Thanks to partnerships with food donors, fund donors, volunteers and agencies last year, Food Bank of the Rockies distributed 20,503,514 pounds of food and essential household items, more than ever before. Donors who supported the Food Bank helped to provide more than 43,000 meals each day to our less fortunate neighbors through 950 hunger-relief programs. Thanks to what we accomplished from July 1, 2004 - June 30, 2005, we will be able to help even more hungry children, seniors, families and individuals this year.

Elected officials have placed Referendum C on the ballot for this fall, asking Colorado citizens to let the legislature keep (and spend) $3 billion in surplus taxes over TABOR limits instead of refunding those revenues to the taxpayers. As voters ponder this referendum, it is helpful to examine why TABOR was necessary and why it should be retained. Why Taxes and Government Spending Are Counterproductive Referendum C: A Permanent Tax Hike A $3 Billion Tax Increase. and whether or not proponents choose to call it a tax increase. Changes in TABOR. permanently Long-Term Risks. The Real Budget Facts and a reduction in the state income tax rate from 5 percent to 4.63 percent. Without TABOR, Colorado would likely have followed the example of most other states and spent the entire $8.9 billion in revenues in 2001, leading to a budget deficit of $1.1 billion in 2002. (See Chart 5.) TABOR not only returned money to the taxpayers, but also shielded the budget from periodic economic volatility. Education and Focusing on spending takes attention away from reform of education policy itself. Competition among programs jockeying for limited state funds would be more likely to focus debate on whether the educational programs in question achieve results or not. Coordinating K-12 and Higher Education Systems to Support Student Achievement
Many local school-college efforts are operating across the country. These partnerships principally center around curriculum development (academic alliances), teacher preparation and professional development (clinical or professional development schools), and student support services (early outreach programs that include mentoring or tutorial supports). While the programs are encouraging, the vast majority still operate on the margin, in both schools and postsecondary institutions. Unfortunately, most have yet to be integrated into the structure and programs of the institutions. New Governance Structures. One strategy for coordinating K-12 and higher education systems is to create a governance structure that assigns direct responsibility for such coordination. In 1991, the Maryland Higher Education Commission and the Maryland State Department of Education jointly appointed and currently share a deputy secretary of higher education/deputy superintendent of education. The role of the office is to coordinate and promote the concept of a single continuum of education kindergarten through graduate school. The deputy is responsible for coordinating the complementary interests, programs, and authority of both state agencies for achieving shared state education goals. What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

BACKGROUND
On December 11, 2001, the massive Elementary and Secondary Education Act reauthorization conference on the bill titled "No Child Left Behind Act," came to a close. For library supporters, the inclusion of the Improving Literacy Through School Libraries program as part of the Reading First and Early Reading First Initiative was an exciting moment. A week later, the House Appropriations Subcommittee approved funding for the program at $12.5 million, much less than the authorized level in the legislation, but it meant that there would again be a program specifically funded for school library resources. Senator Jack Reed (D-RI) and his able staff deserve thanks from the library community for what amounts to almost a career priority-improving school libraries. In the last reauthorization of ESEA, Senator Reed, then a House member, was able to insert language in the final bill for school libraries, but funding was never achieved for the line item and it was removed in 1996. Senator Reed and Senator Thad Cochran (R-MS) were original co-sponsors of the school library resources bill introduced in the Senate that was amended into the No Child Left Behind legislation. Representative Major Owens (D-NY) was the original House sponsor of the legislation and was also a conferee. The sixty-nine Senators who voted favorably on the amendment gave considerable support to its inclusion in the final bill. (See
