The Epidemic
  • 53% of Colorado adults are overweight or obese. (CDC BRFSS, 2004) 16% of non-Hispanic white adults, 21% of non-Hispanic black adults, and 22% of Hispanic adults in Colorado are obese. (CDC BRFSS, 2004) 23% of low-income children between 2 and 5 years of age in Colorado are overweight or at risk of becoming overweight. (CDC PedNSS, 2003)

Colorado in Action
The Colorado Physical Activity and Nutrition Program (COPAN) has three interventions underway:
  • The Worksite Resource Kit provides employers with resources and programs for implementing worksite wellness initiatives. The kit is divided into four sections: health education, physical activity, healthful eating, and worksite environment. The kit outlines necessary steps for establishing successful wellness programs, including planning, assessing, and implementation. Colorado On the Move is a statewide physical activity campaign that encourages people to increase the number of steps they take every day. Pedometers are provided to help participants keep track of their steps. The effectiveness of the intervention for preventing and controlling obesity is being evaluated. A nutrition component is being added.

Colorado The Steps to a HealthierUS five-year cooperative agreement program aims to help Americans live longer, better, and healthier lives by reducing the burden of diabetes, overweight, obesity, and asthma and addressing three related risk factors—physical inactivity, poor nutrition, and tobacco use. For FY 2003, this U.S. Department of Health and Human Services (HHS) program allocated $13.6 million to fund 23 communities, including four counties in Colorado, to implement community action plans to reduce health disparities and promote quality health care and prevention services. Babysitter Basics Training Program
Fifth through seventh graders love being around babies and young children. Because of their willingness to learn about this topic and insufficient and affordable child care in our county, this program is a great opportunity to provide youth with information about child behavior and development in a fun atmosphere. The Babysitter Basics Training Program is a 7.5 hour training session designed for fifth through seventh graders who would like to develop caregiving knowledge and skills to make them feel comfortable and happy around children while projecting a professional image. As part of their registration fees, "Good Times with Kids", a monthly newsletter on child development is sent to each of the graduates for one year. This helps babysitters learn more about child development and behavior. The newsletter also has activities that the babysitters can use the next time they babysit.

    Baby Care Kids Care Program(Medicaid)
The Baby Care Kids Care (BCKC) program is part of the Medicaid program for low-income pregnant women and children. Baby Care Kids Care/Medicaid is a financing/insurance program. That is, the Medicaid program pays for health care, but does not actually provide that care. Health care services are delivered at health care sites, which are then reimbursed by Medicaid for the care they deliver. In addition to some private physicians, other health care providers who accept Medicaid include some but not all public health programs, community health centers, family practice residency programs, rural health clinics, Planned Parenthood, and low-cost health clinics. Most hospitals in Colorado also accept Medicaid.

Childhood Obesity – An Overview of Policy Options In
      Legislation for 2003-2004
2005 Update Now Available Obesity is epidemic in the United States. In the past two decades, rates of overweight and obesity have doubled for children and tripled in adolescents. The percentage of overweight among children and youth has climbed to the 15 percent range. Being overweight or obese increases risk for the top U.S. causes of death and disability including heart disease, stroke, cancer, and diabetes. Across the country, obesity carried a $117 billion price tag in 2000, accounting for 9 percent of the nation’s total health care costs. The Centers for Disease Control and Prevention estimates that if current obesity trends continue, one-third of all children, and one-half of African-American and Hispanic children, born in 2000 will develop diabetes. Fortunately, much can be done to prevent costly obesity-related health problems. State legislators have begun to aim prevention efforts at obesity risk factors that begin in childhood—such as poor nutrition, physical inactivity, and the increase in children diagnosed with Type 2 diabetes.
