State Advisory Council Members Present: Susan Baird, Fauneil Bennett, Joan Birnie, John Dale, Stan Gardner, Mo Khamouna, Michael LaCroix, Sylvia Person, Sandra Riley, Jeanne Saathoff, Tom Schmitz, Kathy Tooker, Richard Voeltz, Jane Wall, Sharon Wiegert and Sally Wise. Nebraska Library Commission Staff Present: Rod Wagner, Richard Miller, Sally Snyder, Ellen Van Waart and Mary Jackson.
Welcome and Introductions
The meeting was called to order by Chair Sandra Riley at 10:02 a.m. Introductions were given among those present. Approval of Agenda : Richard Voeltz moved and Michael LaCroix seconded the motion to approve the agenda. Motion carried. Approval of Minutes of June 12, 1998 : Richard Voeltz moved and Tom Schmitz seconded the motion. Motion carried.
Library Commission Report
LSTA Grants Program Update Richard Miller : Richard Miller reported on the applications received for the LSTA grant program. A list of applicants was included in the mailing to Council members. The grant amounts requested ranged from $1,776 to $20,981. The total project costs ranged from $2,368 to $41,453. A 25% cash match is required. The projects are primarily technology related and include: Internet access, CD-ROM capabilities, fax machines, and T-1 lines. The Library Commission also received several planning grant requests. One application is for reference collection development. There is $250,000 available for this grant program. It is roughly divided as follows: $100,000 for mini grants and $150,000 for major grants. The Commission received 25 applications for mini grants and 19 applications for major grants. The total requested was $315,899.

PUBLICATION The Westfield Leader and THE TIMES of Scotch Plains - Fanwood Thursday, May 6, 1999 Page 3 CYAN YELLOW MAGENTA BLACK Irvington Man Sentenced To 40 Months in Prison For Defrauding Banks By KIM KINTER Specially Written for The Westfield Leader and The Times MOUNTAINSIDE An Irvington resident who was indicted about a year ago for allegedly defrauding two Mountainside banks and using false names and addresses to conduct an unlawful business has been sentenced in Federal Court in Newark. Eusebio Anthony Mendoza, 48, was sentenced to 40 months in prison, three years probation and ordered to pay $119,500 in restitution to Fleet Bank. Parole in the Federal Court system rarely occurs so it is likely Mendoza will serve the full 40 months, a Federal Court spokesman said. Mendoza was sentenced by U.S. District Court Judge William H. Walls on April 28. Mendoza is being held by U.S. Marshals in New Jersey until he is assigned to a Federal prison. Mendoza was arrested by Postal Inspectors and detectives from the Mountainside and Irvington Police Departments in a joint raid on his Irvington home on February 3, 1998 on local theft by deception charges. He was indicted on May 8, 1998 in

African-American students are over-represented in special education programs.
Spring 2003 By Joel McNally The disproportionate placement of African-American males into special education classes has created a "a ghetto within a ghetto," says Gary Orfield, co-director of Harvard University's Civil Rights Project. Orfield says that this racial disparity makes it less likely that black students receive high school diplomas, less likely they will be employed after leaving school, and more likely they will end up in the criminal justice system. "This is segregation within segregation," Orfield said. "For a lot of these kids, this is a direct path to jail. It becomes an irreversible punishment in these kids' lives. This is taking a bad problem and putting it inside another even worse problem. It's just unconscionable." Orfield is co-editor with Daniel Losen of the newly published Racial Inequity in Special Education

Directors Armstrong-Busby, Wierman and Teja were not in the room OTHERS PRESENT: Superintendent Norman Ridder, Deputy Superintendent/Chief Financial Officer Glenn Gustafson; Deputy Superintendent of Instruction John Kerr, Deputy Superintendent/Chief Information Officer Terry Bishop; Executive Director of Human Resources David Schenkel; Chief of Staff Ron Wynn and Board of Education Assistant Secretary Carol McFarlane. CALL TO ORDER: President of the Board Kaiser called the meeting to order. MOMENT OF SILENCE: Recognizing the significance of the decisions made by the Board of Education on behalf of the citizens of School District No. 11 for both students enrolled in the schools and the entire Colorado Springs community, the Board of Education will incorporate a moment of silence into all of its meetings. This moment of silence is intended to allow time for meditation, or any other suitable reflection that will help focus and solemnify the actions taken and decisions made during the meeting. ACTION ITEMS Increase in FY00-01 Authorized Staffing for Custodians
Ideally this FTE authorization increase should be funded from the revenue coming from the increased funded pupil count, but the district is not getting full funding for the increased enrollment. Historically, D-11 has always under-expended the custodial salaries budget because of the vacancy rate, and the administration feels the custodial FTE increases could be authorized without increasing funding to the salaries account. Accounts could be adjusted if necessary at the mid-year budget review. The Board of Education increased the FY00-01 budget authorized staffing for custodians by 2 FTE and did not change the budget funding at this time. Vote Passed 2000-2001 Superintendent's Goals and Measurements The 2000-2001 Superintendent's and Management Goals were drafted by the management team in response to a Board of Education priority list. The goals are consistent with the strategic plan as developed in the last year. Included as part of the Superintendent's Goals and Measurements are goals and measurements of the divisions of Instruction, Business Services, Human Resources and Information Technology and of the Department of School Safety and Security and of the offices of Equal Opportunity Programs/Ombudservices and School/Community Relations.

Rochelle Riley: Detroiters picture a bright future for the city
December 31, 2000 TODAY IS THE LAST OF a century, the final hurrah of an era that gave new meaning to civil rights and urban planning, to space exploration and global communication, to the Electoral College. It gave us realities that were once dreams and dreams that will someday be realities. We saw communist empires and sports records fall. We watched the No. 1 TV show in the country star a black family. We saw the U.S. Constitution at work and wondered whether it remains the best guideline for a country founded by rebels who displaced Indians and enslaved Africans to pursue their manifest destiny in a land far from a king. We saw native Americans create a way to survive through sheer will, then gambling, and African Americans achieve success and freedom through culture, art and sport, then academia and politics. Here in Detroit, a city watched itself be molded like a beloved old car, lauded as a model to be replicated, then damaged in a 1943 crash into racial and economic reality. Then it was rebuilt, repainted and polished before crashing again into that same racial tree in 1967 and being left to rust.
