NJ Regional Centers
Currently there are eight centers located throughout the state providing direct assistance to auditorily impaired, visually impaired, and learning disabled students. The goal of the centers is to provide integrated, individualized, direct services to students and technical assistance to other colleges and universities in the state. The Special Needs Grant Program originated with the Higher Education Services for Visually Impaired, Auditorily Impaired and Learning Disabled Students Act in 1986. The act established a system of regional centers to provide support services for special needs students. The grant program is administered by the

The housing application inquires as to whether the applicant has "special needs". If the answer is affirmative, the student is identified in the Housing Module (computerized system) as having a disability. Based upon this information, a decision is made regarding which residence hall and room to assign the student. Specific rooms in the majority of residence halls have been earmarked for special needs students.     Introduction to the Issues Most of the states and many local school districts are actively pursuing the latest educational reform initiative: the use of standards-based reforms. Many of these reforms have high stakes consequences for individual students, educators, or school districts. While there has been much discussion of standards-based reform, little attention has been paid to the participation of students with disabilities in these reforms. The educational policies and practices that focus upon common, standards-driven learning for all students conflict in many respects with policies and practices which promote a highly individualized approach to the education of students with disabilities. The reauthorization of the Individuals with Disabilities Education Act, the federal law governing special education, now requires that states and school districts include students with disabilities in education reform initiatives. This means that the individualized education program for these students must address issues concerning each student's participation in standards-based reform initiatives. Also, modifications in testing or assessments must be made to address disabilities.

    What is a disability? Under Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA) of 1990, and PL 101-336, a disability is:
      a physical, mental, or sensory impairment that substantially limits one or more major life activities. A person may have a record of such impairment or have a medical condition that is recognizable or diagnosable.
    A student may choose not to disclose his/her disability, and if the student does not request accommodations, the college has no obligation to provide accommodations in such a situation.

    Developing An Appropriate Individualized Educational Program (IEP)
    A critical element of an effective high school program is determination of which curricula and courses will be taken by students with learning disabilities. Too often, these students are counseled into a general studies curriculum that will disqualify them from admission to most 4-year colleges. In addition, many students with learning disabilities receive course waiversoften for foreign language or mathematicswhich can significantly limit college options. Course waivers may be necessary and appropriate, but they should be provided only when based on valid diagnostic data. Furthermore, all parties should be made aware of the implications of waivers for postsecondary education. The individualized educational program or transition plan for a student with learning disabilities should provide for an early determination of postsecondary goals agreeable to all concerned and specification of the curriculum, courses, time sequence, and support program appropriate for realization of those long-term goals. The goals will require continual monitoring and adjustment throughout the high school program as the student's postsecondary and career choices become refined.

    Increasing numbers of students with learning disabilities are enrolling in two- and four-year colleges and universities. Since 1985, among first-time, full-time freshmen who reported having any disability, the percentage of those with learning disabilities doubled from 15 percent to 32 percent. Currently nearly a third of all freshmen with disabilities report having learning disabilities. Some of the most frequently asked questions of the HEATH staff are about students with learning disabilities who are preparing to make the transition from high school to college. In addition, HEATH staff are asked many questions by students with learning disabilities who plan to enroll in graduate school, including law school and medical school. Such questions indicate that students with learning disabilities can, and do have successful undergraduate experiences. High school students with learning disabilities who are considering going to college should be encouraged to pursue this goal. Students should be aware that colleges and universities are not all alike. Their missions or purposes, entrance criteria, programs of study, and requirements for certifications, associate degrees, and baccalaureate degrees vary. Similarly, students with learning disabilities are not all alike. Their goals, strengths and weaknesses vary. Also, people change their minds-plans and goals change over time. The student who enrolls in a vocational certification program in a two-year community college today may be the student who completes a baccalaureate degree program in a four-year university tomorrow.

    The Truman College Special Needs Office is designed to meet the needs of students who have disabilities. The immediate goal is to arrive at learning techniques that are effective for each student's success at Truman College. The long-range goal is to help students make a successful transition from college to the world of work. Courses that students take are part of the regular Truman College curriculum. The Special Needs Office offers a program that is designed to assist students with disabilities experience academic success.     If you believe that you will need accommodations or modifications at Lafayette College, you must provide appropriate documentation that verifies the existence of the disability and discusses its impact on your ability to participate in the college environment. Requirements for appropriate documentation of learning disabilities, AD/HD, psychological disorders, and chronic health impairments are included in this website. Unlike the IDEA, which requires public schools to bear the cost of psycho-educational assessment as part of the process of identifying and servicing students with learning disabilities, the ADA places the responsibility for obtaining appropriate documentation of any and all disabilities on the student. Lafayette College reviews the documentation and decides whether or not the student is disabled under the ADA. The ADA does not require that colleges provide services or accommodations in the absence of a request by the student. This means that if you need an accommodation(s), you must initiate contact with the Office of the Dean of Studies, provide documentation verifying the need, and specifically request the accommodation(s). The request for accommodations must be renewed each semester. This is a new responsibility for most students, who have typically relied on their parents and their case managers or resource room teachers in high school to manage all their educational needs. In college, students with disabilities must assume full and independent responsibility for securing the services and accommodations they need.

    New! Northern College has added a Learning Strategist/Assistive Technologist (LS/AT) to its staff in Timmins, Kirkland Lake and Haileybury. As a staff member of the Centre for Students with disAbilities, the LS/AT will provide one-on-one assessments, learning strategies and technological assistance to students with learning disabilities. Northern College recognizes that some students have special needs that require physical adaptations to the facilities, and/or the provision of special support services and assistive devices in order for these students to successfully complete their studies.
