Commerce Department announces new IT security standard for federal agencies
U.S. Commerce Secretary Donald L. Evans has announced a new standard to help federal agencies better protect their computer networks. The standard provides a new way to categorize government information and information systems. "Protecting our government networks remains a critical priority for this administration," said Evans. "This new standard will help agencies better handle security threats by providing better information and guidance to federal agencies so they can make sound decisions." Computer security specialists at the Commerce Department's National Institute of Standards and Technology (NIST) developed the standard following passage of the Federal Information Security Management Act (FISMA) of 2002. Federal Information Processing Standard (FIPS) 199, Standards for the Security Categorization of Federal Information and Information Systems, introduces significant changes in how the federal government protects information and the computerized networks that store information.

Following is a review of the Department of Commerce records which were used for much of the information contained in the various articles. Some of the records, which used to be available at FCC headquarters at 1919 M Street, NW, in Washington, DC, seem to have disappeared over the last few years. Fortunately I was able to photocopy enough examples to put together this overview. (In the case of colored cards, I've done my best to recreate, from memory and notes, their original colors).
Under the provisions of an act passed in 1912, United States radio was initially regulated by the Department of Commerce's Bureau of Navigation. Most radio stations through the mid-twenties got their start via the submission of a two-page "Applicant's Description of Apparatus" (Form 761), to the Radio Inspector responsible for their region of the United States. The inspectors next filled in the last section of these forms with their "Report and Recommendation", and then forwarded them to Commerce Department's headquarters in Washington, DC for further action.
It appears that, at least through mid-1922, whenever a Form 761 arrived in Washington for a new station, call letters were immediately assigned, and a call letter card for the station was created. Information on the source and type of the station application, plus the date of its arrival at Commerce, was normally typed on the back of this call card.

The U.S. Commerce Department today identified Italy as a nation whose fishing vessels may be conducting high sea, large-scale driftnet fishing in violation of the High Seas Driftnet Fisheries Enforcement Act. Large-scale high seas driftnets are defined as being greater than or equal to 2.5 kilometers or 1.5 miles in length. The United Nations moratorium on use of large-scale driftnets began in January 1993. Italy was similarly identified by the department in March 1996. "We are very confident that the Italians will move to remedy the situation," said U.S. Commerce Secretary William M. Daley. "We are encouraged to note that Italy has just completed a three-year, multi-million dollar driftnet vessel conversion program that has taken more than 500 driftnet vessels off the water, 80 percent of their driftnet fleet. To date, the program has scrapped nearly 70 driftnet vessels, converted more than 300 vessels to other types of fishing gear, and is in the process of converting the remainder." Commerce officials are optimistic that arrangements can be reached with the Italian government that will improve measures to ensure Italian fishermen comply with the ban on large-scale driftnets in commercial fishing on the high seas. In addition, the European Union is phasing out the use of all driftnets, regardless of size, by 2002.

INTRODUCTION
I want to thank the committee for the opportunity to testify today on the future of the Commerce Department. I believe that Commerce should be shut down. I maintain that:
  • First, the few legitimate functions of this department should be transferred to other departments; Second, agencies and offices performing functions not appropriate for government either should be shut immediately or phased out, with special attention given to technology policy, and; Third, these are necessary steps if this country is to restore a system of limited government, rule of law, and free markets, avoiding the regime crises now facing other industrialized, democratic countries.
I. WHAT TO KEEP
Two functions of the Commerce Department are allowed to the federal government by the U.S. Constitution and thus there is a prima facie case for retaining a federal role. The Census.

I appreciate the opportunity to testify today on the future of the U.S. Department of Commerce and its trade functions. To determine the proper role of the Commerce Department in trade matters, it is first necessary to ask what are the proper government functions concerning trade. Two Systems We see in the world today two systems and two ways to manage economic affairs. One is the approach of Western Europe, Japan, and to a lesser extent the United States, an approach in which governments manage trade and directly help industries. This approach is a dismal failure. The Western industrialized countries are experiencing a slow-motion, and thus more far peaceful, version of what transpired in the communist world. Some supporters have wanted to make the U.S. Commerce Department into an American version of Japan's Ministry of International Trade and Industry (MITI) or the European equivalent. The other approach is the free market one that tends to be more the approach in the United States. If this approach informs our policies, most of the Commerce Department should be dismantled.

During the Fall of 2002, two external reviewers (Professor Joe Martin, Rotman School, University of Toronto and Dr. Roger Wolff, School of Business, University of Victoria) visited the campus, meeting with students, faculty and the senior administration of the University. The final document was delivered to the University in December, 2002. The review goes beyond a typical Departmental review, presenting key areas of strength and weakness, in a frank manner, with a view to addressing challenges head-on, and providing a range of possible options for the future. The review benchmarks the Commerce program against international business school standards, which are new to Canada and establish an extremely high standard for performance. We are not aware of any other school following The Association to Advance Collegiate Schools of Business international accreditation system (AACSB International) in the Maritimes.

As the heat wave crashed down across Oklahoma last summerthe state's hottest summer on recordone city decided to do something about it. Bethany, Oklahoma, is the first non-pilot community to participate in a national program called "Cool Communities." The program is an action-oriented energy and environmental improvement program initiated by American Forests in partnership with the U.S. Environmental Protection Agency (EPA); the U.S. Department of Energy (DOE); USDA Forest Service; and other agencies and organizations. The program aims to literally "cool" communities by strategically planting trees to create shade and wind blocks; and lightening the colors of parking lots, roofs, and buildings so that heat-generating solar radiation is reflected. The program was first piloted in eight communities across the United States, beginning in 1993, including Dade County, FL; Tucson, AZ; Frederick, MD; Springfield, IL; Austin, TX; Atlanta; Davis-Monthan Air Force Base; and Oceana Naval Air Station. Bethany is the first community to participate in the program since American Forest, EPA, and DOE identified the pilot cities.
