Background Electricity consumption in Congo is low, as the country has a large rural population for whom the primary source of fuel is wood. Electricity transmission links are poor in many parts of the country, and these, coupled with the effects of the civil war of recent years, has contributed to a disrupted power supply service. Electricity consumption has been estimated at 588 million kWh, while generation is around 500 kWh. Congo is thus a net importer of power, with one-quarter of its power purchased from SNEL in the Democratic Republic of Congo via a 220 kV interconnection.

IRINNEWS.ORG BRAZZAVILLE, 17 Nov 2003 (IRIN) - The health ministry of the Republic of Congo (ROC), together with the World Health Organisation (WHO), on 14 November confirmed that a new outbreak of acute haemorrhagic fever syndrome in the northwestern department of Cuvette Ouest was, in fact, the Ebola virus.
On 7 November, WHO had reported that a total of 12 suspected cases of acute haemorrhagic fever syndrome including nine deaths had been reported in Mbomo District in Cuvette Ouest.
"Findings of blood-sample analyses were officially communicated to us on Friday [14 November] by the World Health Organisation," ROC Health Minister Dr Alain Moka told IRIN on 15 November.
The blood samples were tested by the Institut de Recherches pour le Developpement at the Centre International des Recherches Medicales de Franceville, in neighbouring Gabon.

      < BACK TO HISTORY CONTENTS Maintaining stability in the provinces would have been difficult enough with the help of a reliable security apparatus; the mutiny of the Force Publique rendered the Lumumba government utterly impotent (see The Congolese National Army , ch. 5). The first acts of indiscipline were recorded in the capital on July 4; as other units were called in from Thysville (now Mbanza-Ngungu) to attend to the situation, they turned against their European officers. On July 5, bands of mutineers could be seen roaming through the streets of the capital, causing panic among both Africans and Europeans. This extraordinary situation was, in large part, caused by Force Publique commander Lieutenant General Janssens, who had persistently refused to Africanize the officer corps, and who, on the very day that the mutiny broke out flatly declared that the Force Publique would continue as before. But with the mutiny in full swing, urgent and sweeping changes were needed to restore a measure of order. On July 6, Lumumba dismissed General Janssens, and the following day the entire officer corps was Africanized, with only a small number of European officers retained as advisers. Shortly thereafter, the decision was made to promote all enlisted men to the next higher rank, thereby eliminating all privates from the army. On July 9 Lumumba promoted Victor Lundula to major general and commander in chief of the renamed Congolese National Army (Armée Nationale CongolaiseANC), with Joseph-Désiré Mobutu (later Mobutu Sese Seko) as chief of staff.

    The Democratic Republic of the Congo [formerly Zaire] is currently divided into territories controlled by the Government and several rebel factions. On January 16, 2001 Congolese President Laurent Desire Kabila, whose Alliance of Democratic Forces for the Liberation of Congo-Zaire (AFDL) overthrew the authoritarian regime of Mobutu Sese Seko by armed force in 1997, was assassinated by one of his guards. On January 26, the Government installed his son Joseph Kabila as president. Joseph Kabila ruled by decree, and the Government continued to operate without a constitution.     The DR Congo civil judiciary, including lower courts, appellate courts, the Supreme Court, and the Court of State Security, is largely dysfunctional; military tribunals organized since August 1997 have tried nearly all recent cases and have sentenced civilians as well as military personnel to death after summary trials. Civil and criminal codes are based on Belgian and customary law. The legal code provides for the right to a speedy public trial, the presumption of innocence, and legal counsel at all stages of proceedings; however, the Government did not respect these rights in practice. Defendants have the right to appeal in all cases except those involving national security, armed robbery, and smuggling, all of which are adjudicated in theory by the Court of State Security, and except those cases adjudicated by the special military tribunals, whose jurisdiction is ill defined. The law provides for court-appointed counsel at state expense in capital cases, in all proceedings before the Supreme Court, and in other cases when requested by the court. In practice the Government did not respect fully these provisions.

    STELLA MAPENZAUSWA HARARE - Zimbabwe's defence minister said on Wednesday Congo President Laurent Kabila had been assassinated but Zimbabwean forces would continue to support the Congolese government against rebels. Confusion persisted, however, as Congolese state radio said reports of Kabila's death after a shooting on Tuesday were untrue. Congo's information minister said Kabila had been flown abroad for medical treatment and the president's son Joseph would take charge of the government. "President Kabila has died. It was a pure assassination," Zimbabwean Defence Minister Moven Mahachi, whose country has been the Congo government's major ally during nearly four years of civil war, told the state news agency Ziana. Ziana quoted other senior government sources as saying Kabila died early on Wednesday on a plane carrying him to Zimbabwe for emergency medical treatment. Ziana said Kabila was shot five times by an aide, who was subsequently killed by other aides in the room.

    Congo government shuns new round of peace talks
    By Mark Dummett KINSHASA, May 27 (Reuters) - The Congolese government said on Monday it would not attend a peace summit in Zambia this week, dismissing the latest efforts to end a regional war on its territory as "a waste of time". Zambian President Levy Mwanawasa, the current Organisation of African Unity (OAU) chairman whose country has hosted a series of Congo peace meetings, called Thursday's summit after marathon talks in South Africa failed to win agreement of all sides. The Kinshasa government reached a power-sharing deal with Ugandan-backed rebels as those talks ended last month, but rival rebels supported by Rwanda rejected the agreement saying it did not include all the parties involved in the war. "We are not going, we don't see the opportunity in going," government spokesman Kikaya Bin Karubi told Reuters in Kinshasa. "It's a waste of time there is no urgency in holding a summit in Lusaka today," he added. Preparations for the summit were being finalised as details emerged of more bloodshed in the eastern town of Kisangani after a reported mutiny within the ranks of Rwandan-backed rebels.

The IAEA, which is the UN's nuclear watchdog, is worried about the distribution of the uranium from the mine.     BRAZZAVILLE, REPUBLIC OF THE CONGO, May 14, 2002 – ChevronTexaco Global Energy Inc., a subsidiary of ChevronTexaco, today announced it has signed an agreement with the Republic of the Congo government to invest over $7 million in fuel logistics and distribution operations to enter the Congo downstream market.
    The agreement was signed in the capital Brazzaville today by the Republic of the Congo's President of the Privatisation Committee, Gerard Bitsindou, and on behalf of ChevronTexaco by Jules Harvey, general manager of West and Central Africa Products. Under the agreement ChevronTexaco will become an equal 25 percent stakeholder in SCLOG (Societé de Logistique), a fuel logistics joint venture.
