Few are information literate . - Peter Drucker, Management expert Today's students are flooded with information options. They are dazzled by a spectrum of communication choices. Computers are their turf: it seems those little hands have always been attached to keyboards. They pound away with confidence, but often this confidence does not extend to the process that must accompany the pounding. Can they distinguish treasure from trash? Can they make sense of the information they retrieve? Can they communicate their conclusions? Student Internet explorations often are premature; their expectations of instant gratification unreasonable. In fact, they may grossly underestimate the research process, often forgetting the human side of the information picture: the planning, the processing, the thinking, the skills that we label information literacy . And computer literacy is not information literacy. "We are putting a great investment into technology, thinking it will solve problems," says Patricia Breivik, dean of libraries at Wayne State University in Detroit and chair of the National Forum on Information Literacy "But technology has never solved our educational or social problems. What educators and parents need to understand is that we have to empower our young people to make use of that information. A lot is available through technology and a lot is not. How do we position our children to know how to ask the questions they need to ask? How do we ensure they are information-literate?"

It provides low-cost, hands-on computer training to underserved, underskilled, and underemployed residents of the metropolitan Washington, DC area. Its goal is to help close the "Digital Divide" : the gap that exists between those who have access to computers and computer training, and those who do not. Byte Back is aided in its mission by professionals in the community who volunteer their time and energy to Byte Back. It also relies on the generosity of individuals, companies, and organizations for donations of computers and equipment. Byte Back offers three computer training programs to the public: Community Classes Fast Track , and Internship . Community Classes are six weeks long, and meet once a week. Fast Track is a more intensive, eight week class that introduces students to Windows, Word and Excel. The Internship is a year-

KCW operates on a partnership model: we seek out organizations that serve at-risk children but lack technology training programs. We collaborate with our partners to provide them with a technology component, designing programs for their kids. Partners bring the kids to KCW's lab at 1325 W. The International Computer Driving License Provides Standards That Let Individuals Participate in a Global Digital Society. Today's business teachers are also today's technology instructors. As such, business teachers are always searching for ways to both increase the technology skills of their students and the marketability of those skills. In Europe, job seekers can prove their mastery of many basic computer skills by showing employers their "computer driving license." Although new to the United States, the European Computer Driving License has created a recognizable computer literacy standard for employers and job seekers throughout Europe. The ECDL/ICDL is endorsed by government agencies, educational institutions and industry, as well as international, scientific and compu-ting societies around the world. As a result of its success in Europe, the ICDL is now available in the United States. The ECDL/ICDL has nearly 2 million registered participants and more than 1 million participants already certified. What Is Computer Literacy?

Certiport Inc. has released a vendor-independent certification program called the Internet and Computing Core Certification program, also known as IC3. The certification program was developed in response to a certification gap identified through extensive statewide academic programs administered by Certiport. The exams integrate performance- and knowledge-based modules. The certification program is comprised of three sections: computing fundamentals, key applications and living online. Students and educators earn certificates once knowledge and skills in specific key areas have been demonstrated through the successful completion of the three exams. The IC3 certification is easily portable and can be used globally as a benchmark for required knowledge and skills. The program is available in English at authorized testing centers throughout North America, with plans for additional language availability in 2002. In addition, the Future Business Leaders of America-Phi Beta Lambda recently partnered with Certiport to create a national initiative to certify more than 13,000 administrators and teachers in computing and Internet literacy, as well as software proficiency. This joint initiative will promote FBLA administrator and teacher testing for IC3 and Microsoft Office User Specialist, industry leading computer certifications for literacy and proficiency, respectively.

The Computer Literacy project investigates alternative methods for teaching computer literacy. The scope of the project includes the creation of well documented, accessible mini-applications in LCSI Microworlds, the mapping of abstract problems and programs into concrete vivid animated presentations utilizing software visualization concepts, the investigation of multimedia computer based learning environments, and the development of a curriculum, materials and a teachers guide for a university, high school or adult education computer literacy course. The project groups' research has led to the development and implementation of a first year university level computer literacy course (SCI199Y) which bridges the worlds of computer science concepts, programming, applications and implications. The course facilitates students' understanding of fundemental software concepts by allowing them to create simple programs that process text, draw pictures, produce sounds, and interact with their users in novel and imaginative ways. The course has been designed so as to foster student collaboration, through culture, tasks and technology, rather than competition. The Computer Literacy Project group is continuing to augment and enhance the course materials and curriculum at the present time.

We are a non-profit 501(c)(3) organization, located in San Bernardino, California. The primary population we serve are at-risk youth and low-income families. The sad truth is that 75% of our city's youth cannot afford computers at home. We want to counter that disparity by bridging the digital divide in our community. We provide a safe haven for our youth at our center. Here at PTLC, we're more than just a building full of computers. We offer many courses to our community, such as:

Although the need for teachers who are computer literate is recognized, the best methods of producing such teachers and the definition of computer literacy are still controversial. Major issues focus on programming, competencies, and differing teacher needs. THE PROGRAMMING ISSUE The term "literacy" evokes the concept of reading and writing, and some writers equate computer programming with literacy. Other writers see reading and writing programs as only one part of the concept. The Association of Computing Machinery (ACM), in defining the scope and substance of teacher training needed to integrate computing into schools, takes the latter position. ACM's set of competencies, developed in 1980, includes the ability to: Read and write simple computer programs Use educational computer programs and documentation Use computer hardware terminology Recognize the limits of solving educational problems using the computer Locate information on computing in education Discuss the historical development of computer technology for education Discuss the moral and human impact issues relating to societal and educational use of computers (Taylor and others 1980).

Computer Literacy for Community College Students. ERIC Digest.
Computer technology permeates most aspects of our lives. The ability to use computer technology and to evaluate electronic information has become a basic skill for community college students in both academic and occupational programs. This Digest expands the definition of computer literacy to include information literacy, delineates issues surrounding student access to new technologies, describes courses that include instruction in computer-related skills, summarizes efforts at including computer literacy among general education requirements, and addresses the faculty role in computer-skills.
DEFINITION
Access to technology improves access to educational opportunities. The members of Maryland Community College Technology Council (Clagett, 1998) believe that technology can benefit students by improving access for a wider audience by "removing time and location barriers, diminishing dependence on the physical campus, providing just-in-time learning and student services" (p. 4). Lever-Duffy (1993) identifies students' lack of basic computer skills as a barrier to the successful integration of computer-assisted instruction. Corl (1996) found that 91% of the pre-service teaching programs at senior institutions require courses in technology. She believes those community college students who hope to transfer to these programs must become proficient in computer skills before transferring. Furthermore, Sherry and Sherry (1996) found that students' perceptions of their computer skills, especially in the use of spreadsheets, was positively related to their persistence in college.

In addition, a certain level of computer competency is necessary for success both at Volunteer State and beyond. Because of this, all degree-seeking students at Volunteer State must demonstrate the required level of computer competency before completing 15 earned hours at Volunteer State.
