Introducing Ethics into the
Computer World
A The campaign and its principal sponsor, the Computer Ethics Institute (CEI), a nonprofit research, education and policy study organization in Washington, D.C., are pressing to move computer ethics out of the realm of philosophical debate and into implementation in the world of computers and their users. They stress that in the real world, well-defined standards of behavior have been established for centuries, while some have exploited the fact that the world of computers is ethically uncharted. Now, according to CEI and NCERC, it is time to bring that scenario to a close. NCERC participants feel that a key part of the answer to problems in the field of computer ethics lies in education. Nick Routledge, co-chairman of NCERC, told Freedom NCERC is pushing for computer ethics becoming part of standard school cirriculum. NCERC has been joined by numerous noted computer organizations and business corporations, such as Compuserve, the National Computer Security Association, Business Software Alliance and Computer Professionals for Social Responsibility. For more information on NCERC, log on to the computer ethics forum on Compuserve, GO CIS:ETHICS, or write to CEI at 11 Dupont Circle, NW, Suite 900, Washington, D.C. 20036-1271, phone: (301) 469-0615, e-mail:

The recent security breach that exposed an individual's application status at top business schools raises moral and ethical questions about cyberspace. Where do morality and ethics end, and criminality begin? What is the appropriate "punishment" for the crime of curiosity coupled with the act of snooping? These questions have been raised once again in the case of a number of applicants to the nation's most prestigious business schools who went beyond the normal processes to sneak a peek at the status of their applications. The question is, how should the law and society deal with these individuals, and how do we build a society in cyberspace that is not only legally compliant but moral and ethical? Indeed, the larger question is, have we yet established a sufficiently coherent set of rules of right and wrong in cyberspace to pass moral (as apposed to legal) judgment on others? Passing moral judgment Different business and management schools took a differing approach to dealing with the curious applicants. The Harvard business school (which had the vast majority of the cases call it Crimson ingenuity?) decided to immediately deny admission to all of the 119 applicants who attempted to go to the ApplyYourself website. In a letter to applicants, HBS Director of Admissions noted that, "

Computer Learning Foundation
Emphasizes Responsible Use of Technology
by Sally Bowman Alden, Executive Director
Computer Learning Foundation

Background
In April 1990, a concerned group of individuals representing industry, education, law enforcement and government, including the Computer Learning Foundation, were invited by the National Institute of Justice, in cooperation with the Department of Education, to participate in a two-day meeting in Washington, D.C. The purpose of this meeting was to discuss ethical issues surrounding technology and to develop a plan for addressing the problems identified. As a result of this conference, the Computer Learning Foundation, in conjunction with the Department of Justice and the Department of Education, began emphasizing the importance of practicing responsible computing and teaching our children to be responsible users of technology. During Computer Learning Month 1990, the Foundation hosted two competitions on responsible computing, one for teachers and one for students, and winners received valuable technology prizes and recognition from the Computer Learning Foundation, Department of Education and Department of Justice. In 1991, the Computer Learning Foundation began disseminating information to schools on methods for teaching children to be responsible computer users that were included in the best entries. One of the most important roles we play as adults with children is to impart ethics and values important to our society a sense of responsibility, a sense of right and wrong and a sense of the law. While laws exist to protect people, their property and their rights, education instills the belief that people, their property and their rights should be protected and respected.

Computer ethics is a branch of practical philosophy which deals with how computing professionals should make decisions regarding professional and social conduct. The term “computer ethics” was first coined by Walter Maner in the mid-1970s, but only since the 1990s has it started being integrated into professional development programs in academic settings.

Issues
The core issues of computer ethics include, but are not limited to: professional responsibility, intellectual property rights privacy , and the impact of technology in society:
  • Professional responsibility relates to the decisions the computer professional makes regarding customer–professional and professional–professional relationships. Issues of privacy relate to the usage of information collected about individuals and stored in databases. The final issue, the impact of technology in society, is perhaps the controlling issue in computer ethics. This issue relates to the consequences of the introduction of technology for society as a whole, as well as the place computers have in society.
An issue that now goes hand in hand with ethics today is social responsibility . This is an attempt by organizations to find equilibrium between all their commitments, including investors, employees, customers and competitors alike. Social responsibility is an obligation for managers to serve and protect the investments of the other people involved in the company, not only themselves.
