Behavioral Drugs Discouraged by Colorado Board of Education “The Colorado Board of Education passes a resolution discouraging teachers from recommending behavioral drugs such as Ritalin.” This headline was from a story reported in the New York Times in the November 25 th , 1999 edition. This resolution is the first of its kind in the US and although it carries no legal weight it does send a strong message that teachers and other school personnel should use discipline and instruction instead of drugs to overcome behavioral problems in the classroom. The article reported that proponents of the resolution were motivated by evidence that suggests that dozens of violent crimes, including the massacre at Columbine High School in Littleton Colorado, had been committed by young students who were on these psychotropic drugs. Brenda Welburn, executive director of the National Association of State Boards of Education said, “I agree that too often the first answer for children with some behavioral problem is to reach for medication. Some of the numbers we are seeing for medication of children are staggering.”

Ron Unz has now taken his medicine show to Colorado, p eddling the same brand of English-only snake oil that he sold to voters in California and Arizona . Heading the effort, known as English for the Children of Colorado is Rita Montero , a former member of the Denver School Board. She is also a former Chicana activist who, in the 1980s, was prominent in opposing English-only measures and, in the 1970s, was linked to a group of radicals who died while allegedly trying to manufacture bombs. Unz's Colorado initiative Proposition 227 and even more restrictive than Arizona's Proposition 203 . Like those measures, the Colorado initiative would:
  • allow "waivers" of the English-only rule, but only under very restrictive circumstances; invite lawsuits against educators and public officials who fail to observe the English-only mandate to hold them personally liable for financial damages and banish them from their jobs for at least 5 years; and mandate annual, English-language achievement tests for all public school students

Apr. 16, 2005 12:00 AM A political fight over when and how the state should take over a mismanaged school district could kill a bill designed to prevent the financial collapse of a northern Arizona district. In October, the Colorado City Unified School District began bouncing teacher paychecks despite buying its own airplane. For more than three years, the 350-student district hasn't paid teachers and vendors on a consistent basis and has missed state and Mohave County deadlines to account for its spending. advertisement OAS_AD('BoxAd') Unlike a corporation, the Arizona Attorney General's Office said, teachers and vendors can't force a school district into bankruptcy, and the state has no authority to push it into court. The district, along the Arizona-Utah line, is $1.5 million in debt at 6 percent interest to the Arizona School Risk Retention Trust, a corporation that insures Arizona schools, said Jim Mullen, administrator of the trust. The Retention Trust has been covering checks to prevent lawsuits, Mullen said.

Draft Performance Contract Available for Review and Comment

The CSU System Board of Governors will discuss the draft performance contract at its February meeting and likely will vote on the draft in March. The need for a performance contract came about as a result of the passage last year of SB 04-189, known as the College Opportunity Fund. Provisions in the bill require that performance contracts should be used to provide for greater flexibility and a more focused accountability for institutions of higher education to students and the people of Colorado. The bill requires each governing board of a state institution of higher education to negotiate a performance contract with the Department of Higher Education that specifies the performance goals the institution shall achieve during the period that it operates under the performance contract. In a letter to faculty and staff, President Larry Penley stated that in negotiating the contract, the team focused on three primary objectives: to ensure that the CSU System would have the right to increase tuition beyond mandatory costs where needed to improve quality; to ensure that the CSU System and its faculties drive core curriculum; and to ensure that the goals of the contract are reasonable, appropriate and achievable.

In April 2003 the Colorado legislature created a school voucher program that has the potential to become one of the largest in the nation. Initially the number of children eligible for vouchers will be limited to 1 percent of the student population in each of the 11 low-performing school districts targeted by the legislation, or about 3,400 students overall. But by the program's fourth year in operation, when the cap permanently rises to 6 percent, up to 21,000 students statewide could be using state-funded vouchers to attend private and religious schools. [ILLUSTRATION OMITTED] Coming on the heels of the U.S. Supreme Court's Zelman decision, approving the public funding of religious schooling, Colorado's program was the first enacted without the cloud of a potential First Amendment challenge. Yet that did not inoculate it against a legal attack. Opponents filed suit in May 2003, alleging that the program ran afoul of the Colorado state constitution's guarantee that local school boards "shall have control of instruction in the public schools of their respective districts."

The controversial Republican is his education secretary, Rod Paige, the former superintendent of the Houston public schools, who was appointed to that post while a member of his district's school board. That Paige, once vilified by many in Houston for that unusual appointment, could emerge as a consensus builder and one of the administration's more popular cabinet appointees might convince the new president that he can put the controversial election behind him and become the "uniter" he aspires to be. Whether he succeeds depends in large part on the outcome of his education plan what Bush himself says will be the centerpiece of his presidency. The 67-year-old Paige was confirmed in January after appearing before a Senate hearing during which he was widely praised for his stewardship in Houston and his overall plans for the nation's public schools. He described himself as a pragmatist.
