    This fifth edition has been developed by PSS / FSS of the Boulder County Housing

American Federation of Teachers and WETA's Reading Rockets Announce Partnership to Provide Free New Resources to Teachers of Latino ELL Students New Online Resource Signals Innovative Direction for AFT www.ColorinColorado.org www.ReadingRockets.org ), which looks at how young children learn to read, why so many kids struggle and what can be done about it. Reading Rockets is funded primarily by a major grant from the U.S. Department of Education's Office of Special Education Programs. www.ColorinColorado.org is the first of several high-quality resources that the AFT will unveil this year to better address the needs of educators who work with children who are learning English. The name refers to the popular ending to virtually all Spanish language fairy tales and is intended to evoke happy memories of reading and being read to. While there is no literal translation to "Across the country, we have more and more children who don't speak English at home," said Noel Gunther, executive director of Reading Rockets. "But fewer than 3 percent of teachers of ELL students have been formally prepared to teach them. We are committed to giving parents and educators the best research-based information about teaching young children to read." The educator section of the Web site unveiled today provides an array of research-based resources for teachers and paraprofessionals who work with ELL students. The resources will help educators better understand and address the needs of their Latino ELL students, providing tips on everything from the placement and assessment of ELL children to the fostering of stronger parent-teacher partnerships. A monthly e-newsletter and professional development webcasts will regularly update the information available to educators.

Tips for Teachers
The recent tragic events are not easy to discuss with students, no matter what grade they may be in. We offer the following suggestions:
  • Listen carefully and be honest. Talk openly with your students about the tragic events with clear, age-appropriate information.
  • Avoid rumors and misconceptions. First talk with other teachers in the school and your principal about what factual information to provide.
  • Give your students the opportunity to gently face the reality of what has occurred. Include plenty of time during the day for class discussions in which the children can express their emotions and ask questions.

Parent Involvement in Promoting Arts Education

As parents who care about the quality of our children's education, we need to make sure that our schools meet high standards in all fields of study, including the arts. Each state is guaranteed the freedom to set its own standards, but this should not mean freedom for mediocrity. We all want our youngsters to receive the best education possible in math, English, and the sciences. We cannot deny them the same opportunity to learn, enjoy, and excel through access to the arts.
Get Organized. Many PTA units have a cultural arts chair who is a good source of information and who can be a powerful ally in matters of reform. Work with this person and with other groups to build a network of dedicated volunteers committed to arts education.

The Foundation for Educational Rights of Children with Disabilities By William R. Baesman, Esq. The Individuals with Disabilities Education Act (IDEA) Prior to 1975, school age children with disabilities were excluded from appropriate educational services in public school systems throughout the nation. The rule was institutionalization and exclusion from public schools. The exception was the provision of special education services in segregated school facilities. Advocates for children with disabilities struggled to obtain equal and appropriate educational services for persons with disabilities by confronting public school districts with the constitutional rights of people with disabilities first in 1971 in Pennsylvania Association for Retarded Children v. Commonwealth of Pennsylvania
