What is a Composting Toilet System?
Composting toilet systems (sometimes called biological toilets, dry toilets and waterless toilets) contain and control the composting of excrement, toilet paper, carbon additive, and, optionally, food wastes. Unlike a septic system a composting toilet system relies on unsaturated conditions (material cannot be fully immersed in water), where aerobic bacteria and fungi break down wastes, just as they do in a yard waste composter. Sized and operated properly, a composting toilet breaks down waste to 10 to 30 percent of its original volume. The resulting end-product is a stable soil-like material called "humus," which legally must be either buried or removed by a licensed seepage hauler in accordance with state and local regulations in the United States. In other countries, humus is used as a soil conditioner on edible crops. The primary objective of the composting toilet system is to contain, immobilize or destroy organisms that cause human disease (pathogens), thereby reducing the risk of human infection to acceptable levels without contaminating the immediate or distant environment and harming its inhabitants. This should be accomplished in a manner that

All yards produce waste from pruning, lawn mowing and other routine plant care activities. Composting is a way to reduce the volume of organic wastes and return them to the soil to benefit growing plants. Organic matter improves the drainage and aeration of clay soil. Compost can be thought of as a separator that "shoulders apart" tightly packed clay particles to allow water and air to enter. Composting helps sandy soil hold water and nutrients. Compost holds moisture "like a sponge" and releases fertilizer nutrients slowly. It also increases the activity of earthworms and other natural soil organisms that are beneficial to plant growth. Note: Compost is a soil amendment, not a fertilizer. It contains limited plant nutrients.
Making Compost
To make traditional compost, alternate different types of shredded plant materials in 6- to 8-inch layers. Layering helps compost reach the correct nitrogen balance. Use equal parts by volume of dry and green plant materials in the overall mix. Use caution when you add layers of fine green plant wastes such as grass clippings. Grass mats easily and prevents water from moving through the mass. Use 2-inch layers of fine materials or process them through a machine shredder. Alternate fine materials with woody plant prunings to prevent clogging the machine and to create an equal balance of dry and green materials.

Introduction
Current methods for the disposal of poultry carcasses include hauling to a rendering plant, incineration, burial, or composting. Rendering plants are rapidly decreasing in number and of those that remain, many do not want to process poultry mortality. Unless proper equipment is used, incineration may cause air pollution. The fuel requirement for incineration is expensive also. Disposing of carcasses in the ground can result in water pollution. Composting therefore, appears to be the logical solution for many poultry operations.
Composting
Composting of dead poultry became popular in l988 when Dr. Dennis Murphy of the University of Maryland developed a successful method which utilized dead birds, straw, and litter. Composting is a natural process where beneficial bacteria and fungi, convert organic material - in this case, poultry carcasses -into a useful end product called compost. Dr. Murphy and others have demonstrated that composting will work during all seasons of the year. No offensive odor is created if properly done and the end product is safe and can be used as a fertilizer.
The Composter
The size of the composter is based on the size of the poultry operation. For every one pound of dead poultry, one cubic foot of primary compost space is needed. An equal amount of space is required for the secondary composter. Additional space should be provided for bulking agents and other material to be used in the primary compost and storage of the composted mixture until it can be hauled to the field. Figures 1A and 1B show plans for an ideal compost facility. Other designs which accomplish the same criteria are acceptable. The poultry mortality composter consists of various size bins with a roof overhead. The bins set on a concrete slab. The roof is needed to help maintain the desired moisture content of the compost. The concrete slab is needed to prevent possible leaching of nutrients from the compost into the soil, to prevent rodents from burrowing under the compost and to facilitate cleaning of the unit.

A waterless composting toilet uses no water and produces a valuable fertilizer. There are some composting toilets that use a very small amount of water or foam. The water using kinds will typically be part of a total wastewater system.
CONSIDERATIONS:
Composting toilets are lawful in Austin provided the units are approved by the National Sanitation Foundation (NSF) or engineered by a registered Professional Engineer. Austin presently composts sewage waste derived from its central wastewater system. The composted product is marketed as a landscape fertilizer called Dillo Dirt. For this reason, it may be difficult to justify the extra expense and maintenance needs of a composting toilet in order to gain compost when a city sewer line is available. Additionally, the low volume of water required to be used by toilets in Austin (1.6 GPF) makes the water savings from using a waterless toilet quite low. If a home does not have central wastewater services, a composting toilet may be practical. Coupled with a sub-surface greywater irrigation system, the composting toilet can avoid the installation of a blackwater septic system. Although kitchen sink wastewater is defined as blackwater along with toilet wastewater, the Austin-Travis County Health Department may permit the discharge of kitchen wastewater with greywater in a sub-surface irrigating system if the site conditions are suitable.
