WHAT IS A CODE?
All statutes, whether state or federal, are published in books called codes. A code is simply a systematic compilation of laws that a legislature has passed. Most codes compile laws by titles or subject matter. Note: Like cases, statutes can be published in official codes and unofficial codes. Always cite to an official code source wherever possible.
Jurisdiction Tables and Abbreviations: Table T.1
One of the keys to citing statutes properly is knowing where to find the proper legal citation abbreviations. In the Bluebook , all abbreviations are listed in the blue pages, which begin on page 183. Table T.1 is the most important section of the Bluebook 's blue pages . This table provides the reporter names and abbreviations, statutory compilation names and abbreviations, and citation conventions for all federal and state courts. The following chart summarizes Table T.1, including where to find statutory compilation and abbreviation information for all federal and state courts in the country.

Researching the United States Code and Federal Statutes General Guidelines to keep in mind: Congress tends to enact legislation in bills that may be hundreds of pages in length that are a conglomeration of language and concepts that have been developing in many other bills that have been pending in Congress, sometimes for many years. Although there is typically abundant documentation of the enacted bill in the Congressional Record and Committee Reports, the sheer size of the bills results in the discussion on any particular part of an omnibus bill is usually minimal and cursory. In many cases the most detailed and useful information on the legislative intent of particular Congressional enactments is found in hearing transcripts, committee reports and congressional record discussion of unsuccessful bills where a particular concept was first proposed and developed. Finding the bill where this discussion occurs is often the most difficult step in researching Federal Statutes.

Below you will find a link to each statute by name, along with a brief description of each. You can also find links on this page to various compilations of the federal antitrust statutes and related regulations. The Sherman Act of 1890 - Section 1 of the Sherman Act outlaws "every contract, combination . . . , or conspiracy, in restraint of trade;" Section 2 of the Sherman Act makes it unlawful for a company to "monopolize, or attempt to monopolize," trade or commerce. The Clayton Act - The Clayton Act is comprised of sections 12 - 27 of Title 15 of the U.S. Code. It was first enacted in 1914, and includes the Federal Trade Commission Act of 1914 (which is separately listed below); it was significantly amended in 1936 by the Robinson-Patman Act (listed separately below); and in 1950 by the Celler-Kefauver Antimerger Act. Sometimes the questions come up: When does a particular California code section "take effect" or apply? Or, when does a statute apply retroactively? Also, occasionally the annotated codes will give a special "operative" or "effective" date in the annotations following a statute. Why does this happen and what does it mean? Lastly, most attorneys are unfamiliar with "uncodified, general law statutes" - provisions of law that have not been assigned a specific code book and section number. This is a rather ghostly and unpleasant peculiarity of California legislation. Unfortunately, such provisions are not excerpted in unannotated desk reference code books. The following "quick tips" provide a quick overview rather than an exhaustive coverage of the subjects addressed.

A Review of the Basics
Remember from civics or social studies class (depending on how long ago you took it) that the United States Constitution divides power among three branches of government: the legislative, the executive, and the judicial. The legislative branch makes the laws; the executive branch enforces the laws; and the judicial branch interprets the laws. The federal and state governments publish the “official” text of their statutes, but because they often take so long to do it, commercial publishers have stepped in with more timely “unofficial” versions. The text of the statute is the same in both official and unofficial versions, but each publisher adds proprietary editorial matter. For statutes these extras can include the historical background of changes in the law, citations to associated regulations, notes of court decisions that have interpreted the statutes, and more detailed indexes and cross reference tables. Session Laws
What is a statute? A statute is a law enacted by a legislature, the legislative branch of government. When a statute is enacted, it is called a “session law.” Session laws are compiled and printed chronologically (by public law or public act number) by legislative session. (Now that you know this, feel free to groan at the pun in the title of this article.) Federal session laws are called “public laws” (abbreviated “P.L.”), and Illinois session laws are called “public acts” (“P.A.”).

What are statutes?
Statutes are laws enacted by a legislative body. They are binding on persons located within the jurisdictional authority of the legislative body. Statutes are what most people call "laws." While statutes are presumed to be clear as to their meaning, it is usually necessary to consult court decisions to determine how a particular statute is applied within the jurisdiction.
How are statutes published?
Statutes are published in three different forms: slip laws, session laws, and codes. Each form provides advantages for different research needs. Slip laws are individual copies of laws published as soon as they are enacted. Session laws are chronological compilations of the laws passed by a particular legislature within each session. Codes are topical arrangements of all the permanent general laws in force in a particular jurisdiction at a particular point in time. Most statutory legal research is conducted using codes, since they provide the most complete picture of what the law is at a particular time by bringing related provisions together and incorporating amendments into the text. A special type of code, called an annotated code, provides references to cases that have applied the statute, and to other research aids.

    Printer Friendly The Attorney General is the constitutional, statewide elected official who acts as the attorney for the State of Texas. The Attorney General:
    • enforces state consumer protection laws; collects court-ordered child support; and administers the Crime Victims' Compensation Fund.
    The Attorney General also serves as legal counsel to boards and agencies of state government, issues legal opinions when requested by authorized requesters, and sits as an ex-officio member of various state committees and commissions. He defends against challenges to state laws and defends both state agencies and individual employees of the State when they are sued. The Attorney General files civil and criminal suits upon referral by other state agencies and, in some circumstances, has original jurisdiction to prosecute violations of the law without a referral from another agency.
