The ECOPETROL Conflict, Iraq and the US-Colombia Free Trade Agreement
06 May 2004 16:40 GMT The calculated destruction of [public energy company] ECOPETROL is not the invention of its workers nor an emblem of some privileged 'oligarchy of overalls'; it constitutes the major attempt that has been committed against the most important national public property. Not in vain did ECOPETROL provide for the state more than 10 BILLION PESOS in tranferences and taxes in the last two years, fruit of the direct production of 115,000 barrels daily and the indirect production of 295,000. The associates of Bush (father and son) and Cheney are after this booty. Those who express their indignation with what is happening in Iraq must look at what happened in Barranca and in the colombian petroleum geography through the same lens. It is the same thing, with the same actors, only in Colombia the Resistance is Civil. Finally, if one understands that the FTAA and bilateral Free Trade Agreements are, above all, regulations that guarantee security to investments, beyond mere commercial exchange, the task that Uribe has pushed forward is very convenient to the petroleum companies and it will consume with the signing of these treaties, in which chapters such as those dealing with investments, Politics of Competition and Solution of Controversies, they prescribe more prerogatives and guarantees than the Constitution provides citizens. Nothing will detain them, they will be like Peter at his house, or said in another way, like Halliburton, at home in Iraq.

Geography Colombia is located in Northern South America, bordering the Caribbean Sea, between Panama and Venezuela, and bordering the North Pacific Ocean, between Ecuador and Panama. It is about three times the size of Montana with a tropical climate along the coast and eastern plains, but cooler in the highlands. Some natural disasters include highlands subject to volcanic eruptions, occasional earthquakes, and periodic droughts. Deforestation, soil damage from overuse of pesticides, and air pollution from vehicle use are some environmental concerns presently. Colombia consists of five regions, the Atlantic coastal region, The Pacific coastal region, The Andean coastal region, The Llanos, and the Amazon region, all having their own varieties of music.

Introduction [Top of Page] Background: Colombia was one of the three countries that emerged from the collapse of Gran Colombia in 1830 (the others being Ecuador and Venezuela). A 40-year insurgent campaign to overthrow the Colombian Government escalated during the 1990s, undergirded in part by funds from the drug trade. Although the violence is deadly and large swaths of the countryside are under guerrilla influence, the movement lacks the military strength or popular support necessary to overthrow the government. While Bogota continues to try to negotiate a settlement, neighboring countries worry about the violence spilling over their borders. Geography [Top of Page] Location: Northern South America, bordering the Caribbean Sea, between Panama and Venezuela, and bordering the North Pacific Ocean, between Ecuador and Panama

    Colombia Economy
Colombia ended 1998 in recession with 0.2% GDP growth due to a combination of low world oil prices, reduced export demand, guerrilla violence, and diminished investment flows. The Central Bank resorted to interest rate hikes and tight monetary policy to defend the peso against pressure from Colombia's worsening trade and fiscal deficits. President PASTRANA'S well-respected financial team is working to deal with the myriad economic problems the country faces, including the highest unemployment level in decades and a fiscal deficit of close to 5% of GDP in 1998. The government implemented austerity measures, declared emergency measures to guard against a potential banking crisis resulting from the country's economic slowdown, and is seeking international assistance to fund a peace plan with the guerrillas. Guerrilla violence and low world oil prices will likely continue to undermine the economy in 1999. GDP: agriculture: industry: services: Population below poverty line: 17.7% (1992 est.)

It is the only country in South America with both Caribbean (1,760 kilometers) and Pacific coastlines (1,448 kilometers). Colombia also has international borders with five Latin American nations: Panama, Venezuela, Brazil, Peru, and Ecuador. There were no major outstanding international boundary problems between Colombia and its neighbors in the late 1980s. All of the borders had long been delineated, and most had been demarcated by surveys and the placement of markers, although tropical jungle terrain and hostile Indians had impeded survey operations in some areas along the borders with Venezuela and Brazil. Colombia and Venezuela did, however, dispute sovereignty over the seabed in the Golfo de Venezuela, an area of potential petroleum wealth. In addition to its mainland territory, Colombia possesses a number of small islands in both the Caribbean Sea and the Pacific Ocean. The combined areas of all these islands do not exceed sixtyfive square kilometers. December 5, 2003 In the last three years, the United States has spent more than $2 billion dollars on a war that's surprisingly close to home. Colombia's battle against the illegal cocaine trade, as well as the drug producers and terrorist guerrillas it benefits, is a struggle for the soul of a country trying to emerge from 40 years of violence and unrest. National Geographic Ultimate Explorer host Lisa Ling investigated the Colombian cocaine story, sitting down with everyone from President Alvaro Uribe to impoverished coca farmers. Her report, The War Next Door, premieres this Sunday, December 7, at 8 p.m. ET/5 p.m. PT and 11 p.m. ET/8 p.m. PT. Ling spoke with National Geographic News reporter Brian Handwerk about her visit. Colombia is one of the largest recipients of United States foreign aid in the world. How visible is the U.S. presence in the fight against cocaine?
