on state tests
But experts warn that rating performance isn't so simple as comparing scores

For the first time, leaders of a St. Louis area charter school say they have evidence that their school is outperforming nearby traditional public schools. Administrators of the Fort Bowman Academy in Cahokia announced this week that their pupils scored higher than local school district children in most categories of this year's Illinois standardized exams. But the test scores are far from conclusive. And experts warn that rating the performance of any charter school is tricky, even with years of the best information. "We're not claiming victory, but I do think this is fairly good evidence of the effectiveness of our charter school," said Paul Seibert, who helps operate the school. Seibert acknowledges that the findings are preliminary. The state will not release detailed data for weeks. All information so far has been complied by the charter school, which has combed through individual student test scores. According to the school's calculations, pupils at Fort Bowman outperformed those in the Cahokia district in 24 of 30 categories, including most measures for reading, writing and math in grades three, four, five and seven. The school trails the local district in largely non-academic categories such as fourth-grade dance and drama and seventh-grade physical development.

EAGLE COUNTY - While "schools of choice" proliferate in Colorado and the nation, getting kids to those schools is a problem.
The Eagle County Charter Academy in Edwards is overwhelmingly white, but members of the school's board say they're trying to get more minority kids enrolled.
"Patty Anderson, our former principal, actively recruited kids, but that turned out to be illegal," said Cricket Pylman, a former board member.
Now, prospective students' names are drawn in a lottery. The odds of getting a spot at the school aren't as long as say, winning the PowerBall, but it's not easy, either. Several hundred families apply every year to fill the 100 or so spots open in kindergarten and first grade and the very few spots that open up in second through eighth grade.
"We welcome applications from anyone," Pylman said.

Analyzed the responses of Texas charter school households about school choice, comparing expressed preferences and actual behaviors. Results indicated that race was a good predictor of the choice that households made. Whites, Blacks, and Latinos transferred into charter schools where their groups comprised 11-14 percentage points more of the student body than the traditional public schools they were leaving. (SM)

    MONEY MATTERS: In 1998, Colorado expanded the list of eligible beneficiaries of the new Colorado Education and Cultural Facilities Authority to include organizations with "an educational program pursuant to a charter from a school district." In 1999 Colorado also gave charter schools direct access to bonds at a public rate by defining charters as a "governmental agency." The Colorado Department of Education has also recommended that the legislature provide institutions of higher education specific authority to construct associated charter schools with their capital funds.

Charter Schools in Colorado
A charter school is a public school that is granted a contract, or charter, by the school district in which it operates. The charter provides the terms under which the charter school is to operate, and generally provides freedom from specified school district policies and state regulations. The local board of education has the ability to waive the applicability of any state statutes or regulations other than assessment and accountability requirements. Charter schools also must adhere to laws prohibiting discrimination and requiring special education services. The charter school is responsible for its own operation, although it may contract with the school district for services such as the provision of school facilities or special education.
Charter schools are here to stay in Colorado. Future action with respect to charter schools is likely to include finding ways to sufficiently fund expansion of charter schools without harming other public schools; exploring whether local boards of education are the best chartering authorities for charter schools or whether some other entity, such as the state board of education or an independent chartering authority, is more appropriate; exploring the concept of charter school districts, or districts comprised entirely of charter schools; and encouraging the use of charter schools to help close the achievement gap and promote higher academic performance from traditionally at-risk populations.
