Charter Schools: An Approach for Rural Education? ERIC Digest.
Charter schools have emerged in the 1990s as a prominent and controversial school reform idea. This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school.
In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.

Research Questions
This study examines whether charter schools provide more professional opportunities for teachers by comparing the perceptions of teachers in charter schools and traditional public schools about aspects of teaching and their work environment. There were three central questions:

    The CIVA Charter High School opened the fall of 1997. We have a full 4-year high school program . We now have an 8th grade program as well. CIVA stands for Character, Integrity, Vision and the Arts. The school emphasizes attitude over aptitude and continual striving for one’s personal best.
    Parents play an integral part in the success of students and of the school. Parents involve themselves, not only in supporting a student’s success, but also in a commitment to their own personal growth.

    Community Prep School was opened in 1995 in response to a perceived need in Colorado Springs. A school that focused on the individual needs of the student with low teacher-pupil ratios was organized and a charter applied for from D-11. A charter was granted and a school with a fresh approach and attitude was begun with high hopes and expectations. Every student does not learn at the same rate or in the same way. CPS takes this into consideration in its education plan. Students move through courses at their own rate as they pursue their studies. Strong parent involvement is a cornerstone of CPS. It takes the cooperation and dedication of school, home, and student to achieve success. Many students feel frustrated in school. Together we strive to make the learning experience exciting and fulfilling. Students who need a fresh start or a different approach can find their place at Community Prep School. Students take courses that lead to a diploma when 44 credits are earned. The first year CPS graduated one (1) student whereas in 2000 twenty-seven students participated in the graduation exercises.
