Several teacher's colleges work on behalf of Israel's future in the classroom. These unique schools prepare teachers exclusively for kibbutzim, religious schools, and the Arab sector. Netanya's Wingate Institute trains teachers and professionals in the realm of physical education, athletics, sports medicine, and bio-physics. In the area of the arts, the Bezalel Academy of Art and Design (est. 1906), located in Jerusalem, offers Bachelor's degrees in fine arts, architecture, and graphic and industrial design. Many of Bezalel's alumni have moved to the forefront of Israel's art and design community. Similarly, students wishing to enter the fashion industry can do so at Ramat Gan's Shenkar Institute of Textile and Fashion . The employment benefits realized by workers who have achieved different educational levelse.g., vocational certificates, associate degrees, and baccalaureate degreeshave been described in publications and supported by research data. Earnings as a function of education and other independent variables represent one category of comparison. This Digest compares the various credentials, their benefits in relation to employment, and their role in the lifelong learning patterns of career-focused individuals.
EDUCATIONAL CREDENTIALS
Associate Degrees. Employment or advancement in a specific career is the main purpose of enrollment in an associate degree program. Associate degrees are offered primarily by community and technical colleges; 75% are vocational, focusing on business technologies and health, public, and engineering technologies (Leigh and Gill 1997). Approximately 58% of the registered nursing (RN) programs in the United States, for example, are associate degree programs (Failla 1999). A 2-year program of full-time study after high school is required to receive an associate degree (Hecker 1998). Bachelor's Degrees. Completion of a 4- to 5-year full-time academic course of study after high school is recognized by award of a college baccalaureate degree. Persons having this degree are deemed to have the qualifications that make them potential candidates for degree-requiring jobs. It is estimated that today perhaps 30% of the work force is employed in a job that by law or custom requires at least a bachelor's degree (McMenamin 1998).

Junior College Workforce Non-Credit Program - Workforce education classes are a broad-base series of courses, which are offered through continuing education units (CEU) and are conducted in a competency-based format. Theses courses are designed to provide a flexible and quick response to business, industry and student needs for intensive preparatory, supplemental, or upgrade education. Workforce Courses have specific occupational and/or apprenticeship instructional objectives. Junior college workforce programs are available on approximately 13 units.

5 CSR 90-5.440 Training PURPOSE: This rule establishes the standards for training services provided by the Division of Vocational Rehabilitation, Department of Elementary and Secondary Education for individuals with disabilities pursuant to the Rehabilitation Act of 1973 as amended and the Code of Federal Regulations The following training services as defined in the federal act and/or applicable regulations, and 5 CSR 60-900.050 may be provided to eligible individuals based upon financial need: (A) College, vocational, or proprietary training at an accredited institution may be provided to assist eligible individuals in reaching objectives that are within the scope of their functional limitations, interests, aptitudes and abilities.

Skill Standards for Professional Technical Instructors Recognizing the gap between the skills required by industry and the skills of the emerging workforce and those who provide its education and training, the State Board for Community and Technical Colleges has approved a skill standards project for professional technical instructors. This project seeks to establish statewide the skill standards needed for two-year college vocational instructors consistent with the current and future needs of business and industry. This is a collaborative effort led by the two-year technical and community colleges in the state.
