    This essay constitutes a proposition toward a remapping of the Asian-African world of exchanges. It is an exploratory piece in which I, building on primary research, suggest looking at the reemerging discourses and practices of south-south connections and asking: What practices of cultural translation exist between Asia and Africa? How is "Asia" constructed in "Africa" and vice versa? What kinds of informal routes of transaction and exchange have developed alongside formal ones? Who are the practitioners of informal exchanges? What has been preserved of the 1960s rhetoric of south-south cooperation? What has been added? What kinds of projects are funded? What kinds of expertise are offered? Through a series of examples of current Asian-African exchanges, I intend to justify why we might want to study these new emergences and why they should matter to postcolonial scholars.

    The Union of the Comoros, known as the Islamic Federal Republic of the Comoros until , is ruled by Colonel Azali Assoumani . The political situation in Comoros has been extremely fluid since the country's independence in 1975, subject to the volatility of coups and political insurrection. Colonel Azali seized power in a bloodless coup in April 1999, overthrowing Interim President Tadjiddine Ben Said Massounde , who himself had held the office since the death of democratically elected President Mohamed Taki Abdoulkarim in November, 1998. In May 1999, Azali decreed a constitution that gave him both executive and legislative powers. Bowing somewhat to international criticism, Azali appointed a civilian Prime Minister, Bainrifi Tarmidi , in December 1999; however, Azali retained the mantle of Head of State and army Commander. In December 2000, Azali named a new civilian Prime Minister, Hamada Madi , and formed a new civilian Cabinet. When Azali took power he also pledged to step down in April 2000 and relinquish control to a democratically elected president, a pledge which he has yet to fulfill.

    Introduction The Comoros islands are wrapped in a fragrant blend of ylang-ylang oil, Arabic aesthetics, African warmth and French chic. There are cobblestoned medinas with higgledy-piggledy lanes and old world charm; ports bristling with white sailed dhows; tropical moons rising over white beaches; the sun setting over the ocean in a riot of reds and oranges; and a colourful history of sultans and soothsayers, plantantion owners and eloping princesses. But despite all these charms Comoros and Mayotte remain the least frequented and least travelled of all the islands in the region. This may have something to do with the islands' reputation as a backwater, or it just might have something to do with the political coups, civilian riots and seccessionist plots that come and go with seasonal punctuality. Not for nothing has Comoros been nicknamed Coup-Coup Land.

    Introduction... This is an attempt to trace the development of ITU's (formerly CCITT's) country codes assignments. Information was gleaned from vintage ITU/CCITT "Books" (i.e. the Recommendations which are the international telecommunications standards), and whatever else was available. There will be numerous details to be filled in (dates of changes, introductions, circumstances etc). Additional, corrected or updated information to this end would be welcome at wtng(at)wtng.info Document History... Format... This file is ordered first by time (when country codes were established, changed, deleted, etc) then within each particular time by country code. The initial list of 1964 is shown; only the changes are listed thereafter. The 1960 CCITT Red Book featured a list of country codes for Europe that was the precursor for the modern international telephone country code system. Whether this was ever available for subscriber use is unknown; this could have been intended for operator dialling rather than customer dialling. That list went as follows (* represents a code that remains in use in today's country code plan): Note from Dik Winter regarding 60-Luxembourg: "At least this country code has been used in the Netherlands (but at the same time the country code used for Belgium was 32). That must have been in the early sixties indeed. I do not have parts of a phone book showing it, I have only parts of Amsterdam phone books and when direct dialling from Amsterdam to Luxembourg was allowed much later the country code was changed to 352 as it is now, but I have noted it down from another Dutch phone book (presumably that of the province of Zeeland)."

    The close relationship Comoros developed with South Africa in the 1980s was much less significant to both countries in the 1990s. With the reform of its apartheid government, South Africa no longer needed Comoros as evidence of its ostensible ability to enjoy good relations with a black African state; the end of the Cold War had also diminished Comoros' strategic value to Pretoria. Although South Africa continued to provide developmental aid, it closed its consulate in Moroni in 1992. Since the 1989 coup and subsequent expulsion of South Africanfinanced mercenaries, Comoros likewise turned away from South Africa and toward France for assistance with its security needs. The government fostered close relationships with the more conservative (and oil-rich) Arab states, such as Saudi Arabia and Kuwait. It frequently received aid from those countries and the regional financial institutions they influenced, such as the Arab Bank for Economic Development in Africa and the Arab Fund for Economic and Social Development. In October 1993, Comoros joined the League of Arab States, after having been rejected when it applied for membership initially in 1977. Regional relations generally were good. In 1985 Madagascar, Mauritius, and Seychelles agreed to admit Comoros as the fourth member of the Indian Ocean Commission (IOC), an organization established in 1982 to encourage regional cooperation. In 1993 Mauritius and Seychelles had two of the five embassies in Moroni, and Mauritius and Madagascar were connected to the republic by regularly scheduled commercial flights.
