More information about us: Staff Mission and Vision Advisory List Staff Patrick J. Kelly - Director of the Information Center Patrick Kelly is a Senior Associate at the National Center for Higher Education Management Systems (NCHEMS) and serves as Director of the National Information Center for Higher Education Policymaking and Analysis. Before joining NCHEMS in February 2002, Patrick worked for six years at the Kentucky Council on Postsecondary Education. His most recent position at the council was Senior Associate for Information and Research. He worked with higher education leaders to design performance indicators to measure progress toward postsecondary education reform in Kentucky, conducted research studies for statewide higher education policy initiatives, and coordinated the analysis and reporting of data and information in support of many other council projects. Prior to working at the council, Patrick was a Research Associate at the National Center for Family Literacy in Louisville, Kentucky. Patrick is working on his Ph.D. in Urban and Public Affairs at the University of Louisville where he also earned a Master's degree in Sociology. His undergraduate studies were completed at the University of Alabama at Birmingham. His areas of specialization and interest include research and statistical methodology, policy analysis, and program evaluation.

Introduction
SEER is a cooperative program that helps state education agencies in their efforts to strengthen the role of environment-based educational approaches in K-12 curricula and systemic reform efforts. SEER's staff coordinates professional development activities and research programs, disseminates educational resource materials and provides technical assistance to the states.
SEER was established in 1995 with funding from The Pew Charitable Trusts, a national philanthropy with major interests in both environmental and school reform issues.
The Council of Chief State School Officers administers the grant. Representatives of the participating state education agencies serve as SEER's professional advisory board.
Program History
A 1994 study of federal and state education agencies, local school districts, universities and environmental organizations revealed a broad-scale need for better information about strategies that are working to integrate environmental content, pedagogy and principles into formal K-12 educational systems. This study found that EE had achieved only minor integration in systemic education reform efforts. (Click here to see a copy of the report)
As part of the study, environmental education coordinators from nine state education agencies convened to identify what specific steps needed to be taken to build a better knowledge base for the field. Among their recommendations was the establishment of a national entity that could help facilitate information sharing among the EE coordinators in the various state agencies and identify successful implementation strategies that might be replicated.

Overview of Training Opportunities
JFK Partners offers a wide variety of training and fellowship programs. Our programs are diverse but share the common goal of enhancing the quality of services for children and young adults with disabilities and their families.
As part of the University of Colorado Health Sciences Center, JFK Partners faculty offer knowledge and experience that guides each participant's learning experiences. Long term training experiences are composed of coursework and practicum and/or clinical placements. Coursework covers a variety of topics including leadership, consultation, and teamwork skills, and essential concepts in pediatric developmental disabilities and special health care needs. There is a strong emphasis on systems development and systems change.
Professionals currently working with children (birth to 21) in the disciplines of audiology, pediatric dentistry, developmental behavioral pediatrics, health administration, nursing, nutrition, occupational therapy, physical therapy, psychology, social work, speech language pathology, as well as parents of young children with disabilities are encouraged to apply.

A New Video about Natural Environments!! "Just Being Kids: Supports And Services For Infants And Toddlers And Their Families In Everyday Routines, Activities, And Places" (50 minute Video and Facilitator's Guide) Just Being Kids illustrates how supports and services for infants and toddlers with special needs can be provided in the context of families' everyday routines, activities, and places (also known as "natural environments"). Each of the six stories on this 50 minute video demonstrates recommended practices as therapists and early childhood specialists work collaboratively with families to achieve meaningful goals for their children in everyday routines and activities. Just Being Kids was developed for use in both pre-service and in-service training programs with therapists, early childhood specialists, and service coordinators. The video is also useful for showing families examples of this approach to early intervention supports and services. The 55-page companion

Many schools already have volunteering programs where students, either during or after school, donate their time to a service project. Service learning takes the process a step further by weaving volunteer work into the classroom. With service learning, educators find ways to take what students are learning in the classroom and apply it directly to what is needed in the community.
For example, students studying Spanish can volunteer to be translators at a hospital, students in an accounting class can review the financial statements of a nonprofit organization, or students in an art class can teach art to the developmentally disabled.
A primary goal of service learning is to get students to place their volunteer work in a larger social context and to give them an opportunity to explore that connection through reflection activities
In brief, service learning projects give students a chance to make volunteering a more relevant activity, while gaining real world experience in the surrounding community.

This additional revision was made to better reflect changes in the reauthorized Individuals with Disabilities Education Improvement Act of 2004 (IDEA). Who is guiding AWARE? About 30 stakeholders who form our advisory committee. We are most grateful for their time and expertise. The League of Women Voters of Colorado Education Fund is leading the effort. The program is funded by the Colorado Department of Public Health and Environment through a grant from the U.S. Environmental Protection Agency. Colorado State University Cooperative Extension provides research assistance and technical support to AWARE Colorado. AWARE patterns its program from the successful NEMO (Nonpoint Source Education for Municipal Officials) model but is tailoring it to suit Colorado.

I. Introduction The financial autonomy of charter schools depends on each state's charter school legislation. In states that regard charter schools as schools within a district (also known as local educational agencies [LEAs]), the charter schools' fiscal responsibilities are similar to those of the other schools in the district. In states that treat charter schools as independent school districts/LEAs, charter schools have the same fiscal responsibility and autonomy as other independent districts/LEAs. Although all charter schools, regardless of status, must develop sound financial management practices, it is especially important that charter schools established as independent LEAs be able to address a full range of fiscal management issues. Since proper accounting for the use of local, state, and federal funds is a critical element in operating and maintaining continued support for a charter school, the budget plans that charter schools develop must ensure that public funds are used properly, reflect the charter school's purpose and philosophy, and stand up to a financial audit.

Viewing Changes from a Long-Term Perspective
The last 25 years of the 20th century witnessed fundamental changes in state postsecondary education structures. These changes reflect broader societal trends, including shifting economic conditions, as well as movements in the prevailing views about the role of government in domestic policy. Notwithstanding these changes, though, certain policy issues appeared consistently in the debates about governance throughout this period.
Changes Reflecting Broader Societal Trends
A few states established statewide governing or coordinating structures in the first half of the 20th century, but the most dramatic increase in states with these structures occurred in the 1960s. Two forces spurred these changes: Pressures to manage proliferation of institutions and programs, and to curb unnecessary duplication as states responded to dramatic enrollment increases The prevailing public management approaches of the time emphasizing rational planning and quantitative analysis.
