Proposed Changes to Ontario Regulation 682 (O. Reg. 682)
Background
On May 22, 2003, the Ministry of Health and Long Term Care (MOHLTC) issued a memo to a number of health care stakeholders seeking feedback on proposed amendments to Ontario Regulation 682 (O. Reg. 682). The function of O. Reg. 682, a regulation pursuant to the Laboratory and Specimen Collection Centre Licensing Act, 1974 , is to provide a general regulatory framework for the operation of laboratories. Of particular concern to the CMLTO is that the Regulation empowers the Director of Laboratories at the MOHLTC, to allow someone who is not a member of the CMLTO to be employed as a medical laboratory technologist. Prior to the creation of the CMLTO, there was a clear and legitimate public policy purpose for the Ministry to set standards for persons who act as medical laboratory technologists in Ontario. After the creation of the CMLTO, logic and regulatory efficiency should have dictated that the Ministry would withdraw from this activity and leave it exclusively to the CMLTO. This did not happen, and as a consequence, there are now two regulatory streams for the de facto registration of medical laboratory technologists: one operated by the CMLTO under the Regulated Health Professionals Act ; and another operated by the Ministry under O. Reg. 682.

Issues for Community Colleges
by Bobby Righi, Seattle Central Community College In the setting of the community college, articulation is complicated by the fact that students come from diverse mathematical and educational backgrounds. We are in the position of having to articulate an incredible number of factors. Many students have been out of school for a while or did not take much mathematics when they were in school. For these students, effective articulation provides a context in which they can learn mathematics they need for their job or personal enjoyment. They do this, most commonly, while working, raising children, and sometimes supporting extended families. An increasing number of young students just out of high school enter our mathematics program at various levels. A surprising number enter at the level of basic mathematics or beginning algebra even after having two or three years of high school mathematics. This reveals serious non-articulation between school and college, but there are so many factors involved that it is hard to say what the problem really is. These young students don't seem to know what it means to know something. They don't have the metacognitive skills to think about how they learn and to judge when they have command of a concept or a skill. How do we make them aware of these things? I am interested in learning more about the mathematics used in various careers. I know these uses are constantly changing, and mathematics classes would be more interesting and relevant if they were better connected to current uses. However, I don't think that teaching specific content for specific jobs is what we should be doing. We have to teach so as to give students the power to read and discuss mathematics, and ask questions about what they don't understand so they can learn new skills as needed.

    Choosing a College
Choosing a college or university can be a complicated process for an individual with ADHD. By law, all colleges and universities receiving any federal funding must provide "reasonable accomodations" for the student with ADHD. There are important differences, however, in the supports available at various schools. Some schools have very minimal staffing to provide support services and only adhere to the "letter of the law" while other schools provide extensive support and encouragement to students with ADHD. Finding a school that can offer the appropriate support usually takes careful research. While there are a few catalogs listing colleges with good supports for learning disabilities, no such guide yet exists for students with ADHD. The best approach is to contact the Student Disability Support Office of a prospective college and ask the following questions:

College Issues Warning against use of Sarasota Bay following Sewage Spill
Feb 4, 2005 The Sarasota County Health Department has issued a health warning to area residents recommending against all recreational and other use of portions of Sarasota Bay following a malfunction at the Pomelo Avenue sewage treatment station on Wednesday morning. The malfunction resulted in more than 130,000 gallons of raw sewage being pumped into Hudson Bayou, contaminating the bayou and portions of Sarasota Bay surrounding it. Hudson Bayou lies just north of Bahia Vista Street in Sarasota, approximately 3-4 miles south of the New College campus. While evidence is currently unavailable to determine whether contamination from the sewage spill has extended as far north as New College’ bay front or to the area’s public beaches, New College administration recommends using caution and advises against the use of the bay or Sarasota County’s public beaches for boating, fishing, swimming, wading or other activities until we have been notified by the Health Department that it is safe to do so. Representatives from New College's Office of Public Affairs spoke with Doug Taylor, Deputy Director of Public Works for the City of Sarasota, at 1:30 p.m. this afternoon. Mr. Taylor notified us that the County Health Department is currently examining water samples from 10 areas around the bay, including public beaches on Lido and Siesta Keys. Results of those tests are not expected until 5 p.m. or later this afternoon.

The Things People Say... Did you know that affirmative action is a "core right and liberty"? That's what the New York Times said today in its editorial raising doubts about the wisdom of confirming John Roberts' nomination for Chief Justice. If the test were legal skill alone, Mr. Roberts would certainly pass. But the Senate and the American people have a right to know whether he would use his abilities to defend core rights and liberties , or to narrow them. There may be a debate on Capitol Hill on this point, but popular opinion is clear. In a New York Times/CBS News poll, 46 percent said it was "very important" for senators to know Mr. Roberts's "position on issues such as abortion and affirmative action ." Another 31 percent said it was "somewhat important." Only 13 percent said it was not important at all. Am I missing something?
