Colorado State University Camp (later Fort) Collins was established in 1862 near LaPorte and named for COL William I. Collins, Commander of Camp Laramie in Wyoming. The same year, the Morrill Act established land grant colleges composed of 30,000 acres of Federal land per state for each congressman. With this land as a basis, the bill establishing the Agricultural College of Colorado was signed by the Governor of the Territory of Colorado in March 1870. The college began on twenty acres in 1874 with five students. It became a state institution on March 9th, 1877, the year after Colorado was admitted to the Union. Charles L. Ingersoll, the first president of the college and a Civil War veteran, organized a group of students into the first drill team. Actual military instruction didn't begin until 1884, when Lt. Vasa E. Stolbrand was placed in charge. The few men who signed up for the course were taught basic infantry tactics and maneuvers. The cadet battalion acted as a fire-fighting team and also fired salutes and appeared in ceremonies and parades. During these early years the single "Thursday Drill", as it is known today, was conducted each day. With the advent of WWI, more theoretical instruction was added to the cadet training. In 1916 Congress passed the National Defense Act, which created the Reserve Officers' Training Corps (ROTC). This provided the first coherent scheme for the military training at civilian schools. With war declared on Germany in 1917, the government allowed students enrolled in college cadet corps to qualify for commissions by taking special examinations. The longer a student's association with a military training program, the better his chances for securing a higher rank. During the 1920's, enrollment in ROTC was very high. The year 1927 was an important one for the ROTC program, because it was the year the "Cadettes" were first introduced. This group was composed of college coeds who were picked by the cadets to represent their companies and battalions.

Watch Report From CBS4 Denver Here is the text of the report: Last month the U.S. Army failed to meet its goal of 6,800 new troops. Aware of this trend, David McSwane, a local high school student, decided he wanted to find out to what extent some recruiters would go to sign up soldiers who were not up to grade. McSwane, 17, is actually just the kind of teenager the military would like. He's a high school journalist and honor student at Arvada West High School. But McSwane decided he wanted to see "how far the Army would go during a war to get one more solider." McSwane contacted his local army recruiting office in Golden with a scenario he created. He told a recruiter that he was a dropout and didn't have a high school diploma. "No problem," the recruiter explained. He suggested that McSwane create a fake diploma from a non-existent school. McSwane recorded the recruiter saying that on the phone. "It can be like Faith Hill Baptist School or something whatever you choose," the recruiter said. As instructed, McSwane went on the computer to a Web site and for $200 arranged to have a phony diploma created that certified him as a graduate of Faith Hill Baptist High School, the very name the recruiter suggested. It came complete with a fake grade transcript.

James Dougherty, 1875-1876 James G. Dougherty was a Congregational minister from New England. When he accepted the appointment to be president of Colorado College in 1875 he was working in Wyandotte, Kansas. He was guaranteed at Colorado College a yearly salary of $2,000, half of which was to be paid by the Congregational Church for his services as pastor. As president, Dougherty was responsible for raising funds, most of which he obtained from the American College and Education Society. Not enough money was raised to pay his salary or to operate the college, and Dougherty reluctantly submitted his resignation on March 9, 1876. Several weeks later the college closed. February 1875 Edward P. Tenney, 1876-1884 Edward P. Tenney, pastor of the First Congregational Church at Ashland, Massachusetts, was asked to become the second president of Colorado College in the spring of 1876. He was educated at Pembroke Academy, at Dartmouth College and at Bangor and Andover Theological Seminaries. In 1868-69 he had served as pastor of the Congregational Church in Central City, Colorado. His ideas encompassed the "new" educational concept emphasizing the practical aspects of a college education. Tenney was also given the charge to raise funds. He did this from four other Congregationalists from the Boston area. To publicize the college, Tenney published a pamphlet entitled The New West which was widely read in the East. The college incurred heavy financial losses during the Tenney era, and in 1884 Tenney vacated the presidency of Colorado College.

Reading 3: The Air Force Academy Becomes a Reality
America's defense policies during the early Cold War years necessitated a major expansion of the Air Force. The Service grew from 305,827 in 1947 to nearly 1,000,000 personnel by 1954. Accordingly, the Service needed approximately 1,200 new junior officers a year to fill its ranks. To meet the challenges of the complex nuclear age, the Air Force would require not only more, but better-educated officers. As early as World War I, some Air Service officers felt that the Air Service should have an academy to train future officers. In 1918, Lieutenant Colonel A.J. Hanlon claimed, "As the Military and Naval Academies are the backbone of the Army and Navy, so must the Aeronautical Academy be the backbone of the Air Service. No Service can flourish without some such institution to inculcate into its embryonic officers love of country, proper conception of duty, and highest regard for honor." By 1925, the Army Air Service did have several training schools for its officers and enlisted personnel, but these were not comparable to the four-year college programs of West Point and the Naval Academy. In the years following World War II, several congressmen and senators introduced bills to establish an air academy in their state. None of these bills was acted upon, however.

The Air Force Academy alumni group has grown from an informal klatch that met in academy classrooms to a 48-employee enterprise housed in a $6 million building overlooking the campus. But the Association of Graduates has a long way to go to match the financial performance of its peer organizations the Naval Academy Foundation and the U.S. Military Academy Association of Graduates. The Air Force Academy association gives the lowest percentage of donations to its academy and has the least productive fundraising program, despite spending a higher percentage of revenues on those efforts.
