Following the creation and expansion of the domestic food assistance programs in the second half of the 20th century, severe hunger, which had been a significant national problem, has become rare. The food assistance programs were developed in several steps. Concerns about the nutritional status of young men drafted for service in World War II led to the enactment of the National School Lunch Act in 1946. The Food Stamp Program was established on a pilot basis in the early 1960s, and extended nationwide in the early 1970s

President Bush's Budget and Colorado
February 7, 2005
The President's Budget builds on his first term's progress by focusing resources on the Nation's priorities while exercising prudent spending restraint in order to achieve the President's goal of cutting the deficit in half by 2009.
  • The 2006 Budget funds efforts to defend the homeland, transform our military for the 21st Century, support our troops as they fight the War on Terror, spread freedom throughout the world, promote high standards in our schools, and continue the pro-growth economic policies that have helped to produce millions of new jobs. Meanwhile, overall discretionary spending grows by only 2.1% under the President's Budget - less than the projected rate of inflation - even with significant increases in defense and homeland security. Non-security discretionary spending is reduced by nearly 1% - the first such proposed cut since the Reagan Administration.
Defending our Nation from attack by increasing funding for defense, homeland security, and international assistance and security efforts, including:

Obesity Prevention Program Aimed At Second Graders
A groundbreaking program in Colorado is tackling the problem using an integrated science education enrichment program and child-to-parent communications April 9, 2003 (San Diego, CA) Some 20 years ago, children would hike, play basketball, and leave the house to play – only coming back when dinner was ready. Now, in many communities, open spaces have been filled with town houses and condominiums, playgrounds have been closed due to fear of possible litigation, and the increasing threats to child safety have put an end to young people exploring to their heart’s content. In the 21 st century, children eat more and exercise less. Unfortunately, the computer and television have become the best friends of too many of our children. The result is not only sociologically significant – it is also physically deadly. The Centers for Disease Control now estimates that more than 60 percent of American adults are overweight, while almost one out of three is obese. In the last 20 years, the proportion of overweight children between ages 6 and 19 has tripled, to nearly one of every three kids. In December, 2001, Surgeon General David Satcher stated that 300,000 deaths per year are associated with overweight and obesity, and projected the annual public health cost of this condition at $117 billion, due to the life-threatening complications of diabetes, hypertension, heart disease, cancer, kidney failure and many other ailments.
