Inclusion in Middle Schools. ERIC Digest.
Current legislation supports the concept of including students with disabilities in the general education classroom but leaves many wondering, "Is this approach working?" Determining the effectiveness of this practice is a task not easily accomplished. The term itself-inclusion-is not found in any law and is used inconsistently in the educational community. Inclusive programs differ greatly from district to district, both in definition and implementation. Variables such as amount and nature of support provided to the regular classroom teacher differ dramatically from district to district, sometimes from school to school and child to child, and are not easily controlled for research purposes. This Digest discusses the rationale for inclusion of students with mild to moderate disabilities in middle schools, explores recent research on inclusion, and discusses barriers to implementation.
OVERVIEW
The rationale for inclusion has never rested on research findings, but on principle. Proponents insist that the integration of students with disabilities is inherently right, compared often to the same right to racial integration. The generally accepted concept of inclusion is that students with disabilities attend classes with their general education peers with direct support from special educators.

And if the expression of that gift is blocked, distorted, or merely allowed to languish, then the gift turns against us, and we suffer. (Johnson, 1993, p. 15) In order to understand the true meaning of giftedness, it is necessary that we separate the concept from achievement. High achievers are those who are motivated to do well in school. Gifted students may be high achievers or they may be high school dropouts. They have learning needs that differ from other students, just as developmentally delayed students have different learning needs. When giftedness is seen as the mirror image of retardation, it becomes clear that we have a responsibility to meet their needs, whether or not they are high achievers. So how can teachers meet the needs of gifted students? 1) First of all, ask the students! Engage the students in academic planning. It is amazing what a heart-to-heart talk with a gifted student will reveal. 2) Assess what they have already learned before teaching them. There is no use in relearning what one already knows. This can be done by looking at achievement test scores, giving them pre-tests of the material to be covered, informal talks about the subject matter or teacher-constructed diagnostic tests.

Although parents of children with disabilities are frequently more familiar with the Individuals with Disabilities Education Act (IDEA), they should also acquaint themselves with Section 504 of the Rehabilitation Act (hereinafter "Section 504"). Knowledge of both statutes, and particularly their implementing regulations, often is necessary to be sure of securing an appropriate education for children with disabilities. Indeed, for some children with disabilities, Section 504 may be more important the only legal mandate requiring education agencies to provide special education or related services to a child with a disability.
This article will familiarize parents with why and how Section 504 impacts the education of children with disabilities; illustrate some of the differences between Section 504 and IDEA; and provide a basic explanation of "how Section 504 works." It is vital to remember, however, that literally volumes have been written on these topics and, therefore, no one should rely solely on this article to undertake legal action. A suitable next step in the learning process might be review of RIGHTS OF PHYSICALLY HANDICAPPED PERSONS (Shepard's/McGraw-Hill, Colorado Springs, Colorado: 1984), a concise but very sophisticated explanation of this area by Professor Laura F. It offers a look at who twice-exceptional children are and what they need to be successful. What Can We Learn from a Tale of Two Cities? By Linda C. Neumann This is not about the story by Dickens. This tale was recently reported by the Chicago Tribune newspaper. It is a tale about two school districts in two cities that coped with students’ special needs in two very different ways. The article described how a high school in a Chicago suburb is expecting a student next year with a life-threatening allergy to latex. Officials at the school have started addressing the situation a year in advance. Their goal is to make the school a “latex-free zone” by the time the student arrives. Already, officials have banned all latex products, from medical gloves, to swim caps, to balloons – the standard decoration at school dances and graduation. They have educated the staff and students at the school about the need for the ban, and they have informed parents and other members of the outside community. Local florists, for example, know that the school can no longer accept deliveries of balloon bouquets. According to disability experts, this school is not the first to ban latex products. What sets it apart from others, however, is the lengths to which the school is going to accommodate the student’s special needs. The steps the school has taken go way beyond the requirement of the Americans with Disabilities Act to “make reasonable accommodations.” When asked about the school’s efforts, the principal replied that the school was doing what was “right and doable.”
