Kabila's troops. "The Lusaka cease-fire no longer applies. It is null and void," Congolese Liberation Movement leader Jean-Pierre Bemba told Reuters on Sunday. Bemba said 300 government troops had attacked his troops' positions at Dongo, on the border of the Central African Republic, on Friday. They were beaten back, and the rebels, known as the MLC, were engaged in hot pursuit. "The Kinshasa authorities have effectively renounced the Lusaka accord. The MLC has decided to react to any attack and reserves the right to pursue the struggle for the total liberation of the Congo," Bemba said.

CYANGUGU, Rwanda A rebel leader in Congo said on Tuesday at least 24 government soldiers had been killed in a fresh wave of fighting in the north of the country. Jean-Pierre Bemba, who heads the Congolese Liberation Movement (MLC), told Reuters by satellite phone that government troops had shelled rebel positions in Djombo and Lusengo, two small towns about 850 km (530 miles) northeast of the Congolese capital Kinshasa, on Monday. "Yesterday in Djombo they shelled our positions while our soldiers were on the defensive," Bemba said from a base in northern Congo. "We replied, we shelled them, made an ambush and killed 21 soldiers." Bemba said government troops based in Makanza, around 90 km (60 miles) northeast of Djombo, launched a separate attack with heavy artillery on Lusengo, a small town along the Congo river. Three government troops were killed and one rebel soldier was wounded in the clash, he said.

The Democratic Republic of the Congo (formerly Zaire ) is a nation in central Africa and the third largest country on the continent. It borders the Central African Republic and Sudan on the north, Uganda Rwanda Burundi , and Tanzania on the east, Zambia and Angola on the south, and the Republic of the Congo on the west. The country enjoys access to the sea through a narrow forty kilometre stretch, following the Congo river into the Gulf of Guinea . The name Congo (meaning "hunter") is coined after the Bakongo tribe, living in the Congo river basin. Formerly, the Belgian colony of the Belgian Congo , the country's post-independence name was changed in , from Congo- Kinshasa (after its capital, to distinguish it from the Republic of Congo, or Congo- Brazzaville ) to Zaire , until . History
Main article: History of the Republic of the Congo First settled by Mbuti, Congo was later settled by Bantu groups that also occupied parts of present-day Angola, Gabon, and Democratic Republic of the Congo, forming the basis for ethnic affinities and rivalries among those states. Several Bantu kingdoms notably those of the Kongo, the Loango, and the Teke built trade links leading into the Congo River basin. The first European contacts came in the late 15th century, and commercial relationships were quickly established with the kingdomstrading for slaves captured in the interior. The coastal area was a major source for the transatlantic slave trade, and when that commerce ended in the early 19th century, the power of the Bantu kingdoms eroded.

LUPIA, Zambia (Reuters) Rwandan-backed Congolese rebels are advancing on two key Democratic Republic of Congo government supply lines in a bid to take control of the frontier with Zambia, rebel and intelligence sources said on Sunday.
