Backgrounder #1533 Teenage sexual activity is a major problem confronting the nation and has led to a rising incidence of sexually transmitted diseases (STDs), emotional and psychological injuries, and out-of-wedlock childbearing. Abstinence education programs for youth have been proven to be effective in reducing early sexual activity. Abstinence programs also can provide the foundation for personal responsibility and enduring marital commitment. Therefore, they are vitally important to efforts aimed at reducing out-of-wedlock childbearing among young adult women, improving child well-being, and increasing adult happiness over the long term. Washington policymakers should be aware of the consequences of early sexual activity, the undesirable contents of conventional "safe sex" education programs, and the findings of the professional literature concerning the effectiveness of genuine abstinence programs. In particular, policymakers should understand that:
  • Sexually transmitted diseases (STDs), including incurable viral infections, have reached epidemic proportions.

Bio
Ken Salazar was elected to the United States Senate in November 2004 as Colorado's thirty-fifth United States Senator after serving six years as Colorado Attorney General. Ken is a fifth generation Coloradan born on March 2nd, 1955, and is one of eight brothers and sisters. He and his family have been farmers and ranchers in the San Luis Valley since before Colorado was a state. Ken graduated from Centauri High School in Conejos County in 1973, attended St. Francis Seminary, received a political science degree from Colorado College in 1977 and his law degree in 1981 from the University of Michigan. Salazar also received honorary doctorates of law from Colorado College in 1993 and the University of Denver in 1999. Ken has been a farmer and rancher in the San Luis Valley, natural resources lawyer, and small business owner much of his life. He and his wife have owned radio stations in Pueblo and Denver and own and operate a Dairy Queen in Westminster, Colorado. In addition to being Colorado Attorney General, he has served as chief legal counsel to the Governor, executive director of the Department of Natural Resources, and chairman of the Rio Grande Compact Commission. Ken also practiced water, environmental and public lands law for eleven years in the private sector. As executive director of the Department of Natural Resources, Ken crafted reforms for mining, and oil and gas operations to provide greater public and environmental protections and initiated the multistate-federal dialogue to put California on a water "diet" to reduce its over-dependence on Colorado River water. He also co-authored the constitutional amendment creating Great Outdoors Colorado (GOCO), led the successful campaign for its passage, and served as the first chairperson of the Great Outdoors Colorado Board. GOCO is the most successful land conservation effort in modern Colorado history. In addition, Salazar created the Youth in Natural Resources program for thousands of Colorado's youth to work and learn about Colorado's natural resources.

also helps to support these programs. Adults with children ages birth to seven years may participate in the GED or English Language Learner classes. The family programs include classes for Adult Basic Education, ELL (English Language Learners), and a GED (General Educational Development). There are also classes for infants, toddlers, preschoolers, and school-age children. Family activities to support the learning of children and PACT (Parent and Children Together) times are included. The following schools have family literacy programs for adults to earn a GED:

The State Health and Human Services Committee will hold four public hearings on the report. The goal is to improve the health and welfare of low-income children and families by providing comprehensive benefits and greater, consistent access to health care services in one program. Colorado Family Care is a public/private partnership designed to use best practice models, including value-based purchasing. Value-based purchasing will allow the State to clearly define purchasing specifications; measure results and value; work with contractors to improve quality; and apply rewards and penalties based on performance.
