Highlights of 2002 Funding
  • Provides continued funding for core Department of Commerce activities.
The President's Budget provides funding to produce economic and demographic statistical measures; manage rapidly growing patent and trademark applications; develop precise technical measures and standards; protect coastal and fisheries resources and strengthen weather and climate forecasting abilities; and support trade and export compliance activities. At the same time, selective reductions in several programs are proposed to trim lower priority subsidies and support.
Initiatives
Launching a New Weather Satellite: Within the more than $3 billion budgeted for the Department's National Oceanic and Atmospheric Administration (NOAA), increased funding of $83 million is provided to continue procurement of the next generation of weather satellites. The National Polar-orbiting Operational Environmental Satellite System, which is being jointly developed with the Department of Defense, will provide advanced measurements to benefit both near-term weather and longer-range climatic analyses. Improving Governmental Statistics: The budget also provides an 18 percent, or $9 million, increase for the Bureau of Economic Analysis which is responsible for measuring key economic indicators, including Gross Domestic Product and related trade and investment flows. With the rapid growth of electronic commerce and expanding use of stock options and other changes associated with the new economy and service sectors, investment in Commerce's statistical areas is essential to providing sound data for policy makers.

Executive Memorandum #425 The legislation in Congress to dismantle the Department of Commerce (DOC) has raised concerns about how necessary functions currently performed by the department will be preserved. Business leaders in particular have expressed concern about protecting U.S. interests in international trade. Although the idea of creating a new Cabinet-level Department of International Trade is gaining momentum, it would not reduce the size of the Cabinet. Responding to the concerns of the business community about U.S. trade policy need not conflict with the initial goal of dismantling Cabinet agencies and reducing the size and scope of government. A more effective solution is to transfer international trade functions to the Treasury Department. Re-examine the Initial Proposal
Section 204 of the Department of Commerce Dismantling Act transfers international trade functions of the Department of Commerce to the United States Trade Representative (USTR). The USTR is an extremely effective agency within the Executive Office of the President, with fewer than 170 employees. It conducts all trade negotiations and represents the United States in the World Trade Organization. A major reorganization of the USTR would be required to place more than 2,500 Commerce Department employees there. The USTR's mission would change dramatically from trade policy negotiation, closely linked to the President's role as a world economic leader, to enforcement of U.S. trade laws and promotion of exports.

Storms with Strong Winds
Sometimes winter storms are accompanied by strong winds creating blizzard conditions with blinding wind-driven snow, severe drifting, and dangerous wind chill. Strong winds with these intense storms and cold fronts can knock down trees, utility poles, and power lines. Storms near the coast can cause coastal flooding and beach erosion as well as sink ships at sea. In the West and Alaska, winds descending off the mountains can gust to 100 mph or more damaging roofs and other structures.
E xtreme Cold
Extreme cold often accompanies a winter storm or is left in its wake. Prolonged exposure to the cold can cause frostbite or hypothermia and become life-threatening. Infants and elderly people are most susceptible. What constitutes extreme cold and its effect varies across different areas of the United States. In areas unaccustomed to winter weather, near freezing temperatures are considered "extreme cold." Freezing temperatures can cause severe damage to citrus fruit crops and other vegetation. Pipes may freeze and burst in homes that are poorly insulated or without heat. In the north, below zero temperatures may be considered as "extreme cold." Long cold spells can cause rivers to freeze, disrupting shipping. Ice jams may form and lead to flooding.

In December 1994, at the first Summit of the Americas, the 34 democratically elected Heads of State of the Western Hemisphere agreed to create a Free Trade Area of the Americas by 2005. The FTAA will eliminate trade and investment barriers on virtually all goods and services traded by member countries, reducing prices for consumers and creating new markets for producers throughout the hemisphere.
Conducting such an ambitious negotiation requires the expertise of many offices and agencies of the U.S. Government. The Office of NAFTA and Inter-American Affairs (ONIA) is the office designated in the Department of Commerce responsible for the FTAA negotiations. ONIA staff can help individuals, NGOs and businesses understand the negotiating process and structure.
