The Bush administration has decided not to tell America exactly how much business the Chinese army does inside the United States. In a recent Freedom of Information response, the Commerce Department decided not to disclose what a Chinese air force front company bought from America. According to the Commerce Department, the undersecretary for the Bureau of Export Administration (BXA) has determined that "disclosure would not be in the national interest." "Information about export licenses and license applications that list China United Airlines as a consignee or end-user of the items exported under the export license, are protected from disclosure," wrote Barbara Fredericks, the Commerce Department assistant general counsel, in an April letter. However, the Commerce Department clearly was in the business of selling something to foreign militaries. The recently declassified documents show that the department was informed in 1994 that China United Airlines is actually owned by the People's Liberation Army Air Force (PLAAF).

Agency Hides Records on Arms to Foreign Buyers
There is something very wrong inside the U.S. Commerce Department and it involves some of the most deadly weapons ever developed. In May 2002, I wrote an article on weapons sales taking place through the Commerce Department . The U.S. Commerce Department is not authorized to license military items for export. Weapons systems such as missiles, warships and fighter jets are by law licensed for export only through the State and Defense departments. Yet documents from the Commerce Department show that the agency in charge of civilian licenses was indeed heavily involved in foreign arms sales. For example, documents obtained from the Commerce Department office of John Huang clearly show that the agency pressed the United Arab Emirates, a very oil-rich nation, to purchase a wide variety of U.S. weapons. Being a good reporter, I presented these documents to the Commerce Department with a Freedom of Information request seeking more data on the "arms sales" taking place within the agency. In response, the Commerce Department decided to revoke my media credentials and deny access to the documents.

Text: U.S. Launches New System to Monitor Textile, Apparel Imports
(Data to help ensure fair competition, official says) (680)
A new system to monitor U.S. textile and apparel imports has been established by the Bush administration to support domestic manufacturers, the Commerce Department has announced.
In a March 21 news release, the department said that the new system to be in place in April will help analyze the impact of those imports on the U.S. market.
Commerce Secretary Carlos Gutierrez said in the release that the Bush administration is committed to give U.S. textile/apparel manufacturers the “tools they need to compete internationally.”
Those U.S. producers have petitioned the administration to introduce safeguard actions temporarily restricting cheap textile and clothing imports from China, which had been expected to surge after the end of the global quota system December 31, 2004.
U.S. industry which has lost many jobs partly because of competition from low-cost producers in developing countries has asked the administration to impose or re-impose quotas in 12 product categories for up to one year on textile/apparel imports from China.
Such quotas can be levied under safeguards approved as part of the 2001 U.S.-China bilateral trade agreement, under which the United States approved China's entry into the World Trade Organization (WTO).
