Academy of Charter Schools

Westminster The Academy of Charter Schools , an Adams County District 12 Charter School, is building a 125,000 square foot school for Kindergarten through Twelfth Grade in Westminster, Colorado. Construction on the $13 million project began in May 2004, with the school opening in August, 2005. The site is located at 120th Avenue and Lowell, in Westminster. The Academy of Charter Schools was chartered in 1994 as one of Colorado’s original charter schools. From an initial enrollment of 230 students that Academy has grown to nearly 900 students today. With the construction of a new facility, the Academy plans to grow to 1150 to 1200 students. The Academy has established LEED as a primary goal for the project. "The unique nature of funding charter schools requires charters to save monies wherever possible," said Michael Barile, the Operations Manager for the Academy. "Savings realized from energy conservation measures and design will be utilized in school curriculum and programs," said Barile. Barile has extensive prior experience in school construction and finance, energy efficiency, and cost effective best practices, and is a strong proponent of LEED. Because of the Academy's commitment to LEED, the Governor's Office of Energy Management and Conservation awarded the school a grant for $20,000 in December 2003. The grant can be used by the Academy to pay for integrated design consulting services to help implement the LEED rating system and help the school get the best facilities possible.

Lee, Post-Gazette Education Writer Denise Mund has heard it all before. Social studies teacher Mark Tima looks over Regis Miller's work at Career Connections, a charter school in Lawrenceville. (John Beale, Post-Gazette) The complaints about charter schools draining money from school districts. The worries of charter school operators who can't find buildings for their schools, and when they do, can barely pay the rent. The tension between school district officials who resent having to deal with charter schools and charter school organizers who don't want anyone standing in the way of their dreams. But as a charter schools consultant for the Colorado Department of Education, Mund also has seen charter schools outpace comparable traditional public schools academically. She's seen good relations between charter schools and local school districts lead to an exchange of ideas about curriculum and teacher training. And since Colorado's charter school law passed in 1993, she's seen charter schools become such an accepted part of the state's educational landscape that some of the complaints which are familiar ones in Pennsylvania are starting to fade into the background.

News and Charter Currents News Three State Charter School Reports Three state-level reports on charter schools have rolled off thepresses (and into my in-box) in the past few months. The threeinclude two state-sponsored evaluation reports from Minnesota andColorado and a third, privately funded, report from Massachusetts.Though each takes a different methodological approach and substantivefocus, some interesting common themes as well as differences areapparent. The findings should be of interest to both charter schoolresearchers and developers. Minnesota The first report, released in February, is the Interim Report ofthe Minnesota Charter Schools Evaluation commissioned by theMinnesota Department of Children, Family, and Learning (that'sMinnesota-speak for department of education). The report was preparedby the University of Minnesota's Center for Applied Research andEducational Improvement (CAREI). The report focuses largely on basicdescriptive information, school development, sponsor and communityrelations matters. Some of the major findings include the following:
  • The schools are small (average 119 students), have low student:staff ratios, are spread across the state geographically, and many are located in non-traditional facilities.

How much money may a school district automatically withhold from a charter school? C.R.S. 22-30.5-112 is the statute that answers this question. A copy of this statute is enclosed with this letter and is also available on-line at http://198.187.128.12/mbDownload/22-305-112.htm. This statute authorizes a school district to withhold from a charter school's per pupil revenue (PPR) allotment, the actual amount of the charter school's per pupil share of the district's central administrative overhead costs. In no instance may the actual amount of central administrative overhead costs charged to a school exceed 5% of the school's total PPR. Similarly, a district may not automatically withhold 5% if its actual costs are less than that amount. What are "central administrative overhead costs"?

It also provides a "Community Exchange" environment that allows for discussion between schools and various support providers. Lastly, the site's State Profiles contain contact information for resource centers to assist parents who are interested in learning more about and/or enrolling their children in a charter school. Trends in the Use of School Choice This report by the Department's National Center for Educational Statistics (NCES) shows that the percentage of students enrolled in public schools of choice increased from 11 percent in 1993 to 14 percent in 1999. In addition, parents whose children attended either public schools of choice or private schools were more likely to say they were satisfied with their children's schools, teachers, academic standards and order and discipline than were parents whose children attended public, assigned schools.
