    Florida's Miami-Dade County Passes Solar Jobs Ordinance to Attract Solar Manufacturing Businesses

    The Miami-Dade Board of County Commissioners passed an ordinance sponsored by Commissioner Katy Sorenson designed to draw solar energy equipment manufacturers to Miami-Dade County. The ordinance allows solar manufacturing businesses locating to Miami-Dade to apply for incentives through the County’s Targeted Jobs Incentive Fund Program to attract business investment, especially to economically depressed areas of the County. The new law also creates incentives for environmentally sensitive “green construction” standards for commercial and industrial buildings.
    “This will propel Miami-Dade into a leadership role on alternative energy and resource efficiency in Florida,” offered Commissioner Sorenson. “We have to find alternatives to our fossil fuel dependency and the geopolitical and environmental consequences that come from our thirst for oil. Solar energy is our region’s greatest untapped supply of domestic energy, and it’s time for Miami-Dade to take a leadership role in the ‘Sunshine State’.” Beyond the advantages of reducing our dependence on petroleum, the solar industry itself is booming. After decades of incubation, the solar energy industry is now beginning to compete with “traditional” fossil fuels and other alternative energy sources such as wind turbines. The job creation potential for this industry is significant, with most factories in the United States announcing aggressive expansion plans. “There is such potential both domestically and internationally,” explained Sorenson. “Our geographic location is an asset, not only because of our long, sunny days, but in our position as a major trading partner with countries where there’s a growing demand for solar products.” The recently approved ordinance changes create a specific incentive for the solar thermal and photovoltaic industries based on their capital investment and the number of new jobs they create.

    A cogeneration* plant harnesses the heat from turbine exhaust gases and directs it to a generator to produce steam. The steam can be directly utilized by an onsite industrial process or used to feed a district heating system. In the case of a combined cycle plant, it can also be partially reconverted into electricity via expansion in a steam turbine. These techniques have an energy efficiency of 55 to 60%, in some cases more than 80% for the most advanced cogeneration* units that capture heat from low-pressure steam. In comparison, the efficiency of a gas turbine, like that of a thermal engine, is between 30 and 35%. Because

    Combined Heat and Power
    The use of combined heat and power (CHP) presents a substantial potential for increased energy efficiency and reduced environmental impacts. It is considered to be a priority area for many Member States. The efficient use of fuel, in simultaneous production of heat and power can offer energy savings and avoided CO2 emissions compared with separate production of heat and power and the development in the use of fuels used in CHP applications show a trend towards cleaner fuels. Nearly 40% of the electricity produced from cogeneration is produced for public supply purposes, often in connection with district heating networks. 60% are generated by auto-producers, normally for industrial processes.

    SESSION I. SESSION II. ... Participants Industry accounts for some 35 per cent of global economic activity and 43 per cent of global energy demand. Energy efficiency improvements in industry, including transport, should therefore continue to be an important component of energy policy. Industrial energy efficiency measures include improved housekeeping procedures, maintenance, process control and automation, the replacement of outdated plant and equipment with the modern energy-efficient equivalent, and the recovery of embodied energy in recycled industrial post-consumer wastes. In many developing and transition economy countries, cogeneration of power and process heat/steam based on natural gas is a commercially attractive option. Biomass-based cogeneration, employing modern, efficient technology can be a cost-effective and low greenhouse gas-emitting option where biomass is available either as an agro-industry byproduct or from energy plantations. Therefore, in order to develop industrial energy efficiency as a new mitigation strategy for greenhouse gases and other pollutants, enabling framework and policy initiatives will have to be created at national and international level. This will encourage the transfer and deployment of energy efficient technologies/measures at the enterprise level which would then enable the industry to deliver energy efficient products and services to consumers.

    Brief Description
    The Expert Group Meeting has provided a forum for improving the awareness of industrial energy efficiency (with a focus on cogeneration technologies), through identifying barriers to and opportunities for its effective deployment in developing and transitional economies. The objective of the meeting was to address energy efficiency, cogeneration and greenhouse gas mitigation options in the national context of participating countries, as well as bringing about the necessary focus and action needed for strengthening the capacity of the industrial sector for their full participation in the Clean Development Mechanism (CDM). It has also provided an opportunity for discussing technical and managerial aspects of energy efficiency/cogeneration technologies and issues in project design and project financing in the context of CDM.

    Solar energy is Australia's largest energy resource: the average amount of solar energy that falls on Australia is about 15,000 times the nation's energy use. The nature of solar energy, however, is that it is an intermittent and diffuse source - it's not available on cloudy days or at night - and it is not concentrated.
    Solar thermal energy is that part of the solar spectrum that provides heat. Solar water heaters use solar thermal energy to heat water. Here we review other uses of the solar thermal resource.
    How is Solar Thermal Energy used?
    Solar thermal electric (STE) systems change the sun's heat to electricity while solar chemical (SC) technology uses the high temperature heat or solar radiation (photons) to drive useful chemical processes.
    Solar thermal systems can also be used to produce hot water or steam for industrial processes, displacing existing boilers.
    Both STE and SC systems tackle the diffuse nature of solar energy by using solar concentrators to supply high temperature heat, such as reflective dishes or parabolic troughs or 'power towers'. The intermittent nature of solar energy can be solved either through energy storage or by system back-up, such as using natural gas burners at night or on cloudy days.
