Will Vouchers Arrive in Colorado?

In April 2003 the Colorado legislature created a school voucher program that has the potential to become one of the largest in the nation. Initially the number of children eligible for vouchers will be limited to 1 percent of the student population in each of the 11 low-performing school districts targeted by the legislation, or about 3,400 students overall. But by the program’s fourth year in operation, when the cap permanently rises to 6 percent, up to 21,000 students statewide could be using state-funded vouchers to attend private and religious schools. Coming on the heels of the U.S. Supreme Court’s Zelman decision, approving the public funding of religious schooling, Colorado’s program was the first enacted without the cloud of a potential First Amendment challenge. Yet that did not inoculate it against a legal attack. Opponents filed suit in May 2003, alleging that the program ran afoul of the Colorado state constitution’s guarantee that local school boards “shall have control of instruction in the public schools of their respective districts.” In December a state trial court judge sided with the plaintiffs, ruling that the program violated the state constitution’s local control provision by giving Colorado school boards no “input whatsoever into the instruction to be offered by the private schools” that accepted voucher students. In June 2004, the Colorado Supreme Court upheld the lower court’s ruling, with the majority holding that the “statewide system of school finance is designed to preserve local control over locally raised tax revenues.” The voucher program is on hold unless the state legislature can create a more acceptable funding and regulatory structure for it.

Boards and Commissions Environmental Advisory Board The mission of the Environmental Advisory Board is to: (A) Advise City Council and staff on matters in the community pertaining to solid waste disposal, yard waste recycling, air quality enhancements, hazardous waste management and storm water quality.

It supports improved mathematics, science, and technology education through policy alignment, continuous improvement, and converging resources. Licensees must satisfy the continuing education requirement for a three-year license period before applying to renew an active license, to activate an inactive license or to reinstate an expired license to active status. Local Boards and Associations can set higher standards than those you see here. Make sure to check with your local Board or Association office to determine any additional coursework you will need to complete. For licensees who first acquired their license within this calendar year: You are not required by the REC to complete any CE during this year. You should check with your local board regarding Ethics. Most boards will require you to complete an Ethics course. These are available online at www.vaned.com . (see NAR ethics requirements below) For licensees whose license expires December 31st, 2005: Complete a minimum of 24 hours of Continuing Education. This shall include the Real Estate Commission annual 3-hour update course for the years 2003, 2004 and 2005, plus 15 hours of elective education. Sample Policy on Bullying Prevention and Education
NOTE: Colorado school districts are required by law to adopt a policy on this subject and the law contains some specific direction as to the policy content or language. This sample policy contains the content/language that CASB believes best meets the intent of the law. However, the district should consult with its own legal counsel to determine appropriate language that meets local circumstances and needs. Districts have discretion to determine the specifics of bullying prevention and education programs. Bullying Prevention and Education The Board of Education supports a secure school climate, conducive to teaching and learning that is free from threat, harassment and any type of bullying behavior. The purpose of this policy is to promote consistency of approach and to help create a climate in which all types of bullying are regarded as unacceptable. Bullying is defined as any written or verbal expression, physical act or gesture, or a pattern thereof, that is intended to cause distress upon one or more students in the school environment. For purposes of this policy, the school environment includes school buildings, grounds, vehicles, bus stops and all school-sponsored activities and events.
