COLOMBIAN POLITICAL FACTS
Columbia Background:
Colombia was one of the three countries that emerged from the collapse of Gran Colombia in 1830 (the others being Ecuador and Venezuela). A 40-year insurgent campaign to overthrow the Colombian Government escalated during the 1990s, undergirded in part by funds from the drug trade. Although the violence is deadly and large swaths of the countryside are under guerrilla influence, the movement lacks the military strength or popular support necessary to overthrow the government. An anti-insurgent army of paramilitaries has grown to be several thousand strong in recent years, challenging the insurgents for control of territory and illicit industries such as the drug trade and the government's ability to exert its dominion over rural areas. While Bogota continues to try to negotiate a settlement, neighboring countries worry about the violence spilling over their borders.

Crisis? What Crisis? Security Issues in Colombia Toward an Institutional Collapse? by Eduardo Pizarro Leongómez It has been three years since the publication of my book entitled Insurgency Without Revolution: The Guerrillas in Colombia in a Comparative Perspective , in which I attempted to outline the basis of a sociology of the guerrillas in Colombia. I continue believing that the central thesis in that analysis is basically valid. However, it is true that not only has the phenomenon of the guerrillas undergone important changes, other researchers have also made new findings and shed new light on the dynamics of the internal conflict in which Colombia now lives. Based on a review of the old and new literature on the subject, I would like to present a few questions. Is Colombia bordering on an institutional collapse as a result of the multifasceted violence that afflicts it? What are the features of the political violence? Is there a strategic balance between the armed forces and the guerrilla movement? Has the paramilitarism made a transition toward becoming right-wing guerrillas? Is a policy of peace viable? These are some of the questions I will use to guide my comments. Institutional Stability and a Partial Collapse of the State In general terms, three basic components have characterized Colombia during the past four decades, since the National Front in 1958: a recognized and praised macroeconomic stability; an equally distinguished institutional stability; and, in contrast, a high index of violence. In effect, Colombia has been the only country in Latin America that has managed to maintain sustained positive economic growth levels throughout the past forty years. Also, alongside Mexico, Costa Rica, and Venezuela, it was one of the four states on the continent that managed to sort out successfully the wave of military coups that afflicted the continent during the 1960s and 1970s. But at the same time, Colombia bears the doubtfully honorable title of being one of the countries with the highest levels of violence in the world.

Located in the northwest corner of the South American continent, Colombia encompasses an area of more than 1.1 million square kilometers. It is the only country in South America with both Caribbean (1,760 kilometers) and Pacific coastlines (1,448 kilometers). Colombia also has international borders with five Latin American nations: Panama, Venezuela, Brazil, Peru, and Ecuador. There were no major outstanding international boundary problems between Colombia and its neighbors in the late 1980s. All of the borders had long been delineated, and most had been demarcated by surveys and the placement of markers, although tropical jungle terrain and hostile Indians had impeded survey operations in some areas along the borders with Venezuela and Brazil. Colombia and Venezuela did, however, dispute sovereignty over the seabed in the Golfo de Venezuela, an area of potential petroleum wealth. In addition to its mainland territory, Colombia possesses a number of small islands in both the Caribbean Sea and the Pacific Ocean. The combined areas of all these islands do not exceed sixtyfive square kilometers. In the Caribbean, off the coast of Nicaragua and 640 kilometers from the Colombian coast, Colombian territory includes an archipelago of thirteen small cays grouped around the Isla de San Andrés and the Isla de Providencia. Other small islands, cays, and banks in the same areawhich belong to Colombia but also are claimed by Nicaraguaare Isla de Santa Catalina, Cayos de Roncador, Banco de Quita Sueño, Banco de Serrana, and Banco de Serranilla. Several small islands also lie off Colombia's Caribbean coast south of Cartagena. These include the Isla del Rosario, Islas de San Bernardo, and Isla Fuerte.

Most observers describe Venezuela in terms of four fairly well-defined regions: the Maracaibo lowlands in the northwest, the northern mountains extending in a broad east-west arc from the Colombian border along the Caribbean Sea, the wide Orinoco plains ( llanos) in central Venezuela, and the highly dissected Guiana highlands in the southeast. The Maracaibo lowlands form a large spoon-shaped oval bounded by mountains on three sides and open to the Caribbean on the north. The area is remarkably flat with only a gentle slope toward the center and away from the mountains that border the region. Lago de Maracaibo occupies much of the lower-lying territory. Areas around the southern part of Lago de Maracaibo are swampy, and, despite the rich agricultural land and significant petroleum deposits, the area was still thinly populated in 1990. The mountains bordering the Caribbean Sea are actually the northeasternmost extension of the Andes chain. Broken by several gaps, these high mountains have peaks over 4,500 meters; the fertile valleys between the ranges contain most of Venezuela's population, industry, and agriculture. The discontinuous westernmost range runs along the Colombian border and is the least densely populated part of this region. The ranges southeast of Lago de Maracaibo contain some of the highest peaks in the country (Pico Bolívar reaches 5,007 meters), a few of which are snowcapped year-round.

    The western part of the country is mostly mountainous: the 8000km (5000mi) Cordillera de los Andes runs the length of South America and, on reaching Colombia, splits into three ranges (Cordillera Occidental, Cordillera Central and Cordillera Oriental). Two valleys - Valle del Cauca and Valle del Magdalena - are sandwiched between the three cordilleras; their rivers flow northwards, more or less parallel, until the Cauca River joins the Magdalena River and flows into the Caribbean. Apart from the three Andean chains, Colombia boasts the Sierra Nevada de Santa Marta, the highest coastal mountain range in the world. Over 50% of the territory east of the Andes is lowland or covered by thick rainforest crisscrossed by rivers and their tributaries. As the country lies close to the equator, the average temperature varies little throughout the year. Temperatures do, however, vary with altitude; as a general rule, the temperature falls about 6 degrees centigrade with every 1000m (3280ft) increase in altitude. Colombia's equatorial climate features two seasons: verano (dry) and invierno (wet). But because of the country's complex geographical and altitudinal factors, there is no universal pattern of seasons. One area that does have a definite pattern is Los Llanos, in the east, where the dry season falls between December and March, while the rest of the year is wet.

    Size: 1,138,910 square kilometers. Topography: Mainland territory divided into four major geographic regions: Andean highlands (composed of three mountain ranges and intervening valley lowlands); Caribbean lowlands; Pacific lowlands; and Ilanos and tropical rainforest of eastern Colombia. Colombia also possesses small islands in both Caribbean Sea and Pacific Ocean. Climate: Striking variety in temperature resulting principally from differences in elevation; little seasonal variation. Habitable areas consist of hot (below 900 meters in elevation), temperate (between 900 and 1,980 meters), and cold (from 1,980 meters to about 3,500 meters) climatic zones.
