Author: Michael Janofsky DENVER A resolution recently passed by the Colorado Board of Education to discourage teachers from recommending behavioral drugs like Ritalin and Luvox has intensified a national debate over the growing use of prescription drugs for children. The resolution, the first of its kind in the country, carries no legal weight. But it urges teachers and other school personnel to use discipline and instruction to overcome problem behavior in the classroom, rather than to encourage parents to put their children on drugs that are commonly prescribed for attention deficit and hyperactive disorders. Proponents of the resolution, which passed by a 6-to-1 vote on Nov. 11, said they were motivated, in part, by evidence that they said suggested that dozens of violent crimes, including the massacre last spring at Columbine High School in Littleton, Colo., had been committed by young people taking psychotropic drugs.
One of the teenage shooters at Columbine, Eric Harris, had been taking Luvox, an anti-depressant, although there is no evidence that the drug had anything to do with the shootings or that a teacher recommended the use of the medication.

(a) Beginning in the spring semester 1997, and each spring semester thereafter, the department shall administer a statewide assessment in reading and writing to all students enrolled in fourth grade in public schools throughout the state. (b) Beginning in the spring semester 1998, and each spring semester thereafter, the department shall administer a statewide assessment in reading to all students enrolled in the third grade in public schools throughout the state. (c) (I) Beginning in the fall semester 1999, the department shall administer a statewide assessment in mathematics to all students enrolled in the fifth grade in public schools throughout the state.

By Dick Robinson Colorado boasts one of the most highly educated populations in the country, based upon the percentage of adults with college degrees. But the Colorado Economic Futures Panel has found that asset, and the economic and social benefits it promises, may be in jeopardy. At first glance, it appears that increased tuition made up for the loss. Revenues from tuition and fees rose from $603 million in 2002 to an estimated $832 million in FY 2005, an increase of 38%. Some of that increase, though, resulted from a 19% increase in resident enrollment. When you account for increased enrollment, state support plus tuition for all students, including out-of-state, actually dropped by 8.7% per student. Another area of prime importance to consider is the condition of the physical facilities of public universities and colleges. Capital construction and controlled maintenance has suffered since 2003. In 2002 the state spent almost $78 million on construction and maintenance. In the next two years it spent a total of $7.4 million and that is expected to be $4.2 million this year. The longer we delay needed construction and maintenance, the more expensive it will be.

Most e-mailed articles The law would have offered vouchers of $4,500 a year to public-school students for tuition at private or parochial schools. But the high court, in a 4-3 ruling, said the program requires school districts to turn over a portion of locally raised money to private schools, over which local school boards have no control. That violates the local-control provisions of the Colorado Constitution, the court said.

Ivan has been in education for eleven years. He currently is the principal of Sable Elementary School in the Aurora Public Schools. Ivan will be working to support and develop an instructional program that will assist all students in making growth as learners. Before becoming principal of Sable, Ivan was the assistant principal at Crawford Elementary School in Aurora. Performance-Based Standards for Colorado Teachers
The Performance-Based Standards for Colorado Teachers serve as a framework for all initial licensure teacher preparation programs in Colorado. The standards were developed to meet the requirements of Senate Bill 99-154, mandating that all teacher preparation programs be performance-based. The State Board of Education is developing an assessment system that will determine if teacher candidates can demonstrate proficiency in these standards. When completed, the assessment system will be available on this Web site, as will various supporting documents explaining the standards and their application.
The Standards
The following shall serve as standards for the licensing of all teacher education candidates in Colorado and reflect the knowledge and skills required of beginning teachers. Standard One: Knowledge of Literacy: The teacher shall be knowledgeable about student literacy development in reading, writing, speaking, viewing, and listening.

Resolution Warning About Ritalin

DENVER, CO The Colorado State School Board passed a resolution on November 11 warning of the possible negative effects of psychotropic (mind-altering) prescription drugs on schoolchildren. The vote was 6-1. Board member Patti Johnson drafted the resolution after a number of parents contacted her complaining that they had been "pressured" by educators to put their children on Ritalin. "I have been actively involved in education since my now-college-age son was in elementary school," she explains. "Im aware that schools receive additional funding for each child who is labeled 'learning disabled,' so I was particularly sensitive to these complaints." Mrs. Johnson introduced her resolution at the October board meeting following presentations by experts on the possible connection of Ritalin and other prescription drugs to students violent behaviors. The original text was pared from four pages to one prior to its adoption by the board last month ( see Resolution this page).

Patti Johnson DENVER, CO - The Colorado School Board adopted a resolution in December rejecting the national School-to-Work policy enacted by Congress in 1994. Approved by a vote of 5-2, the resolution declares that "schools are primarily institutions of learning and shall not be diverted from this noble mission by attempting to meet every non-academic need of students." The resolution was drafted by board member Patti Johnson, who left the board in January after serving since 1995. Johnson was pleased with the outcome of the vote, but regrets that "some really strong statements" had to be removed from the original draft in order to get the resolution passed. "The original language was awesome, but the final resolution is still good," she says. Deleted statements include: "Whereas, a system of workforce development boards charged with predicting the jobs of the future in local communities, which meet the needs of the community and local businesses rather than the needs of students, have been established in Colorado"; and "Whereas, work-based learning and integrated learning based on career pathways chosen by workforce development boards violate the student's constitutional right to liberty. . . ."
