FINANCIAL RECORDS
General Description Records documenting and ensuring accountability for the receipt and expenditure of public funds. The specified retention period applies to the information contained within the record, regardless of the physical format of the record (paper, microfilm, computer disk or tape, optical disk, etc.). Duplicate Copies: Provided that no retention period is specified for duplicate copies, retain those that are created for administrative purposes for 1 year, and retain those created for convenience or reference purposes until no longer needed or for 1 year, whichever is first. Duplicate copies should not be retained longer than the record copy.

    By MICHAEL JANOFSKY ENVER A resolution recently passed by the Colorado Board of Education to discourage teachers from recommending behavioral drugs like Ritalin and Luvox has intensified a national debate over the growing use of prescription drugs for children. The resolution, the first of its kind in the country, carries no legal weight. But it urges teachers and other school personnel to use discipline and instruction to overcome problem behavior in the classroom, rather than to encourage parents to put their children on drugs that are commonly prescribed for attention deficit and hyperactive disorders. Proponents of the resolution, which passed by a 6-to-1 vote on Nov. 11, said they were motivated, in part, by evidence that they said suggested that dozens of violent crimes, including the massacre last spring at Columbine High School in Littleton, Colo., had been committed by young people taking psychotropic drugs. One of the teenage shooters at Columbine, Eric Harris, had been taking Luvox, an anti-depressant, although there is no evidence that the drug had anything to do with the shootings or that a teacher recommended the use of the medication.

Program New Directions in Preventing Substance Abuse By Ken Salazar Substance abuse continues to be one of the most significant problems that our society faces today. This scourge impacts many different aspects of our lives: our families, our children, employment, and the criminal justice system. The impact of substance abuse is especially acute in the criminal justice area. Seventy-eight percent (78%) of the inmates in the Colorado Department of Corrections have a substance abuse problem. Most of these offenders started their alcohol and/or drug abuse as juveniles. The research shows that if you are successful keeping kids and young adults away from alcohol or drug abuse, the chances are significantly increased that as adults they will avoid a lifetime of alcohol or drug abuse. It is clear that we need to concentrate efforts on substance abuse education and prevention for our children. It is important to note that substance abuse is not just a problem for kids in our cities or suburbs. Over the last three years, I have held forums in schools in each of our 63 counties. There were two problems common to schools across the state: substance abuse and bullying. Over the last 20 years, the most popular substance abuse education and prevention program for our school kids has been D.A.R.E. This year alone, D.A.R.E. officers will reach out to 36 million school children in 52 different countries. Twenty-six million of these kids will be in the United States. D.A.R.E. officers are teaching in most of the school districts across our country.

    Colorado's Schools: The Great Divide?
    Public education is always a controversial subject among parents, educators, legislators, and courts-in Colorado and nationally. Our state government spend more on it than any other single activity. In addition, local property taxes paid to school districts are the major share of total property taxes. Public education and its financing reaches deeply into our lives, as taxpayers and as patrons. The fervor of the debate is a reflection of very basic parental and more philosophical societal concerns about education as the foundation of opportunity. Such sentiments as "our children are our future," and "education is the most important thing we can give our children," are accepted as verities. In this paper, the data on how schools are financed is examined to see how closely Colorado is meeting the commitments it has made to equal education.
    These deep-seated concerns about education are reflected in our most fundamental laws. In Colorado, Article IX, Sec. 2, of the constitution says that "The General Assembly shall, . . ., provide for the establishment and maintenance of a thorough and uniform system of free public schools throughout the state, wherein all residents of the state, between the ages of six and twenty-one years, may be educated gratuitously." In Colorado, half of local property taxes (almost $2 billion in 1999) are spent on public education and then the state adds an almost equal amount from its sales and income tax revenues (just over $1.9 billion in fiscal year 1998-99).
